Question 4: Spec section C612 states there are (4) steering rudders. 881-B612-01 shows (2). Please clarify.
Question 5: There are references in the spec to a capstan. There is no specific section for a capstan, and none shown on arrangement. Please clarify.
Response:
While attempting to resolve the questions above it became apparent the specification sections in the solicitation were not the final versions. Correct, final versions of specification sections C, E, and H are included in this Amendment. Additionally, a revised PDF “Contract Drawings” is also included in this Amendment. To repeat, the above questions have been resolved in revised versions of sections C, E, H and Contract Drawings. These sections should be reviewed prior to bid submission.

Section C – Description/Specification/Work Statement
C000 GENERAL
C001 PROJECT OVERVIEW
The Marine Design Center (MDC) of the U.S. Army Corps of Engineers (USACE) has issued this solicitation to retain contractor services to construct, test, and deliver a new self-propelled inland river and intracoastal towboat, conforming to commercial standards. The vessel is intended to serve the U.S. Army Corps of Engineers, Tulsa District in support of its missions.
The completed vessel will be ABS classed, and certified by the U.S. Coast Guard for Subchapter M.
C002 CONTRACT OVERVIEW
For this contract, the Contractor shall include, as a minimum, all costs to provide and deliver the following:
Using the contract and reference drawings provided in the procurement package, complete the design for production and fabrication of the towboat.
Fabricate one towboat in accordance with the specifications of this contract.
Test all towboat related equipment, systems, piping, and electrical systems.
Obtain ABS Class and U.S. Coast Guard Subchapter M Certificate of Inspection for the towboat.
Deliver the completed towboat to a designated location.
Final Acceptance Demonstrations at the Corps’ designated point of Final Acceptance of the completed towboat.
C003 DESIGN STANDARDS
The towboat shall be designed and constructed in accordance with the latest edition and interpretations of the rules, regulations, requirements and standards of the Legislation, Regulatory Agencies and technical organizations listed as follows or as stipulated in the respective specification clauses.

Environmental Criteria (Temperature): the vessel shall be designed in accordance with ASHRAE temperature standards, which prescribe an ambient temperature range of 18 to 99-degrees F for Tulsa, OK and Fort Smith, AR. River temperature for machinery cooling shall be 85-degrees F, with 0-mph flow.
Environmental Criteria (River Current): The typical river currents in the area of operation are river flow from 0-mph up to 12-mph.
C004 CLASSIFICATION AND CERTIFICATION
A. ABS CLASSIFICATION
The Contractor shall be responsible obtaining necessary regulatory body reviews and approvals, obtaining necessary inspections and surveys during construction and for the certification and classing of the vessel as follows, except as stated in Contract Clause C040 Scope of Work, A. Contract Intent.

The vessel has been assigned the following ABS Eng. Project No.: XXXXXXX

The Contractor shall be responsible for all costs associated with applications, plan submittals, and inspections required to obtain such certification\documentation. When steel construction commences, the Contractor shall coordinate with ABS to ensure the frequency of onsite inspections are not less than once every two weeks. See Contract Clause C040 Scope of Work, for details on Contract Drawings and the level of effort required by the Contractor.
If the Contractor intends to launch, test, operate or tow the vessel “out of class”, the Contractor must specifically advise ABS of such intent and incorporate any and all modifications required by that agency for such operation at no additional cost to the Government and at no additional contract time. Any such modifications which, in the opinion of the COR, affects the arrangements, operability, or suitability of the vessel shall be removed from the vessel by the Contractor at no additional cost or time and the vessel returned to new condition prior to Final Acceptance. See Contract Clause C040 Scope of Work for details regarding deviations to the contract design.
B. U.S. COAST GUARD (USCG)
The contractor shall be responsible for obtaining necessary regulatory body reviews and approvals, obtaining necessary inspections and surveys during construction and for obtaining the following:
U.S. Coast Guard Certificate of Inspection (COI) under 46 CFR Subchapter M – Towing Vessels.
Certificate of Measurement issued by the measuring organization, per 46 CFR, Part 69.
Delivered with a Builder’s Certification and First Transfer of Title (U.S. Coast Guard Form CG- 1261).
Delivered with a Certificate of Documentation (COD) (U.S. Coast Guard Form 1270).
The Government will allow ABS to review on behalf of the USCG, where authorized. Should the Contractor wish to pursue this path for regulatory review, they shall submit the necessary request to USCG and ABS.
The Contractor shall be responsible for delivering the vessel with a USCG Builder’s Certification and First Transfer Title and a USCG Certificate of Documentation (COD).
The Government shall be provided a copy of all correspondences between the Contractor and the USCG.
B. VESSEL DESIGN AND CLASSIFICATION REVIEW STATUS
The Government has developed the vessel’s design and drawings. All of the design drawings and analyses have been submitted to ABS for review and approval. The design work provided to ABS has been approved by ABS for compliance with the classification standard identified in this clause.
Contract Section J, Clause J01 provides a drawing index indicating the engineering drawings that have been developed by the Government, submitted to and approved by ABS, where necessary for ABS classification.
Contract Section H, Clause H13 has details on the remaining drawings required to be developed by the Contractor and submitted to the Government and/or ABS for review and approval.
See Contract Clause C040 Scope of Work, for details on Contract Drawings and the level of effort required by the Contractor.
Upon Contract award, the Government will furnish the successful bidder with electronic copies of all ABS reviewed and Eagle stamped drawings, review letters and other regulatory correspondence as applicable.
C. VESSEL OWNER AND ADDRESS
For the ABS certificate of classification, the owner shall be listed as “U.S. Army Corps of Engineers, Tulsa District”.

