General Statement of Work:

In simplest terms, the Contractor shall perform measurement surveys using a photogrammetry and alignment specialist to identify the existing condition as well as the optimum alignment of the new dredge ladder and the dredge Trunnion mounts, and also the old ladder. The results of the surveys shall form the basis for the machining work required to alignment the equipment. Once that has been defined, the Contractor shall overbore the bore holes on both the old and new dredging ladders and the Trunnion bosses on the dredge in order to correct the misalignment of the bore centerlines with respect to each other and the centerline of the vessel. The Contractor shall then perform a weld buildup operation of each bore diameter per the original construction drawings referenced in this solicitation, and finally re-bore each hole to the tolerances specified on the reference drawings.

All work shall be performed in accordance with the U.S. Army Corps of Engineers Safety and Health Requirements Manual (EM 385-1-1) which is available for download at http://www.usace.army.mil/SafetyandOccupationalHealth/SafetyandHealthRequirementsManual.aspx

SCOPE OF WORK

General:

As part of the new ladder installation effort the Government contracted with an alignment specialist (Aiman Co., Inc., POC: Jim Aiman – 813-715-4600) to perform laser alignment of the new ladder and ladder Trunnion, the hull of the dredge, and the Trunnion bosses on the dredge.

Photogrammetry was conducted by Jim Aiman on the new dredging ladder for the Dredge HURLEY and a report was generated for the Government detailing the findings of the survey. Photogrammetry of the hull and Trunnion pins on the dredge was also conducted; however, the results were not accurate due to limited access due to the existing ladder being in place on the dredge. The report generated for the Government by Mr. Aiman is included as a reference document in the As Found Dimensional Survey.

Mr. Aiman found that the Trunnion bores on the new ladder and the dredge are not perpendicular to the centerline of the ladder and the dredge respectively, and are also not collinear to each other. It was found that the bores are out of align by approximately 3/8” and due to the nature of the forces that are excerpted on the Trunnion pins, the bores cannot simply be over bored.

As a follow-up to the original report produced by Jim Aiman, there is additional work that will need to be completed to identify the existing condition as well as the optimum alignment of the new dredge ladder and the dredge Trunnion mounts, and also the old ladder. To accomplish that work, the Contractor may choose to use the existing results from the As Found Dimensional Survey (Jim Aiman report) as a baseline or starting point. Should the Contractor choose to proceed using this report, the Contractor shall provide the services of Mr. Aiman for all remaining photogrammetry and alignment measurements identified below:

Measurement Survey Part II - Scope of Work for Dredge Hurley Measurement Survey Part III - Scope of Work for Old (Existing) Dredge Hurley Ladder

As an alternative, the Contractor may utilize an independent photogrammetry and alignment specialist for performing this function, however the Contractor shall perform the complete scope identified below:

Measurement Survey Part I - Scope of Work for New Dredge Hurley Ladder Measurement Survey Part II - Scope of Work for Dredge Hurley Measurement Survey Part III - Scope of Work for Old (Existing) Dredge Hurley Ladder

All work shall be performed onsite at the Ensley Engineer Yard in Memphis, TN, or across McKellar Lake at the Barnhart Crane and rigging facility on Governors Island. The Contractor shall coordinate with the Marine Design Center (MDC) and Ensley Engineering Yard on the project schedule and support requirements (administrative, personnel, off-hours access, etc.).

Measurement Surveys:

a. General Measurement Survey Requirements

Measuring systems and accuracy shall be as follows. Systems may be used individually or in combination:

Industrial total station with a minimum accuracy of ± 1" (sec) angle reading and ± (0.6+ 2 ppm x D) mm distance measuring

Photogrammetric system with a minimum of accuracy of 1:100,000 or 0.001" in 100" Traditional optical tooling, such as jig transits and transit squares with 0.001" reading optical micrometers and ± 0.5" sec 90° angle turning capability.

Laser alignment system with a minimum accuracy of ±.001 mm.

Strain gage shaft alignment system

The Contractor shall perform measurement surveys during the pre-dawn hours whenever possible and should be completed in one continuous operation.

The Contractor shall provide measurement procedures that are documented in such a way that an independent third party can reproduce and validate measurement results.

The Contractor shall provide a copy of all deflection/reaction readings and calculations, laser survey results and machinery alignment measurements to the COR.

b. Measurement Survey Part I - Scope of Work for New Dredge Hurley Ladder

The work listed below identifies the scope of work for measurements to be performed on the new ladder for the Dredge HURLEY.

Note – This is the same scope of work used by the Government to have the alignment specialist (Jim Aimen) perform measurements and produce the As Found Dimensional Survey.

Prior to the ladder being installed on the dredge, the Contractor shall conduct a dimensional survey of the Ladder, Trunnion and its alignment with the dredge mounting Trunnions, specifically to determine what modifications are required to be done to the new ladder mounts to mate with the dredge mounts. The contractor shall use the results of the photogrammetry report in order to set up the Contractor’s boring and welding equipment to repair the Trunnions on the new ladder.

c. Measurement Survey Part II - Scope of Work for Dredge Hurley

The work listed below identifies the scope of work for measurements that the Contractor shall perform on the Dredge HURLEY once the existing ladder is removed at the Ensley Engineer Yard.

