| Text10: New Radars, ECDIS (Electronic Chart Display and Information System) and GMDSS (Global Maritime Distress and Safety System) for Dredge McFARLAND. All the components to be procured under this contract shall be manufactured by Furuno. Estimated value is $149,115.00 |
| Text11: All the components to be procured under this contract shall be manufactured by Furuno in order to properly interface with each other and to properly interface with existing Furuno components that are not being replaced. |
The new radars and new GMDSS being procured are to replace existing radars and GMDSS on the ship. All are over 10 years old and parts are becoming difficult, and sometimes impossible, to procure new. And the frequency of breakdowns of the radars has been increasing as of late, further necessitating replacement.
Furthermore, the U.S. Coast Guard is also requiring the Dredge McFARLAND be fitted with ECDIS by January 2017. The old radars will not work with the new ECDIS, hence the need for all new equipment.
All of the other bridge equipment that will remain in place, including the AIS, GPS, VDR, Fathometer and Doppler Speed Log, is manufactured by Furuno and will properly interface with the new equipment being procured.
It is essential that the new equipment interface properly not only with each other but with the aforementioned existing equipment and the only way to ensure that is to procure new Furuno equipment. The ramifications of incorrect or erratic data transmission between components/systems would jeopardize the safety of the McFARLAND, its crew and any vessels operating nearby.
Experience on the McFARLAND trying to integrate multiple manufacturers of similar equipment, either when new or mating new to existing, has and continues to cause problems. All the original voltage regulators had to be replaced due to not working properly with the new switchgear installed in 2011, the interface with the propulsion controls manufactured by MCR Engineering and the propulsion system designed by Rolls Royce Naval Marine has lead to troubleshooting problems, and the recent installation of a new tank level indicating system by EMS Marcon required the replacement of numerous electrical components due to incorrect data transmission.
It is for all of the aforementioned reasons that only Furuno components should be sourced.
Text12: Market research was done by getting a cost estimate for radars and ECDIS maufactured by JRC. The cost of these components alone was $113K, not including the GMDSS, which would cost an estimated $30K. The total procurement using JRC components would be close to $140K, and this does not include replacing any other existing Furuno components (AIS, GPS, etc.) that may not be compatible with JRC components.
The total cost savings, if any, by using JRC components is estimated to be 6% at best, and this is only if everything works together, which as stated above is a major safety concern. Replacement of any other existing Furuno components would quickly negate any potential cost savings, not to mention the increased time and expense, both on the contractual side and lost dredging time, of diagnosing and correcting any problems.