D. ABS ENGINEERING MANAGER ACCESS & DISCLOSURE
The Marine Design Center (CEMDC) will be the “Owner’s Representative” on this project and all correspondence with ABS shall be made available to the COR. In order to facilitate the communication process and reduce the paperwork burden on all parties, the Contractor, and all sub-contractors, shall utilize the ABS Eagle Construct Engineering Manager Portal (02E) for all drawing submittals and correspondence. The Contractor and all sub-contractors shall make the necessary arrangements with ABS to ensure that the Marine Design Center is granted the following Oversight Permissions for this Contract:

The Marine Design Center’s ID/WCN number is 615255 and the point of contact with respect to the ABS Coordination/Engineering Manager Portal (02E) is Mr. Tim Keyser, Timothy.J.Keyser@usace.army.mil, phone: (215) 656-6171.
The Contractor shall ensure that, as a part of its contract with ABS the Contractor authorizes ABS to disclose to and discuss with the Army Corps of Engineers any Rule or certification criteria issues, design assumptions and their impact on classification and certification, and any other technical considerations on which classification is to be based or which may affect future classification or certification of the vessel.
The Contractor shall authorize ABS to provide the Army Corps of Engineers at its request with a copy of all correspondence related to classification, statutory certification or other compliance verification for which ABS is responsible as it is promulgated and initially distributed. This is to include drawings and other engineering work requiring ABS approval as well as correspondence generated which relates to such approvals, including all such correspondence dealing with vendors.
In addition, the Contractor shall copy the Army Corps of Engineers with correspondence regarding classification, statutory certification and other compliance verification for which ABS is responsible. The Contractor shall also authorize ABS to establish and maintain contact with other certification, verification and compliance agents involved on the vessel being built.
Upon request by the COR, the Contractor shall request ABS to furnish the Government with the project comment list.
The list shall include open and closed technical and surveyor comments. The surveyor comments shall not only include comments generated during the drawing review process, but also comments generated by the ABS Surveyor during construction inspections. The comment list shall be sent directly from ABS to the COR via email as a .pdf file.
At the completion of the ABS review process, the Contractor shall download all ABS “Eagle Stamped” drawings and provide them to the Government in .pdf format.
C006 VESSEL IDENTIFICATION
The vessel to be acquired through this solicitation has been assigned the following name and Marine Design Center hull and project numbers:

The vessel name has not been selected at this time. For the purpose of initial documents and drawing preparation, the following title shall be used:

Upon selection of the official name for the vessel by the Government, the Contractor shall incorporate the name into all “As-Built” documents. The MDC hull number shall be used in lieu of an “Official Number”.
C010 DEFINITIONS
The following definitions are applicable to phrases and acronyms used throughout this Contract:
ABS - American Bureau of Shipping.
KO - Contracting Officer - A person with the authority to enter into, administer and/or terminate contracts and make related determinations and findings.
COR - Contracting Officer’s Representative - A member of the contract management and quality assurance team authorized by the Contracting Officer to perform certain administrative and managerial duties.
GFE – Government Furnished Equipment - Equipment, materials or components furnished by the
Government to the Contractor for installation in the vessel.
MDC - Marine Design Center.
QC - Quality Control. Quality Control is a function of the Contractor. Quality Assurance (QA) is a function of the Government.
SNAME – Society of Naval Architects and Marine Engineers.
USACE - United States Army Corps of Engineers.
USCG – United States Coast Guard.
C025 CONTRACTOR QUALITY STANDARDS
A. GENERAL
The Contractor shall be responsible for the construction of a complete and functioning vessel.
Inspection by the Marine Design Center is for the purpose of verifying the proper function of the Contractor’s quality control measures and is not to be used as a substitute for control of quality by the Contractor.
Every effort shall be made during production planning to construct the vessel in an efficient sequence minimizing re-work and repair. Care shall be taken to assure the latest revisions of the Final Design plans are being used.
B. STRUCTURAL MATERIALS
Unless otherwise specified or noted on the Contract Drawings, all structural hull material shall be in accordance with the following specifications:
American Bureau of Shipping (ABS), “Rules for Building and Classing Steel Vessels for Service on Rivers and Intracoastal Waterways”.
Welding Materials - ABS “Approved Welding Electrodes, Wire-Flux and Wire Gas Combination.”
Bolts, nuts and screws – ASTM A307-82, Specification for Carbon Steel Externally and Internally
Threaded Standard Fasteners.
C. STANDARD PARTS AND MATERIALS
All articles, fittings, equipment, machinery, supplies, and materials used in the construction and outfitting of the vessel shall be new, of the highest grade, free from defects and imperfections, and be the standard product of reputable manufacturers, to the maximum extent practicable. Any material not specified shall be the best of their kind for the purpose intended. All items shall be suitable for inland river workboat application and meet the latest requirements of standard specifications published by National Agencies. No salvaged materials shall be used in the works. Spare parts and service shall be readily obtainable.
D. WORKMANSHIP
All labor shall be especially skilled for each kind of work and under competent direction.
Where work of one trade joins, passes through, or is on other work, there shall be no discrepancy or misfit when completed. In engaging one kind of work with another, marring or damage of previously acceptable construction shall be cause for rejection. All parts of the vessel intended to join or bear upon other parts shall have complete and solid contact and shall fit together without excessive cold work during erection. All faying surfaces shall be painted and be clean and smooth before bolting up. Shims or liners shall not be used for the purpose of overcoming a bad fit.
All frames and longitudinal members, where applicable, shall be provided with limber holes and/or snipes of adequate size to allow water in bilges to flow to the lowest point of each compartment. Limber holes shall also be provided to allow for the passage of air in tanks. Limber holes shall be located at the plate edge.
Ends of outstanding flanges shall be cropped. Lighting holes may be punched or flame-cut and all edges shall have burrs removed.
All holes for machinery mounting bolts shall be drilled or punched; burning is not acceptable. Holes in members having sharp curvature shall be avoided.
All hull castings shall be machined or ground to bear solidly against the connecting structure.
E. WELDERS
All welding under this contract shall be done only by welders who have successfully passed qualification tests accepted by the American Bureau of Shipping or other regulatory agency acceptable to ABS. The Contractor shall bear the expense of conducting these tests and shall certify, by name to the Contracting Officer, welders who have successfully passed the prescribed tests and hold current, valid certifications.
The listed of certified welders shall be submitted during Phase I of the Contract. The list shall include the employee’s name, certification(s) and date(s) of the most recent tests for each certification(s). This list shall be named and numbered 881-C025-01 LIST OF CERTIFIED WELDERS.
The Contractor shall require any welder to repeat these tests when in the opinion of the COR, the work of the welder indicates a reasonable doubt of their proficiency. In such cases the welder shall be re-certified as above if they successfully passed the retest; otherwise, they shall be disqualified until they have successfully passed the retest.
The Contractor shall maintain records of the individual welder’s certification during the course of the Contract. The records shall be available for examination upon request of the Contracting Officer or their representative.
F. WELDING
All welding shall be in accordance with the current rules of the American Bureau of Shipping, except where stated otherwise. All welding equipment used on the work shall be of a modern type subject to close control. The electrodes used throughout the work shall be suitable for use with the parent metal at each weld, and be approved by ABS.
Welding procedures, as to direction, length, numbers and sequence of beads, shall be carefully planned to minimize lock-up stresses. Care shall be exercised to produce smooth even beads, especially on all exposed plating and fittings.
Beads shall be ground where directed by the Contracting Officer or their authorized representative.
The Contractor shall employ appropriate welding procedures and grounding connections to preclude the possibility of anodic erosion of the hull after launching.
A detailed description of all welding procedures being employed in the construction shall be available to the Contracting Officer or their authorized representative.
G. INSTALLATION
Materials and equipment shall be installed in accordance with the approved recommendations of the manufacturer, and in compliance of this specification and the Contract documents. The installation shall be accomplished by workmen especially skilled for each kind of work and under competent direction.
