USACE, Operations Division, is requesting the services of Ockerman Automation Consulting to troubleshoot, repair and test the dragarm control and operating systems, on both the port and starboard dragarms, located on the Dredge McFARLAND. An Independent Government Estimate (IGE) was developed independently and prior to seeking any formal proposals from the contractor and the estimated cost of the services is $20,000.00.
5. Reasons for Authority Cited (including the qualifications of the proposed contractor to meet the requirements):
6. Describe the market research conducted and the results, or a statement for the reason market research was not conducted.
7. A listing of other sources, if any, which expressed, in writing, an interest in the acquisition.
16-001
Ockerman Automation Consulting Inc. was the designer of the dragarm system, installed in 2011, currently being used on-board the Dredge McFARLAND. Their knowledge of and experience with the system is critical to addressing and solving the problems the Dredge is currently experiencing. Additionally, how all the components work together to ensure optimum interoperability is paramount to the safe and efficient operation of the dragarm.
The crew of the McFARLAND does not have the expertise necessary to fully troubleshoot the system. They do not have the needed programming level experience to troubleshoot the software related issues, nor do they possess the knowledge of the various component or system control interoperability workings.

The cost of bringing another contractor up to speed on the Dredge McFarland’s system would negate any potential cost savings to the Government. The expertise of the technical representatives needed to repair these issues would not be significantly cheaper than those that Ockerman Automation Consulting Inc., who as the original designer of the system, can readily provide. Another company was contacted concerning the issues the Dredge is experiencing. Although they are a capable and experienced vendor, they do not possess the system expertise needed to repair the Dredge’s dragarm.
