5. 52.211-10 Commencement, Prosecution and Completion of work states that the CO has the right to exercise any or all options within 21 calendar days after Pre-Condition Surveys. Will the award timeline remain the same for Option 9, dune grading and dune grass planting?
Response: The award time will remain the same (21 days) for Option 9.
6. Section 01 11 00, Summary of Work, 1.2.1 Base Bid, states "beachfill may be needed anywhere within the Federal project limits at the time of actual construction." Please clarify that the work limit stationing for each bid item is within the stationing shown on the Bid Schedule and not outside of the stationing limits shown on the form.
Response: The bid schedule stationing and the stations on the plan sheet match. All work is within the stated station limits.
7. Section 01 35 30, 3.2 Inspection of Dredge Intake Screen states "Inspect the intake or pipeline screening device every 8 hours and every load for hopper dredging to ensure its effectiveness by Contractor personnel unless UXO Technicians are available." Attachment C under Section 01 35 30, #3. A, States that "UXO Technicians shall inspect the dragheads for damage or MEC after each load." Attachment C #4. also specifies that UXO Technicians are required on the dredge. Please clarify whether UXO Technicians will be required onboard the hydraulic or hopper dredge with 24hr coverage and at each disposal location with 24hr coverage.
Response: 01 35 30 1.4.a. requires only "Land-based UXO Technicians: During beachfill operations, provide a sufficient number of UXO Technicians for 24-hour, 7-days per week, MEC support, on the beach." UXO technicians are not required for onboard dredges except for inspections required in 01 35 30
3.2 and 3.4. If OESS requires UXO Technicians onboard dredges, the change shall be accomplished by contract modification. Please see specifications to be updated in Amendment #2.
8. Section 01 57 19, 3.4.2 Piping Plover Protection states "Construction activities are prohibited from 15 March to 15 August between Station 0+00 to 29+50 in Upper Township (Strathmere),Northern Sea Isle City (between Stations 99+00 to 155+00), and Stations 345+44 to 360+00 in Sea Isle City (Townsends Inlet). Sheet C-601 only states activities are prohibited at Upper Township and Sea Isle City (Townsends Inlet). Please clarify whether Northern Sea Isle City between stations 99+00 to 155+00 should also be on Sheet C-601 and are prohibited during from March 15 to August 15.
Response: Construction activities for northern Sea Isle City between stations 99+00 to 155+00 is permitted during March 15 to August 15. In addition, Stations 345+44 to 360+00 Sea Isle City (Townsends Inlet) is permitted during from March 15 to August 15. All other plover nesting restrictions still apply.
Sheet C-601 and Specifications will be updated in Amendment #2 to reflect this update.
9. If a hopper dredge is used on this project, will the contractor be required to have an Endangered Species Observer onboard the dredge?
Response: No. The contractor must have someone qualified in the identification of sturgeon and sea turtles inspect the beach baskets when they are emptied.
10. Are TEDs required if a hopper dredge is used on this contract?
Response: No.
11. Section 35 31 00, 1.9 Borrow Material states that "borrow areas to be used under this contract are Borrow Area L1, Corson’s Inlet Borrow Area and Great Egg Harbor Inlet Borrow Area, as indicated." On Sheet G- 004, Note 3. states that Great Egg Harbor Inlet Borrow Area is not available. Please clarify whether Great Egg Harbor Inlet Borrow Area is or is not available for this contract.
Response: Great Egg Harbor Inlet Borrow Area is not available for this contract. This will be updated in specifications, Amendment #2.
12. Sheet C-110 Note 4. states "L1 Borrow area may be used only after Corson’s Inlet Borrow Area, Areas C1- A North and C1-A South have been dredged to their allowable depths. While sheet C- 401 Note 8. states available material in areas C1-North, C1-South and C1-A West-A shall be exhausted in accordance to the schedule" Please clarify whether C1-A West-A is also required to be exhausted before L1 Borrow Area may be used.
Response: Only areas C1-A North and C1-A South must be dredged to the allowable depth, per note 4 on G-004, before L1 is used to place into OC, UT and SI-north. The note on C-401 is regarding the coordination with the COR about dredge moves in Corson's Inlet.
