| With regards to the subject opportunity can you please tell us how many key resumes you would like and clarify what the qualifications are for the key resumes. | Per the synopsis, there is no set limit on the number of resumes which should or can be submitted. All Information provided will be reviewed and evaluated against the selection criteria specified in the synopsis. |
| How will these resumes be evaluated? If one firm submits 10 resumes and another submits 20 will the firm with 20 resumes be more highly rated? | Per the synopsis, there is no set limit on the number of resumes (minimum or maximum) which should or can be submitted. All Information provided will be reviewed and evaluated against the selection criteria specified in the synopsis. Firms will be selected for negotiation based on demonstrated competence and qualifications for the required work. |
| Can you please tell us the resume requirements, these are not listed in SAM. | Please review the selection criteria contained in the synopsis and the Standard Form 330 form referenced therein. The form is available at: |
https://www.gsa.gov/forms-library/architect-engineer-qualifications Resume format is addressed in section “E” of the form, as noted in the synopsis.
Evaluation of qualifications will primarily consider relevant education, registration, and training and overall relevant experience using information provided from Section E (resumes of key personnel) of the SF 330. Resumes provided in section E shall be limited to 2 pages each. All relevant project experience of individuals will be considered. At least one member of each key project discipline (what are the key project disciplines?) shall have work experience of at least 20 years in that discipline (does this mean all resumes have to have 20 years of experience?). The matrix in Section G s experience of the proposed lead designers (this labor category is not described anywhere else) on the projects listed in Section F will also be used as part of the evaluation.
When reviewing this PDF there are no requirements for resumes in terms of the backgrounds or experience that is required for these resumes. We would expect requirements for certain labor categories, degree types, education background, years of experience. For example, we have an existing AE contract with the US Navy to provide naval architecture and marine engineering services and the AE Synopsis had specific requirements for resumes. I have attached and highlighted these requirements on page 5.
| Without these types of requirements I'm not sure how we could respond properly or how you would be able to compare offerors. | Please see revised synopsis Section IV, Item B. | |
| We are getting close to finalizing our proposal so that it can be printed and shipped. Will there be any additional clarification on resume requirements? If so, would you be willing to extend the proposal deadline so that we can make sure we have resumes that meet the requirements? | Please review the selection criteria contained in the synopsis and the Standard Form 330 form referenced therein. The form is available at: |
https://www.gsa.gov/forms-library/architect-engineer-qualifications Resume format is addressed in section “E” of the form, as noted in the synopsis. The synopsis deadline was extended to 23 February 2021 at 5pm EST.
| We are requesting an extension of at least 15 days to formalize relationships with subcontractors. | The synopsis deadline was extended to 23 February 2021 at 5pm EST. |
| Will the winner of the AE Services contract (W912BU20R0032) be precluded from participating as a subcontractor, for either engineering services or equipment supply, to the winning shipyard of contract W912BU21R0001 Design, Construct, and Test MCHD (MCFARLAND Replacement)? | Attention is directed to Federal Acquisition Regulation Subpart 9.5, “Organizational and Consultant Conflicts of Interest.” It is possible that a firm awarded a contract or subcontract for professional services under this synopsis may be deemed to have an organizational conflict of interest if it serves as a contractor or subcontractor on another potential contract issued by the District for dredge construction services, where task orders issued under this contract may involve the provision of professional services relating to the procurement and/or construction of dredges. Such a conflict might preclude either work being awarded to the holder of this IDIQ contract or being able to serve as a team member under a contract for services and supply related to dredges. Offerors should consider subpart 9.5 and all applicable guidance. |
| If a subcontractor also is a dredging equipment supplier, will that subcontractor be prohibited from supplying equipment (1) for all tasks under this contract; (2) only for tasks which that subcontractor has performed engineering? |
| We respectfully request an expedited response for our questions as COVID has made coordination and administration difficult and cumbersome. We might need more time to prepare the proposal based on responses. | The synopsis deadline was extended to 23 February 2021 at 5pm EST. |
| In the evaluation factor A, included in subject document, it states that the prime entity shall be included in at least 5 of the project references in Section F of SF330. Please clarify if it is mandatory for Prime entity to demonstrate experience in dredgers and dredging systems in these 5 project references? Or can dredger projects experience of subconsultants alone be shown along with design and engineering experience of other vessel types by prime entity? | The Selection Criteria' are as stated in paragraph A of section 4 of the synopsis. |
| Are all subconsultants required to be US based firms? | There is a restriction against a subconsultant (i.e. subcontractor) being a non-US, foreign firm if the firm is considered a prohibited source. Refer to FAR 25.701 (a) & (b) regarding supplies or services from prohibited sources. Please be aware that limitations on subcontracting requirements per 52.219-14, Limitations on Subcontracting (DEVIATION 2020-O0008) do apply to this procurement, which restricts the amount of work a small business prime can subcontract to a non-similarly situated entity. The restriction at DFARS 236.602-70 on the award of overseas A-E contracts to foreign firms is not applicable to this procurement. |
| Does this contract allow for subconsultant mark-up? If so, is there a specified percentage of mark-up allowance? | We are only seeking qualification submissions at this time. Price negotiations will be entered into with the firms deemed to be the most highly qualified based on their qualification submissions. |
| The subject solicitation requires delivery of a proposal on CD and in two (2) hard copies. |
Given the current COVID limitations on almost everything, will we be able to deliver our proposal package in-person to the Wanamaker Building (i.e. will the building be open and someone there to receive the proposal)?
| If we can’t deliver in person, are there any specific detail instructions on how to submit the package so it is received in a timely manner? I’m concerned because there may not be any one there to receive the proposal, or there may be unexpected delays by the chosen delivery service (FedEx, UPS) that could delay your receipt. I don’t know how much time I need to allow for shipping and receiving – to account for potential delivery delay beyond my control - if we can’t deliver in person. | Vendors are required to provide their completed SF330’s and signed copies of all Amendments (SF30) posted from this synopsis on a CD or DVD only. (In-Person Delivery is acceptable, but no paper or email submittals will be accepted). | |
| As a follow up to our conversation with regard to Notice ID: W912BU20R0032, [REDACTED VENDOR NAME] would like to clarify section IV SELECTION CRITERIA with regard to the requirements for “Prime A/E / JV Entity”. This section includes selection criteria for the prime entity so we wanted to get clarification as to what constitutes the prime entity. [REMAINDER REDACTED: VENDOR NAME, DUNS, CAGE CODE AND OTHER COMMERCIALLY SENSITIVE INFORMATION]. | The “Prime A/E/ JV Entity” is the entity that will receive the contract award. If your team consists of more than one legal entity (including, but not limited to, joint venture partners, subcontractors and affiliates), include their information on the SF 330 in Part I, Section C. If additional room is needed to complete Part I, Section C because the proposed team consists of more than six firms, attach as many additional Part I, Section Cs as necessary to complete Part I, Section C. If submitting additional Part I, Section Cs, alter the identifiers in the first column (i.e., a. - f.) using the same convention so that each member of the team has a unique identifier. For example, the first six firms would be identified as a. - f., the second six firms would be identified as g. - i., and so on. |
Also, per section D of the SF 330, submit an organization chart illustrating all team members (i.e., firms listed in Part I, Section C) and disciplines.
I noticed the Amendments are on SF30's and they state that the document must be signed. Must I sign all the Amendments and submit them with my submission? Is email or paper ok? Vendors are required to provide their completed SF330’s and signed copies of all Amendments (SF30) posted from this synopsis on a CD or DVD only. (In-Person Delivery is acceptable, but no paper or email submittals will be accepted).
