EXECUTIVE SUMMARY

The barge satisfies the intact stability criteria identified in this report in four tested conditions.

These include the observed condition with spuds removed, the observed condition with spuds raised, a flooded condition with spuds removed, and a flooded condition with spuds raised.

INTRODUCTION

Applicability

This information is applicable to the vessel designated “Mooring Barge 2”, also referenced as “MB-2”. The MDC Project Number for this vessel is 3166.

References

1. 46 CFR Subchapter S – Subdivision and Stability

Criteria

1. 46 CFR 174.015 – Intact Stability

(a) For protected routes (a)(1) At least 15-foot-degrees of righting energy to the smallest of the following:

(A) Angle of maximum righting arm

(B) Angle of downflooding, or

(C) 40-degrees.

2. 46 CFR 170.170 – Weather Criteria (Required GM) for Protected Waters;

(a) Each vessel must be shown by design calculations to have a metacentric height (GM) that is equal to or greater than the following in each condition of loading and operation:

Where—

P = 0.0025+(L/14,200)2 tons/ft2 . . . for ocean service.

L = LBP in feet.

A = projected lateral area in square feet of the portion of the vessel and deck cargo above the waterline.

H = the vertical distance in feet from the center of “A” to the center of the underwater lateral area or approximately to the one-half draft point.

W = displacement in long tons.

T = the lesser of either 14 degrees heel or the angle of heel in degrees at which one-half the freeboard to the deck edge is immersed. The deck edge is to be taken as the intersection of the side shell and the uppermost continuous deck below which the side shell is weathertight.

CALCULATION NOTES

1. The calculations are based on the barge’s molded dimensions.

2. All distances are measured from Frame 0 (the headlog), Baseline, and Centerline.

Location of aft frames is positive. Location of port is negative and starboard is positive.

Vertical location above baseline is considered positive.

3. The calculations are for fresh water, specific gravity 1.000.

4. All weight units are long tons, equal to 2240 pounds.

5. All length units, unless noted, are in feet.

6. Lightship displacement and center of gravity are calculated in Analysis 1 below. The procedure involves taking freeboards of the observed vessel with water in its compartments, determining the weight of the water onboard by flooding the model to the same levels, and taking the difference in the displacements. This weight is then subtracted from the model of the observed condition to find the true lightship condition.

7. The estimated weight for each spud is 25 LT. For the purpose of the analysis, the weight is located at the longitudinal and transverse center of each spudwell and 32.5 feet above the baseline.

8. The stability analysis is conducted for the observed condition, with compartment levels as recorded in an inspection of the barge. The barge heels to starboard in resting condition, so all analyses are conducted to starboard. In addition to these analyses, a worst-case scenario is assumed and all compartments that had water inside were assumed to be fully flooded. As such, stability analyses are conducted in four different conditions:

a. Observed condition without spuds

b. Flooded condition without spuds

c. Observed condition with spuds raised

d. Flooded condition with spuds raised

9. The tank and compartment loading conditions by percent volume are as follows:

a. Observed Condition

i. Fuel Oil Tank at 100%

ii. Compartment 1 Stbd, Machinery Room, Center Compt. 3, and Stair

Compt. at 5%

iii. Fresh Water Tank Room Stbd at 10%

b. Flooded Condition

i. Fuel Oil Tank at 100%

ii. Compartment 1 Stbd, Machinery Room, Center Compt. 3, Stair Compt., and Fresh Water Tank Room Stbd considered flooded

10. For intact stability calculations, the submergence of vents, exterior doors and other potential downflooding points are temporary. An opening may be submerged as the vessel rolls to one side, but then is back above the waterline when the roll reverses. In this case, any opening that is not fitted with a weathertight closure is considered to be a downflooding point. The following downflooding point, located on the main deck level house sides, is used in the calculations:

a. Starboard Deckhouse Door

11. GHS computer software (Creative Systems Inc., Port Townsend, WA (360) 385-6212) was used extensively in the development of this document.

Criteria 1 At least 15 ft‐degs of righting energy to the smallest of the following:

Angle of maximum righting arm, Angle of downflooding, or 40°

Criteria 2 GM equal to or greater than the calculation from 46CFR170.170