H. PLATE FAIRNESS
Steel plating shall be installed using proper welding procedures and sequences to insure fair, undistorted plating panels. The use of filler materials to surface unfair areas is not acceptable.
Maximum allowable plating distortion is depicted in the IACS. Guide No. 47. Distortion shall not exceed the amounts in this guide.
I. CONSTRUCTION STANDARDS
All material, machinery and equipment shall be new, of current manufacture and suitable for the marine service intended. Spare parts and service shall be readily obtainable.
All material, unless otherwise specified in this specification or in the drawings, shall be of commercial quality to ASTM, ANSI, or SAE specifications.
During construction and before delivery, the Contractor shall be responsible for protection of all material, equipment, etc., intended for the vessel.
The overweight tolerance of members shall be within the limits defined by the specifications of the American Society for Testing and Materials.
All materials shall be free of imperfections due to manufacturing processes and from defects which adversely affect appearance or serviceability.
All plating shall be neatly cut, fitted and welded. All sharp edges or projections which constitute a personnel hazard shall be removed or ground smooth. All notches shall have a radius to prevent stress concentrations.
Where aluminum must be attached to dissimilar metals or between dissimilar alloys of aluminum, fasteners shall be of stainless steel of an approved design with insulation as required to eliminate metal to metal contact.
All galvanizing shall be done after fabrication by the hot dip process, and the zinc shall be not less than 98% pure. In instances where some types of metals cannot be hot dip galvanized, zinc silicate coating may then be substituted.
C040 SCOPE OF WORK
A. CONTRACT INTENT
This specification, in conjunction with the Contract Drawings listed in Contract Section J, Clause J01, Contract & Reference Drawings, contain the requirements for the construction of an inland river towboat, and describe the essential features, functions, and arrangements of the design.
These specifications and Contract Drawings form a “Contract Design” for the subject vessel. The design package provides the Contractor with enough information to bid on the solicitation, and develop a final design for construction, and minimize uncertainly and risk.
The Contract Design package also includes ABS review and approval of drawings as described in Clause C004.B.
B. CONTRACT PHASES
After the Contract is awarded, the services to be provided by the Contractor shall be structured and managed by the Marine Design Center, in the two phases as follows:
Phase I ............................. Planning, Engineering & Scheduling
Phase II ................................ Construction, Testing & Delivery
During the Planning, Engineering and Scheduling Phase of the Contract, the Contractor shall prepare a “Final” Design of the vessel. The Final Design shall be based on this specification and the Contract Drawings listed in Contract Section J, Clause J01, Contract & Reference Drawings.
During the Construction, Testing and Delivery Phase of the Contract, the Contractor shall construct the vessel, prepare “As-Built” drawings of the vessel, and test and deliver the vessel.
Please refer to Contract Section H, Clause H02, Contract Submittals, of this Contract for an outline of the deliverables required in each phase of the Contract.
During all phases of this Contract, the Contractor is authorized to use the services of Subcontractors performing under their direction and supervision; however, the Contractor shall assume the full responsibility for the Subcontractors’ work.
C. DESIGN DEVELOPMENT
The contract drawings providing with the solicitation have been prepared in accordance with the ABS Rules as stated in contract Clause C004 and the performance specification of this solicitation. The drawings have been reviewed by ABS. For the purpose of bidding, the contractor shall assume the submitted drawings, as issued in this solicitation, are approved by ABS.
The contract drawings provide a contract level design assumed to be in accordance with ABS and suitable for bidding with confidence. The contract level design shall serve as the basis for the barge contractor to complete the final design, as well as to prepare his construction and production drawings. Such contractor engineering can include: secondary structure and foundations, electrical system designs, piping and cable routings, miscellaneous details, complete material list, purchase specifications, shop drawings, construction details, As-Built drawings, and other engineering and technical development necessary to support administration, operation, and production practices. For specific design and engineering drawings and calculations required by the contractor, see paragraph C040 (D) below and respective clauses throughout Section C.
The contractor shall not deviate from the contract level design without approval from the Contracting Officer
The arrangements, hull geometry, structure, mechanical systems, electrical systems, and capacities have been engineered to a contract level design that meets the performance and operational requirements of the U.S. Army Corps of Engineers.
Stability analyses have been performed to verify the location of all watertight bulkheads and compliance with the applicable standards in C003.
This package has been engineered to the degree shown based on commercially available equipment.
The level of development is intended to limit the Contractor’s uncertainty and risk. This package is not a detailed design and is not intended to be substituted as detailed design drawings and documents.
D. CONTRACTOR’S RESPONSIBILITY
The Contractor shall be required to complete a detailed design as described herein to satisfy the requirements of this Contract.
Should the Contractor find any issues with the engineering and design of this vessel as it relates to this solicitation and Contract Drawing package, the Contractor shall bring it to the attention of the COR for resolution. If necessary, an appropriate contract modification will be developed to address the issue.
The Contractor shall be required to perform engineering and design such as development of secondary structure and foundations, piping and cable routings, miscellaneous details, complete materials lists, purchase specifications, shop drawings, construction details, submittals to regulatory bodies, “As-Built” drawings, and other engineering and technical development necessary to support their administration, operation, and production practices.