Note – Jim Aimen previously performed these measurements on the Dredge HURLEY as part of the As

Found Dimensional Survey. However, since the existing ladder was installed on the dredge when the meaurements were performed, the measurements will have to be taken again. The Contractor shall perform the measurement survey below irrespective of whether Jim Aimen, or another independent photogrammetry and alignment specialist, is performing the work.

After the existing ladder is removed from the dredge by Ensley Engineer Yard, the Contractor shall survey the Hurley horns, A-Frame, lower block hook, and new ladder to ensure the following:

The block hook is located on vessel centerline The new ladder will not interfere with the ship's structure when raising and lowering.

d. Measurement Survey Part III - Scope of Work for Old (Existing) Dredge Hurley Ladder

The work listed below identifies the scope of work for measurements that the Contractor shall perform on the old (existing) ladder after it is removed at the Ensley Engineer Yard.

Following the removal of the old dredging ladder, the Contractor shall conduct a dimensional survey of the old Dredge HURLEY Ladder, Trunnion and its alignment with the dredge mounting Trunnions. The Contractor shall generate a formal written report detailing the dimensional survey of the ladder itself as well as the alignment of the Trunnions with respect to the centerline of the ladder. Following review of the report, the Government will decide based on the findings in the report within two (2) weeks what corrective action is required.

TRUNNION REPAIR:

The services required in this RFP will be in a three phase operation requiring several setups. The old or existing ladder is currently on the dredge and in operation. The new dredging ladder will either be located at the Corps of

Engineers Ensley Engineer Yard in Memphis on Riverport Road, or across McKellar Lake at the Barnhart Crane and rigging facility on Governors Island.

The first setup will be to correct the bores on the new ladder based on the results from Measurement Survey Part I - Scope of Work for New Dredge Hurley Ladder. The Contractor may use a separate setup on each Trunnion bore, or a continuous boring bar. The Trunnion Bosses on the dredge and ladders are an ASTM A688 Class B forging. The work steps generally are as follows:

Phase A - New ladder – Finished Bore Diameter 8”

#1… Align bearings for the bar per direction of the Contractor’s alignment specialist.

#2… Install boring bar and overbore both bores for welding.

#3…Weld the bores using either the bore welder or mig gun.

#4… Rough and finish bore both bores.

#5… Machine both inside faces.

#6…Machine both outside faces.

#7…Clean and deburr all machine work as well as remove set up welds.

Following the breakdown of boreing equipment, the Government will install new Thordon bushings in the Trunnion bores.

Phase B - Dredge – Finished Bore Diameter 7”

Following the conclusion of the dredging season in December 2015, the Dredge HURLEY will return to the Ensley Engineer Yard where the vessel will be dry-docked. The dock will be moved to Barnhart Crane and Rigging where Barnhart will remove the old ladder from the dredge and place the new ladder on the dry dock floor. The Contractor will be required to work on the Trunnion bosses on the dredge with the new ladder lying on the dock floor in order to minimize dry-docking operations.

Scaffolding required to support the Contractors efforts will be provided by the Government. Following the removal of the old ladder. The Contractor shall perform the work outlined in Measurement Survey Part II - Scope of Work for Dredge Hurley in order to determine the exact amount of material to be removed in order to correct the misalignment. The Contractor shall then perform the work steps generally as follows:

#1…Align 2 sets of bearings for the bar per direction of the Contractor’s alignment specialist.

#2… Install boring bar and overbore both bores for welding #3… Establish amount of weld by measuring off of the bar.

#4… Remove bar and weld up four bores.

#5… Finish bores to size.

#6…Machine both inside faces.

#7…Machine both outside faces.

#8… Clean and deburr all machine work as well as remove all set up welds.

OPTION 1 - Phase C - Original ladder – Finished Bore Diameter 8”

Following the removal of the old ladder from the dredge, the old ladder will be moved from the Barnhart Crane and Rigging facility to Ensley Engineer Yard.

Following movement of the old ladder back to the Ensley Engineer Yard the Contractor shall perform the work outlined in Measurement Survey Part III - Scope of Work for Old (Existing) Dredge Hurley Ladder. Note – The work required as part of Measurement Survey Part III is included in the base contract. The only work included as part of the OPTION (Phase C) is the machining work to be performed based on the findings of the Measurement Survey.

Provided the ladder is straight, the Government intends to award the OPTION 1 work. However, should the Contractor determine that the ladder is not straight or so far out of alignment that the work below cannot be performed, the Contractor shall notify the Government.immediately.

After receipt of Notice to Proceed for OPTION 1, the Contractor shall then perform the work steps generally as follows:

#1… Align bearings for the bar per direction of the Contractor’s alignment specialist.

#2… Install boring bar and overbore both bores for welding.

#3…Weld the bores using either the bore welder or mug gun.

#4… Rough and finish bore both bores.
