The required response date/time has changed from 19-Feb-2016 02:00 PM to 25-Mar-2016 01:00 PM.

The following have been modified:

PERFORMANCE WORK STATEMENT

1. INTENT:

The intent of this specification is to provide non-destructive ultrasonic thickness gauging services for Dredge McFARLAND for use in determining future plating and piping replacement requirements. The areas to be ultrasonic thickness gauged include, but are not limited to, tank top plating, deck plating, bulkhead plating, shell plating, structural members, raw water/main injection and dredging system piping, including diagram, suction, discharge, combination and collection piping. This piping includes rolled abrasion-resistant steel pipe, abrasion-resistant steel castings and rubber-lined rolled abrasion-resistant steel pipe.

The contractor shall be able to perform these services on Dredge McFARLAND while the vessel is operating, or at a pier. The contractor shall be capable of traveling to and from Dredge McFARLAND while she is operating along the East and Gulf Coasts of the United States to perform and complete the work as required.

2. LICENSING REQUIREMENTS:

The contractor shall be an American Bureau of Shipping (ABS)-approved hull gauging contractor and shall be on the ABS list of Recognized Specialists for Hull Gauging Firms.

Copies of the ABS certification shall be submitted with the contractor’s bid. This certification must remain valid for the entire duration of this contract in order for the bidder to be considered responsive.

3. TRAVEL REQUIREMENTS:

The contractor shall be reimbursed for all travel on an actual cost basis in accordance with the Joint Travel Regulation (JTR) requirements. The contractor is limited to reimbursement for per diem to the maximum amount allowed under the JTR for the area where the ultrasonic thickness gauging services are being performed. Transportation to and from the Dredge McFARLAND, rental car usage, mileage, lodging, meals and other miscellaneous expenses are considered reimbursable, dependent on review by this office.

The contractor shall be capable of taking ultrasonic thickness gauging readings while the vessel is operating along the East and Gulf Coasts, while the vessel is in transit to and from dredging assignments, and while the vessel is in a repair status at a pier or in a shipyard.

NOTE: Should the contractor be required to perform ultrasonic thickness gauging areas on the vessel while underway, the Government will provide room and board on the McFARLAND as necessary.

4. SAFETY REQUIREMENTS:

The contractor shall adhere at all times to the requirements listed under EM385-1-1, the “U.S. Army Corps of Engineers Safety and Health Requirements Manual.”

Where ultrasonic thickness gauging requires access into tanks and other spaces that are considered Confined Spaces, as listed in the referenced Manual, the Government will be responsible for opening, cleaning, gas-freeing, testing, monitoring and making the space “safe for entry”. Only after a marine chemist certificate has been posted designating the area “safe for entry” shall be the contractor enter the space. Under no circumstances shall the contractor enter any space labeled “Confined Space” without informing the Captain. A member of the crew will stand by at the entrance to any Confined Space while the contractor is inside for the entire time the contractor is inside.

The contractor shall furnish and wear a portable gas monitor that monitors and alarms for hydrogen sulfide, carbon monoxide, oxygen and lower explosive limit whenever they are in a Confined Space.

The contractor is responsible for providing a non-sparking flashlight for use while ultrasonic thickness gauging.

5. ULTRASONIC THICKNESS GAUGING REQUIREMENTS:

The contractor shall provide all necessary labor, materials and ultrasonic thickness gauging services in accordance with these specifications. Lighting, power and rigging/staging equipment will be provided by the Government.

Information on the contractor’s ultrasonic thickness gauging equipment shall be submitted with their respective bid. This information shall include the manufacturer name, model number of the equipment and manufacturer’s calibration interval. A calibration sticker must be present on the equipment at all times, and must be clearly visible. Any ultrasonic thickness gauging readings that are performed by equipment outside of the dates shown on this sticker will be considered invalid, and the costs associated with these readings will not be reimbursed by the Government, including travel costs.

The contractor shall be have sufficient tools to prepare the surface of the plate or pipe in question for ultrasonic thickness gauging, as paint, rust, scale, grease and/or dirt may be present.

Wherever possible, readings shall be taken through surface coatings if they are firmly bonded to the parent metal. If the contractor has to grind to bare metal, the Government will provide primer for the contractor to install over the bare metal.