The Contractor assumes complete responsibility for constructing the vessel to meet the intent and requirements of this Contract. Should the Contractor determine at any time that they are unable to fulfill those design responsibilities, they shall notify the COR immediately of the problem experienced and their proposed manner of correction.
E. DRAWINGS
1. Contract & Reference Drawings
Contract Drawings and Reference Drawings that are part of this solicitation are listed in Contract Section J, Clause J01, Contract & Reference Drawings. All Contract and Reference Drawings will be available to the successful bidder in CAD format.
Contract Drawings are provided with the specifications for bid purposes as well as to develop the final design.
All features of the Contract Drawings must be complied with. The Contract Drawings have been designed in accordance with ABS Rules as per Contract Clause C004 and the performance specification of this solicitation. These drawings have previously been submitted to ABS for review and approval. Where necessary, the Government has made revisions to the Contract Drawings in response to ABS technical comments. The drawing revisions provided in this package are either the revisions submitted to and approved by ABS, or they have been revised in response to a technical comment.
The Reference Drawings that are part of this solicitation are intended to provide general guidance to the Contractor. The exact details presented in the Reference Drawings may not reflect the specific needs of the vessel, but present the Contractor with a methodology to develop a specific system or design feature as identified in the specification. The Contractor shall not build from any Reference Drawing. It is the responsibility of the Contractor to use this written specification and the Contract Drawings to properly develop the engineering drawings and construct the vessel.
2. ABS Comments & Revisions
The Government has resolved the majority of the ABS technical review comments through correspondence with ABS or with revisions to the drawings submitted. If comments have been resolved through a drawing revision, the current revision of that drawing is a part of the Contract Drawing package. Due to the nature of some ABS review comments, it was not practical for the Government to resolve all of the comments with ABS. Some comments are related to final equipment selection or shipyard construction practices and therefore could not be addressed during the development of this package. The Contractor shall assume responsibility for closing these comments.
The Contract Drawing design package provided with this solicitation shall be bid assuming it is a complete ABS approved package. All open technical and surveyor comments will be made available to the Contractor at the pre-construction conference. At that time, the Government will initiate a modification to the Contract to transfer responsibility for ABS technical and surveyor comment resolution to the Contractor.
3. Drawings Required
Contract Section J, Clause J01 provides a complete list of Contract Drawings and Reference Drawings.
Contract Section H, Clause H13, Engineering and Drawings, contains a list with the minimum drawings required to be finalized and/or developed during the Planning, Engineering and Scheduling Phase of the Contract in order to complete the ABS design review package and the final design. The requirements for developing the final design drawings are delineated in Contract Section H, Clause H03, Design Requirement, with any specific requirements for structural, mechanical or electrical changes defined in their relevant Contract Clauses.
For clarification purposes, the list in Contract Clause H13 details the drawings by action groups. The action groups distinguish between separate categories based upon the engineering requirements to be completed by the Contractor. The following is a description/definition of these categories:
Drawings To Be Finalized: As part of the scope of work for this effort, the Contractor shall be required to finalize a certain number of Contract Drawings to achieve a Final Design as defined above. These drawings have been included as Contract Drawings. The scope and extent of the necessary finalization has been explained in detail in each WBS section and/or the corresponding ABS comment sheet.
Drawings To Be Developed: The Contractor shall also be required to develop a certain number of drawings to achieve a Final Design to conform to the requirements of this solicitation. These drawings have been identified on the drawing index but do not currently exist. These drawings shall be submitted to the Government and, if required for class, ABS for review and approval.
“As-Built” Drawings: The Contractor shall be required to provide a complete “As-Built” record of the vessel. The requirements for the “As-Built” drawings as further defined in Contract Clause H14.
The requirements for “As-Built” drawings of the completed vessel are defined in Section H, Clause H14, “As-Built” Drawings.
F. CONTRACT DESIGN PERFORMANCE RISK
For the purpose of developing a complete contract design package and obtaining ABS review and approval, commercially available parts and equipment were selected. The Government assumes the performance risk for the systems as they are shown on the Contract Drawings and described in this specification. In addition, all of the items shown on the Contract Drawings were a part of the ABS review.
The Contractor shall provide and install all of the systems as they are shown on the Contract Drawings. All major pieces of equipment have performance characteristics shown on the Contract Drawings or described in this specification. The Contractor shall submit a Material & Equipment Schedule (M&E) as required in Contract Clause H10.
If Contractor selects equipment that is not shown on the Contract Drawings or described in this specification, they shall be responsible for ensuring the overall system(s) performance is maintained, submitted cut sheets and details to the Government for review and approval; and if necessary re-engineering the system(s) and revising the drawings, and coordinating with ABS for class review and approval.
G. DEVIATIONS FROM THE CONTRACT DESIGN
Should the Contractor desire to deviate from this Specification and/or the Contract Drawings, they shall submit their request in writing to the COR. Each proposed deviation shall request shall be accompanied with a detailed analysis and comparison of the equipment, material or arrangement specified, and the equipment, material or arrangement proposed, including features, dimensions, performance characteristics, benefit to the Government, and compelling reason why the deviation should be made. The request shall include, but is not limited to:

