RFIS AND RESPONSES

1. Are these flags for indoor use, outdoor use, or both? Flag usage will be both indoor & outdoor . Majority of the Nylon flags will be outdoor service. Rayon , and Chief's flag ( which is Nylon) meant for indoor service & ceremonies.

a. If Indoor – will the flag require a pole hem and/or fringes? Would you like a quote for embroidered flags? For all our government contracts we provide embroidered flags w/fringes at Government Spec for indoor use. Item 6 (Chief of Engineers Flag) 3ft X 4 ft. Will have the sleeve joint, and white fringe

b. If outdoor – will the flags need additional reinforced stitching at ends and heading?

Manufacturer needs to follow Mil Spec. MIL-L-2692H page 12 Paragraphs 3.5

2. Do these flags need to be single sided reverse or double sided?

a. Single sided reverse is when the logo/design appears correct on one side and backwards on the other side.

b. Double sided is where we take two flags and stitch them together so that the logo/design appear correct on both ends.

Answer to Question 2a an d 2b. Single sided, as the logo or insignia on either side of the flag will look the same.

3. Rayon material has not been used since the late 80s early 90s. All printed and embroidered flags are made from Government spec’d Nylon. Item 5 will need to be changed to Nylon instead of Rayon. The requirement indicates no changes to material, as well Mil Spec.

MIL-F-2692H pages 5, 7 & 17 all indicate Rayon. It should be still available from reputable manufacturers. These are used in ceremonies. Please do not change.

4. Item 4 and 5, the sizes are custom sizing not standard. The standard sizes are 3’x5’ and

5’x8’, would you like to go with the standard sizing or the custom? Regardless of what may be standard in some worlds, all of our specifications and requirements have been for the sizes listed, in the E.R.'s & A.R's

5. Item 7 – Pennant

a. Do you have a spec on size? The attachments cover the size and style pennant and explain what is being requested style, size, & layout.

b. Is this a Pennant string or individual pennants? The pennants are individual.

c. If individual will the pennants need heading and grommets? The pennants should be grommetted.

6. Do indoor/ceremony flags need to be embroidered as the norm is embroidery especially if they want to use the rayon material? The only flags that would be used indoors normally would be CLN 0003 ( also has an outdoor use );The specifics about embroidery covered in MIL-F-2692H, and the Drawings

7. Can you send us the tabulation for this bid from the previous contracts, showing previous purchases and prices? Please see attached below.

8. When were these last purchased for the attached prices? These were purchased within the last year in 2021.

9. Can I trouble you to clarify the size flag and pennant you’re looking for? The exhibits that have been uploaded the SAM.gov shows all the size dimensions for the flags and pennants on the attachments. Exhibits 5-1-639 for the pennants, and 5-1-110 for the flags, and any other information you may need is provided in the bid package.