13. Please define what borrow area exhausted entails. Due to dredging inaccuracies, 100% exhaustion is not realistic.
Response: Borrowed area exhaustion is considered between the allowable depth and the overdepth. Per Section 35 31 00 page 4, sect 1.9.2, the over depth of the borrow area is 1'. The determination of exhaustion is made by the COR. Note that 100% exhaustion might not be achievable at boundaries.
14. Will the Contractor be allowed to dredge material from Borrow Area L1 while also digging in the required areas in Corson’s Inlet (C1-A North and C1-A South)?
Response: Yes, dredge material from Borrow Area L1 can be used to fill Sea Isle south or Sea Isle central areas as these fill locations are not tied to Corson's inlet schedule of dredging operations. See G-004 notes 4 and 5.
15. Sheet G-003, Note 8. states "Dune reconstruction is not required unless shown on plans. Exact Limits of work will be adjusted in the field in coordination with the COR." Will the contractor be required to reconstruct the dunes outside of the stationing for specified on the bid schedule?
Response: All adjusted dune reconstruction will be within the stationing specified in the bid schedule.
16. Sheet C-107A Note #4, states “Contractor to Coordinate with Township for removal of ADA compliant stabilization mat prior to fill placement.” Please confirm that the Township will be responsible for all cost associated with the removal of the mat.
Response: All municipalities will remove mats prior to fill placement at their own cost.
17. Sheet C-104B, Note 4. Is the contractor supposed to bury the piles located between Sta 5+00 to 9+00 in the Upper Township fill template?
Response: Piles can be buried and could coincidentally occur within project beachfill template.
18. Will the contractor be allowed to lay pipeline along the beach of Corson's Inlet State Park?
Response: Yes, if outside of the restricted environmental window. Pipe placement is considered associated beachfill activities and is restricted between 16 March and 31 August.
19. Will the contract be allowed to transverse through the private property areas that extends through the beach berm?
Response: The contractor can tranverse the berm within the CWL, all berm within the CWL has a project beachfill easement. See timing restrictions and COR coordination.
20. Does the USACE anticipate there to be any gaps in the specified fill templates that will not have any beach fill material? If so please confirm the number of gaps. The contractor will need to adjust pipelines and fill operations resulting in pricing delays and additional beach fill losses into their bids”
Response: There are no gaps. There is to be a continuous fill as listed for each beachfill bids schedule line item. Bid as shown on plan sheets.
21. Please clarify the following contradicting statements:
o Section 35 31 00 Page 3 states:
“The borrow areas to be used under this contract are Borrow Area L1, Corsons Inlet Borrow Area, and Great Egg Harbor Inlet Borrow Area, as indicated.”
o Plans Sheet G-004, Note 3 states:
“GREAT EGG HARBOR INLET BORROW AREA IS NOT AVAILABLE FOR THIS
CONTRACT”
Response: Great Egg Harbor Inlet Borrow Area is not available for this contract. This will be updated in specifications, Amendment #2.
22. We request that the RFI due date be extended at least one week.
Response: Bid opening will be extended one week to Sept 14, 2023.
23. If Upper Township South Option 10 or 11 (separately or together) or Sea Isla City North Option 12 or 13 (separately or together) is awarded, this will provide a very thin fill density (between 4cy/lf and 12 cy/lf).
The cost and delays associated to this very thin beachfill will be greatly higher than the other beachfill areas. Can the Corps specify a minimum fill density (say >30 or >40 cy/lf) that the contractor can anticipate in the above beachfill areas of concern? Contractors are taking the risk on the award of these beaches (extra pipeline, low production and increased delays and fill losses), and should have a specified tolerable minimum quantity per lineal foot of beach thatthey can expect for pricing and operational purposes prior to bid.
Response: There is not a specified minimum fill density for these thin-fill areas. We are aware of the potential bidding consequences of these conditions, which is why they were included as options rather than the base bid items. Bids shall be developed accordingly.