In the absence of compelling reasons for making the deviation, the Contractor’s proposal may be denied.
The Government will review the request and render a decision within 14 days of receipt. If approved, the Contractor shall be responsible for any cascading effects on the design, drawings or scientific reports as determined by the Government. The Contractor shall be responsible for integrating the deviation into the design at no increase in contract cost or no extension of contract completion.
The Contractor bears ultimate responsibility for satisfactory performance of all systems/arrangements impacted or affected by approved deviations as well as the operation of the completed vessel, as affected by the deviation.
No work deviation shall commence without a written approval from the KO.
If a deviation is approved by the Government, it is the sole responsibility of the Contractor to coordinate with ABS and provide any additional engineering effort to meet the conditions of classifications and this specification.
The Contractor shall bear all costs associated with any requested and/or approved deviations, including engineering, estimating, administrative and overhead, regulatory review and approval, construction and test and trials.

B. WEIGHT & CENTER OF GRAVITY ESTIMATES & MONITORING
The Contractor shall implement a careful weight estimating and monitoring procedure.
During Phase I, the Contractor shall update the weight and center of gravities (CG) each month with details on the final equipment selected and purchased, and system/outfitting design developments. The weight estimate shall be submitted monthly as drawing 881-C115-01.
During Phase II, the Contractor shall continue to update the weight and CG estimate each month. The update shall reflect actual equipment location, quantity and location of piping and wiring runs, actual quantity and location of outfitting items, and any changes to the structural weight.
The Government will review the monthly weight estimate to ensure the anticipated draft, trim and stability conditions of the vessel are satisfactory. If weight growth that adversely impacts the vessel trim and stability is found, the Government will coordinate with the Contractor to determine the cause and develop remedial action.
C. INCLINING AND DEADWEIGHT SURVEY
Upon completion of all work and after the crane has been installed, with the vessel in the lightship condition and the davit in the stowed position, the Contractor shall conduct an inclining test and deadweight survey under the direction of the Government. The inclining test shall be carried out in accordance with ASTM F 1321.The Contractor shall be responsible for developing the inclining test procedure/plan, providing all certified inclining weights, pendulum setups, support equipment and personnel, directing the experiment, recording all data and completing the inclining test report. The Government will participate in the incline experiment as a witness.
The Contractor shall prepare an inclining test procedure/plan and submit it to the Government and ABS for review and approval. The plan shall be numbered 881-C115-02 and titled “INCLINE EXPERIMENT PLAN.” For the Government’s review, the plan shall be submitted at least 60 days prior to the scheduled inclining.
Based on the required ABS Statements of Fact, ABS will require engineering review and surveyor witness with the inclining experiment. The Contractor shall coordinate submittals and on-site surveyor representation with ABS to ensure the construction and testing schedules are maintained.
Following the completion of the inclining experiment, the Contractor shall complete the incline test report and determine the lightship displacement, centers of gravity and hydrostatic properties of the barge. The report, numbered 843-D115-03 and titled “INCLINE EXPERIMENT RESULTS”, shall be submitted to the Government and ABS for review and approval.
The Contractor shall be responsible for all costs associated with ABS reviews (including at least one iteration to reflect any ABS comments made) and all surveyor costs.
D. FINAL STABILITY
The Government will maintain responsibility for updating the damage, and intact stability with the results of the incline experiment. Within 14 days of receipt of ABS approved 881-D115-03 (INCLINE EXPERIMENT RESULT), the Government will update and issue the following to the Contractor:

C145 TONNAGE MEASUREMENT
The Contractor shall develop the necessary drawings and shall obtain a Certificate of Measurement issued by the measuring organization (ABS), per 46 CFR, Part 69.
C150 DAMAGE STABILITY
The Government has completed damage stability calculations based on the contract hull form, weight and centers of gravity estimate. The results of the Government’s analysis showed that the below criteria are satisfied.

B. CRITERIA
With any one compartment flooded, the following criteria were satisfied:

(1) The angle of equilibrium after flooding does not exceed 25-degrees
(2) Through an angle of 20-degrees beyond the angle of equilibrium after flooding, the following are met-
(i) The righting arm curve is positive;
(ii) The maximum righting arm is at least 4-inches;
(iii) Each submerged opening is capable of being made weathertight.
For the naval architecture analyses, the superstructure is not considered buoyant, and the downflooding locations are the hold deck ventilation louvers on the side of the deckhouse and the compartment/tank vents.
C. CALCULATIONS & REPORTS
The Contractor is not responsible for preparing a damage stability report. The Government will use the results of the inclining experiment to verify our calculations and prepare the “As-Built” Damage Stability Calculations.
C155 INTACT STABILITY
The Government has completed intact stability calculations based on the contract hull form, weight and centers of gravity estimate. The results of the Government’s analysis showed that the below criteria are satisfied.
A copy of 881-B155-01 INTACT STABILITY ANALYSIS will be provided at the pre-construction conference.
B. CRITERIA
The vessel shall be capable of meeting the following parameters in all loading conditions:
Sufficient propeller immersion to maintain full thrust.
No trim by bow for any condition.
The intact stability criterion for this vessel is:
46 CFR 170.170 – Weather Criteria (Required GM), protected waters;
46 CFR 170.173 – Criterion for Vessels of Unusual Proportion and Form:
(e)(2) For protected routes (e)(2)(i) Positive righting arm to at least 25-degrees of heel;
(e)(2)(ii) No downflooding point to at least 15-degrees of heel;
(e)(2)(iii) At least 10 foot-degrees of righting energy to the smallest of the following:
(A) Angle of maximum righting arm
(B) Angle of downflooding, or
(C) 40-degrees.
For the naval architecture analyses, the superstructure is not considered buoyant, and the downflooding locations are the hold deck ventilation louvers on the side of the deckhouse and the compartment/tank vents.
Although the main deck doors are weathertight, all are equipped with dogs to improve the seal and minimize the ingress of water should they become temporarily submerged. For this reason, the main deck doors are not being considered as downflooding points.
C. LOADING CONDITIONS
The following loading conditions shall be considered for all trim, intact and damage stability calculations.
