STATEMENT OF WORK

Rebuild of Fuel Pump Supports

SPARES DESIGNATION: MD-09-15-21 (ALCO P/N 23202410)

1. INTENT

It is the intent of the Government to have a total of twenty-eight (28) wide cam style Alco Diesel Engine fuel pump support assemblies with crossheads, lifter, bushings, cams and all other associated parts, cleaned, examined, repaired and reassembled using only new genuine OEM Fairbanks Morse (FM)/ALCO parts. All units shall be made ready for immediate installation, and be packaged and marked as specified herein. Contractor shall be responsible for all pick-up and delivery costs.

2. SCOPE OF WORK

A. REQUIREMENTS

The Contractor shall provide all necessary labor, parts, materials, services of a qualified and experienced marine engine or locomotive repair facility to overhaul and rebuild FM/ALCO Diesel Engine wide cam fuel pump support assemblies with cross lifters and parts as specified herein, using all new parts, except for main casting, in accordance with FM/ALCO specifications, including all instructions, bulletins, and service manual DRP-14429E and MI-11049K. It is the contractor’s responsibility to obtain the publications from FM/ALCO to assure they are using the most current information for the job.

It is the contractor’s responsibility to ascertain which parts numbers have been changed and automatically use the newer parts numbers for parts, so long as the part being provided is still the exact same OEM part. If the parts themselves have been altered, then the contractor must notify the Government representative or Contracting Officer in writing.

The Contractor is to provide documentation to the origin of all parts used in overhauling the

251-C fuel pump supports.

NOTE: The contractor is responsible for shipping charges both for receiving the material to be refurbished, and once the material has been rebuilt and being returned to the Government. The contractor can either make arrangements with his own carrier or have the Government pick a carrier.

In either event, the shipping charges shall be collect to the Contractor.

Coordination for shipment of the fuel pump supports shall be made with the U.S. Army Corps of Engineers, Fort Mifflin Distribution Center. POC is Mr. Richard J. Burns, 215.365.5095, richard.j.burns@usace.army.mil.

The contractor is to obtain most current publication copies directly from FM/ALCO to insure latest revisions and changes are utilized.

No fuel pump support shall be condemned because of the casting or serial number. The only reason a fuel pump support is to be condemned is because of the lack of rebuilding ability, due to cracks, pitting, corrosion, or test failure. The repair facility must be willing to accept this condition prior to submission of bid or accepting award of the purchase order.

Any casting condemned for any reason must be returned to the Government, with a written explanation of why it is being condemned. The casting itself must be marked in an indelibly marking “CONDEMNED”. These units are Government property and are to be treated as such, no matter what the condition or status.

B. DISASSEMBLY AND INSPECTION

The Government shall provide twenty-eight (28) Alco Diesel Engine wide cam style fuel pump support assemblies for rebuild and overhaul. Upon receipt of the assemblies the contractor shall, completely disassemble, thoroughly clean the casting units either by sand blasting, water blasting or dipping in a solvent solution, or other appropriately safe method. If some sort of bead or sand blasting is chosen, then the castings shall be flushed with a solution to remove all sand and other residue. All the removed parts, shall be packaged up as neatly as possible, no preservation, and returned to the Government with the finished fuel pump support assemblies.

Prior to any work being accomplished or dismantling of the used assemblies, it shall be verified that each unit provided is a wide cam support, not narrow cam. Any narrow cam assemblies shall be labeled as “narrow cam” and set aside and returned to the Government with the finished equipment.

The wide cam castings shall be checked for cracks, breaks, defects and wear. Any wide cam support casting not meeting the criteria for rebuildability shall be identified, marked, tagged, and set aside. The Government shall be furnished a written Condition Report detailing the suitability of each casting for rebuilding.

NOTE: The aforementioned Condition Report shall be submitted to and approved by the Government Representative prior to proceeding with the Rebuilding as detailed herein.

Once the assemblies have been dismantled, all the used parts regardless of condition shall be packaged for return to the Government upon completion of the rebuilding of the fuel pump support assemblies.

NOTE: The work listed above constitutes Line Item No. 0001 and shall be bid as one job.

C. REBUILDING

The Contractor shall then prepare the castings for rebuilding in accordance with the FM/ALCO requirements, these specifications and DRP’s. The contractor shall provide and install all new genuine OEM FM/ALCO parts, as specified herein. Aftermarket parts, including, but not limited to Preco or Breco are not acceptable.

