QuestionsAnswers
Under item III. ANTICIPATED SCOPE of the solicitation, “Work conducted on the specified vessels above will be in the following areas… Dredging Engineering (shallow draft)… FEMS Maintenance processes, and items… Shallow Draft Dredge hopper volume calibration to API tank capacity calibration standards…”, we believe that these may be an oversight and these work areas will apply to the previous USACE contract opportunity for A/E services for dredges. Can you please confirm? If not, can you please clarify what are the expectations? For example, for Dredging Engineering, are you referring to the support / auxiliary inland coastal work boats assisting dredgers i.e. anchor handling vessels, general work boats, tow/push boats, hydrographic survey vessels, etc.?This solicitation should not include the vessel type “Shallow draft coastwise split hull hopper and side cast dredges”.
Under item III. ANTICIPATED SCOPE, we believe that “River Draft propulsion and steering systems” should be “River Craft propulsion and steering systems”. Can you please confirm?Acknowledged. This is a typographical error and should read “River Craft propulsion and steering systems”
Under item III. ANTICIPATED SCOPE, with regards to “Vessel laser scans” and “Vessel Photogrammetry”, we interpret that the USACE is not necessarily expecting the A/E/ JV Entity to physically perform the scans and photogrammetries, but that the USACE will require that A/E/ JV Entity takes the lead and full responsibility scoping out the required work, contacting the competent and reliable third parties who will perform the scans and photogrammetries, managing the design and engineering effort, post processing the scans and photogrammetries files from the third parties to produce the desired deliverable(s) for the USACE. Is this a correct interpretation? The intent of this area of the solicitation is to identify that the work may include vessel laser scans and vessel photogrammetry. It is left to the offeror’s discretion as to how to perform this work, either by self-performing or through a combination of self-performed work and subcontracted work.
Would you please advise the small business size standard used for this solicitation? The small business size standard is 41.5 million for NAICS Code 541330 using the exception of Marine Engineering and Naval Architecture services.
In section IV Submission Requirements of the solicitation announcement in SAM.gov, it states that completed SF330s and signed copies of any SF30s issued must be submitted on a CD or DVD. Is submission on a “flash drive” acceptable? In accordance with the submission requirements only CD and DVD submissions are acceptable.
With regard to the submission, is it sufficient to submit a single copy, e.g. one CD or DVD or do you want duplicates? The contractor must submit duplicate CD's or DVD's in accordance with the submission requirements.
Is there any limit on the number pages of the SF330 that a contractor can submit? The contractor is not limited as to the number of pages they wish to submit.

In section III Anticipated Scope of the solicitation announcement in SAM.gov, in the 10th bullet it states, “FEMS Maintenance processes, and items”. Since FEM is associated typically with the USACE dams, what equipment are you envisioning to be worked on vessels? FEMS (Facility Equipment Maintenance System) – FEMS was initiated in the USACE Hydroelectric/Dam business lines, but is being employed to all USACE business lines, including Floating Plant. It is envisioned that each vessel will be added to the FEM system as an ‘asset’, and depending on the complexity, sub-assets will be inputted to facilitate preventive maintenance, repairs, and other significant events and data. The Asset and sub-assets will be determined on a case-by-case basis. They will generally follow the MDC Work Breakdown Structure (WBS) to include systems and equipment on the floating plant.
