About this file

This document contains an amendment to a solicitation and related questions and answers for a federal contract opportunity. The U.S. Army Corps of Engineers, Philadelphia District, is seeking a contractor to conduct beach nourishment work along the Atlantic coast of New Jersey between the Cape May Inlet and Lower Township. The base requirement is for surveying, pumping and placing approximately 491,000 cubic yards of sand from an offshore borrow area into two beach locations. There are also options to place additional sand in increments of 100,000, 50,000 and 10,000 cubic yards. All work must be completed by March 1, 2022. The estimated value of the contract is between $10-25 million. The amendment provides clarification on questions received, including confirming survey data provided, the timing of a previous borrow area project, and expediting the review of optional work.

SECTION SF 30 BLOCK 14 CONTINUATION PAGE

SUMMARY OF CHANGES:

RFI Questions and Answers:

Question 1. Please provide the most recent beach survey xyz.

Answer: The XYZ data provided with the solicitation is the most recent data available.

Question 2. What month in 2019 was the borrow area survey collected? There was a beach nourishment project that same year using the same borrow area. Please clarify if this data was collected before or after that project.

Answer: The borrow area surveys shown in the solicitation (the most recent the Corps has available) are after dredge surveys conducted in September 2019.

Question 3. Under section 52.211-10 Commencement, Prosecution and Completion of Work, it states the Contracting Officer has the right to exercise any or all of the options within 21 days after approval of the Pre-Construction Surveys. We request that this would be changed to 10 days due to the overall project duration not being a significant amount of days. It is beneficial to the contractor and the Government to finalize the template of the beach early enough before commencing dredging operations so that the project can be completed in an efficient manner.

Answer: The Corps will expedite getting answers back to the awardee regarding the award of options as soon as properly formatted survey data is received. The Corps is not amenable to changing the specification from the stated 21 days.

Question 4. Please clarify the magnitude of the Cape May Beach Nourishment Project. Sam.gov states $10 to $20 million, Section SF 30 – Block 14 Continuation Page states more than $30 million, and Section 01 30 00, 1.5 Physical Data, states the magnitude is $10 to $25 million.

Answer: The correct magnitude for this project is between $10M and $25M.