The contractor must verify in writing to the Government before commencing any work, that all parts, except for hardware items, used in the repairs shall be genuine OEM FM/ALCO. The final product to be furnished to the Government shall be FM/ALCO P/N 23202410R, to include the perimeter gasket, which is to be tied to each finished casting and assembly. All finished assemblies shall be set up and ready for immediate installation.

The contractor shall furnish and install the following new parts on the finished assemblies, as detailed in FM/ALCO Publication DRP 14429E. It is the contractors’ responsibility of attaining all the DRP’s, and service publications pertaining to the Fuel Pump Supports being overhauled, which would be from Fairbanks Morse/Alco Engine Division, in Beloit, WI. The Government is furnishing the part numbers available at this time, for the parts required to make a complete assembly. If for some reason an oblivious part has been omitted or error in the parts description or number is evident, the Contractor shall alert the Government representative immediately for direction and guidance. It is the Contractor’s responsibility to adjust or correct any superseded or misprinted part number using the most current DRP 14429E publication available, as a reference.

The contractor shall furnish all the parts required to complete the assemblies, and the parts may not be limited to just those listed below, in order to furnish a complete unit under part number 23202410 “Fuel Pump Support with crossheads and lifters”.

D. WARRANTY

The contractor shall offer with his bid a warranty for parts, craftsmanship and workmanship for each fuel pump support in accordance with the contract clauses. This warranty shall be retained on file in case there is a need to undertake some warranty related repairs, at a later date. The warranty shall be set up for the number of operational hours rather than days.

NOTE: The Rebuilding requirements, including all required parts, and the Warranty requirements listed above constitute Line Item No. 0002 and shall be bid as one job.

3. PACKAGING AND PRESERVATION

Once all adjustments and verifications have been completed, each unit shall be given a protective coating for preservation for long term storage. Tightly wrap each fuel pump support assembly with moisture proof self-adhering wrapping material and place in an extra-heavy-duty tightly sealed plastic bag (0.008 inch thick minimum).

NOTE: A number of these repaired fuel pump supports will be placed into Corps of Engineers stock system and may not be pulled out and used in a timely manner. Storage periods can run as much as two years after repair, so proper preservation and packaging is essential.

Each fuel pump support assembly shall then be packaged in a contractor-furnished cardboard box.

The assigned serial number or identification number shall be marked on the outside of each carton, with a hard card placed inside with the identification information, date and contract number. It is our intent to maintain a file of these cards when the fuel pump supports are pulled for installation.

The Government will furnish the contractor the used fuel pump supports strapped to pallets.

However, upon return back to the Government, each rebuilt fuel pump support shall be packaged in contractor-furnished wooden crates as detailed below. Four fuel pump support assemblies per wooden crate.

The wooden crates shall be constructed from ½” thick minimum pressure-treated plywood and lumber, with sufficient internal shoring (nominal 2” thickness) to prevent movement of the fuel pump supports during transit. The bottom of each wooden crate shall have runners of sufficient height (4” nominal) and length to allow for pickup by forklift. The top of each wooden crate and side plates shall be lag bolted with contractor-furnished stainless steel lag bolts to allow for periodic inspection of the parts while in storage; other areas shall be secured with heavy duty deck screws.

4. MARKINGS

Each crate shall be stenciled in at least 1-1/2 inch lettering and numbers with the following information, and shall be stenciled on the lid and two long sides of the crates.

W912BU19Q0004

A. Spares Designation: MD-09-15-21 B. Description: Fuel Pump Support C. Alco P/N: 23202410R D. Gross weight: TBD by Contractor.

E. Purchase Order/Contract Number (Shown in Block 2 of Standard Form 1449) F. Date of Repair G. Contractor Name

The contractor is required to assure that each overhauled Alco engine fuel pump support is serialized or identification number permanently marked on the casting. The contractor is required to record the serial or permanent marked number for all the fuel pump supports overhauled and repaired.

The contractor shall retain a record of these numbers and as well provide a complete copy of the same listing to the Shipping Point of Contact, Richard J. Burns, upon delivery. The contractor shall certify the listing.

5. DELIVERY

The finished crates containing the rebuilt fuel pump supports, any condemned fuel pump support castings, all used removed parts and any unused new parts shall be delivered prepaid (F.O.B Destination) to:

Fort Mifflin Distribution Center (FMDC) U.S. Army Corps of Engineers 6400 Hog Island Road Philadelphia PA, 19153

Delivery of the fuel pump supports shall be coordinated through Mr. Burns. The contractor is required to give Mr. Burns three working days (Monday through Friday) notice of a delivery so that adequate staff and equipment is available to offload the fuel pump supports. Any delay and disruption charges that result from improper notice shall be the responsibility of the contractor.