The contractor is expected to only perform ultrasonic thickness gauging the top-most plate where the ultrasonic thickness gauging is being performed. This applies to areas where doubler plates are clearly present.

Lead-based paint from the original construction of the vessel is still present on some internal surfaces, including deck plating, bulkhead plating, internal surfaces of shell plating and those areas not exposed to weather. The contractor shall be able to take readings through the lead paint, and shall have means of non-destructive testing available, such as surface sampling kits, to test for lead-based paint where necessary. Discovery of any lead-based paint shall be brought to the immediate attention of the Government. Any removal of lead-based paint shall be performed in accordance with the “U.S. Army Corps of Engineers Safety and Health Requirements Manual” and shall be performed by the Government independent of this contract.

6. READING LOCATIONS:

The priority for this contract is the Tank Tops between Frames 48 to 68 and Frames 68 to 88 in the lower voids, from the Starboard shell through Centerline to the Port shell and approximately 6’ up on the Bulkheads at Frames 48, 68 and 88.

Secondary priority will be the Tank Top between Frames 32 and 48 in the Pump Room, from the Starboard shell to the Port shell and approximately 6’ up on the Bulkhead at Frames 32.

Additional locations will be determined based on the remaining amount of readings.

7. REPORT REQUIREMENTS:

The contractor shall prepare and submit a report containing all ultrasonic thickness gauging readings taken during each visit to McFARLAND. The cost of preparing and submitting this report shall be included in the cost of the readings.

The report shall be bound, with hard covers on both sides. The report cover shall include the contractor’s name, address, telephone number, contract number, vessel name, and the dates the ultrasonic thickness gauging readings were taken.

The 1st page of the report shall be on the contractor’s letterhead, stating where and when the readings were taken, the areas of the vessel surveyed, and the instrumentation used. This shall be signed by the contractor and shall include a signature block.

The next section of the report shall be copies of the contractor’s certification with the ABS and/or USCG.

The next section of the report shall be the results of a calibration test performed on the contractor’s equipment immediately prior to the taking of the ultrasonic thickness gauging readings defined herein.

The next section of the report shall be a Table of Contents/Index page. This shall list the major areas of the vessel surveyed, with the individual area categorized underneath by page numbers.

For each individual area surveyed, the contractor shall list in Microsoft Excel spreadsheet form, the following data:

Shot/Reading Number Original Thickness (provided by Government).

Present Thickness Wastage Percentage (to be presented to one decimal place)

This spreadsheet shall include the contractor’s name, contract number, name of the vessel, the area being surveyed, the date of the survey and the page number.

After all readings have been presented in tabular form, the readings shall be shown on a drawing showing their location in respect to one another and their location in respect to frames and decks. The Government will provide the contractor the vessel drawings on which to base their drawings prior to the start of ultrasonic thickness gauging. The report drawings shall replicate the existing configuration of the area being ultrasonic thickness gauging.

Stiffeners/framing members, doubler plates, weld seams, machinery foundations, piping and cabling penetrations, and any other obstructions shall be clearly shown on the drawings. The contractor shall also state whether the view shown is looking inboard, outboard, forward or aft.

The contractor-furnished drawings shall be in Adobe Acrobat (PDF) format, and shall be similar to the sample drawings provided.

Readings between 0-15% wastage as compared to original shall have their respective shot/reading number shown in black. Readings above 25% wastage shall have their respective shot/reading number shown in red.

Readings taken on pipe shall be taken at 0, 90, 180 and 270 degrees, unless otherwise directed.

When ultrasonic thickness gauging is being performed in different areas of the vessel during the same trip, each area shall be listed in the Table of Contents as a separate section, and each area shall be separated in the body of the report by a divider. The 1st page of each section shall be tabbed, with the tab labeled accordingly.

Each report shall be submitted to the Contracting Officer’s Representative (COR) within 14 calendar days of the completion of the respective survey. The contractor shall include with the report a disc with the copies of the readings in Microsoft Excel and the drawings in PDF.

8. RIGHTS TO DATA:

The Government shall retain all rights to the ultrasonic thickness gauging readings, reports and drawings and to their future use and disclosure. Any documentation that contains a proprietary statement limiting the use of the data shall be returned to the contractor for removal of the statement and resubmitted back to the Government at no additional cost to the Government.
