SECTION 01 11 00

SUMMARY OF WORK

PART 1 GENERAL

1.1 SCOPE OF SECTION

This section presents a general description of the work to be accomplished under this contract on Absecon Island, between Absecon Inlet and Great Egg Harbor Inlet, located in Atlantic County, New Jersey.

1.2 DESCRIPTION OF WORK

1.2.1 General

The contract work consists of a Base Bid to place approximately 1,597,000 cubic yards of beachfill material along the Atlantic Ocean coastline of Absecon Island, Atlantic County, New Jersey. The project area encompasses the municipalities of Atlantic City, Ventnor City, Margate City, and Longport Borough. The Contract work also consists of separate options to place additional amounts of beachfill per option, if awarded, in locations within and outside of the Base Bid areas.

Pre-placement condition surveys, as specified in Section 01 71 23 SURVEY REQUIREMENTS, will determine the exact location and quantity of beachfill material required within the limits indicated, and will be a determining factor in the award of options for additional quantities of beachfill.

Where options for additional beachfill are awarded, the additional beachfill material shall be placed immediately after the initial Base Bid quantity has been placed in the area(s) to be covered by the awarded option. The intent is to complete the beachfill template in a given Base-plus-Option area, before proceeding with work further along the construction baseline.

The Base Bid also includes the repair or extension of existing stormwater outfalls including pipe support systems; the repair of pedestrian, vehicle, and ADA accessible dune crossovers; planting dune grass; removal of damaged sand fence and posts and providing new sand fence, split rail fence, and post and rail fence; and the relocation or removal of various existing structures to accommodate the beachfill and dunes.

All beachfill work shall also include the requirements for structures monitoring.

1.2.2 Borrow Area

Beachfill material for this contract must come from the authorized borrow areas, which are shown on the contract drawings, located within and adjacent to the Absecon Inlet in the Atlantic Ocean, and a separate designated area located approximately 2 - 3 miles offshore of Absecon Island in the Atlantic Ocean. Beachfill material from any other source, including trucking from upland sources, will not be considered under this contract.

Section 01 11 00 Page 1

1.3 REQUIRED ORDER OF WORK

1.3.1 Dredging

Dredging in the inlet borrow area shall be continuous until all material has been removed to the specified depth for that borrow area. Dredging in Borrow Area H may be conducted after completion of dredging operations in the inlet channel borrow area, or concurrently with dredging operations in the inlet channel borrow area, as approved by the Contracting Officer.

1.3.2 Beachfill

Beachfill shall be placed to the required template beginning at the northeast end of the project and proceed to the southwest end of the project, except as otherwise specified in Section 35 31 00 BEACHFILL.

1.4 WORK AREA ACCESS

Access to the work areas is available only in the locations indicated on the drawings. Contractor work area access in Margate City is confined to Granville Avenue and Delvan Avenue, as shown. Contractor work area access in Longport Borough is confined to 35th and 11th Avenues only, as indicated. Any transfer of material and personnel from land to water or water to land, shall not occur along the Bayside within the Longport Borough Limits. Any land materials shall be confined to Atlantic Avenue from Margate. Any material deliveries coming across the Longport Bridge from Egg Harbor Township shall only utilize 28th or 29th avenues to access Atlantic Ave. Access to the approved borrow area(s) is by water only.

1.5 WORK HOURS

The Contractor may work 24 hours per day, 7 days per week, to complete the contract work. However, the Contractor shall be required to comply with local codes regarding noise at all times during the contract period. Equip land-based equipment with noise suppression equipment if so directed by the

COR.

1.6 EXISTING WORK

In addition to "FAR 52.236-9, Protection of Existing Vegetation, Structures, Equipment, Utilities, and Improvements":

a. Remove or alter existing work in such a manner as to prevent injury or damage to any portions of the existing work which remain.

b. Repair or replace portions of existing work which have been altered during construction operations to match existing or adjoining work, as approved by the Contracting Officer.

1.7 EXISTING UTILITIES

a. The existing utility locations shown on the drawings are approximate and not complete. The Contractor is responsible for field verifying all existing utility locations, including those not shown on the drawings.

b. Contact local utility locating service a minimum of 15 days prior to excavating for concrete crossover work, to mark utilities, and within sufficient time required if work occurs on a Monday or after a Holiday.

Section 01 11 00 Page 2

c. Identify and mark all other utilities not managed and located by the local utility companies in locations where concrete crossover work is to be conducted. Scan the construction site with Ground Penetrating Radar (GPR), electromagnetic, or sonic equipment, and mark the surface of the ground or paved surface where existing underground utilities are discovered. Verify the elevations of existing piping, utilities, and any type of underground obstruction identified during scanning, in locations where concrete crossover work is to be conducted.

d. Coordinate with the utility companies for relocation of utilities that interfere with construction work. Relocation work shall be accomplished by either the Contractor or by the utility company, as directed by the utility, and all costs in connection therewith, including charges or fees from the utility companies shall be included in the lump sum price for the Bid item titled "Concrete Crossover"

e. Where the outside limits of an underground utility service have been located and staked on the ground, the Contractor shall be required to use hand excavation methods within 3 feet of such outside limits at such points as may be required to ensure protection from damage due to the Contractor's operations.

f. Notify the Contracting Officer and the appropriate utility company immediately upon damage or interruption of a utility service from construction work under this contract; take measures to prevent further damage or interruption of service; and cooperate with the utility company until such damage has been repaired and the utility service has been restored, at no additional cost to the Government.

1.6 ENVIRONMENTAL REQUIREMENTS

1.6.1 Placing During Cold Weather

Perform cold weather concreting in accordance with ACI 306.1, ACI 306R, and as specified herein. If there is an inconsistency between any of these standards/specifications, the more stringent shall control. Do not place concrete when the air temperature reaches 40 degrees F and is falling, or is already below that point. Placement may begin when the air temperature reaches 35 degrees F and is rising, or is already above 40 degrees F. Make provisions to protect the concrete from freezing during the specified curing period. If necessary to place concrete when the temperature of the air, aggregates, or water is below 35 degrees F, placement and protection must be approved in writing. Approval will be contingent upon full conformance with the following provisions. Prepare and protect the underlying material so that it is entirely free of frost when the concrete is deposited. Heat mixing water and aggregates as necessary to result in the temperature of the in-place concrete being between 50 and 85 degrees F.

Methods and equipment for heating must be approved. Use only aggregates that are free of ice, snow, and frozen lumps before entering the mixer.

Provide covering or other means as needed to maintain the concrete at a temperature of at least 50 degrees F for not less than 72 hours after placing, and at a temperature above freezing for the remainder of the curing period.

1.6.2 Placing During Warm Weather

The temperature of the concrete as placed must not exceed 85 degrees F except where an approved retarder is used. Cool the mixing water and aggregates as necessary to maintain a satisfactory placing temperature.

The placing temperature must not exceed 95 degrees F at any time. When job-site conditions are present or anticipated that accelerate the rate of moisture loss or rate of cement hydration of freshly mixed concrete, including an ambient temperature of 80 degrees F or higher, or an evaporation rate that exceeds 0.2 lb/ft2/h determined by use of Figure 1 of ACI/MCP-2, conform concrete work to all requirements of ACI 305.1. Such protective measures shall be made in advance of placement and taken as quickly as finishing operations will allow.
