E05.F.4

4. INCLINING TEST

In accordance with Clause C115.D, a stability test on the vessel shall be performed by the Contractor to determine the basic stability parameters. The inclining experiment shall accurately determine the As-Built lightship weight and the coordinates of the center of gravity for the completed vessel in three directions.

The inclining experiment shall be conducted in accordance with ASTM F 1321-92 (2008) with the spuds in the upper stowed position. The Government will identify the requirements, incline weights, pendulum lengths, etc., to the Contractor. The Government will prepare the inclining test procedure. The Government will direct the incline procedure, record the data, complete the inclining test report, and revise the intact and lifting stability.

The Contractor shall coordinate with the regulatory bodies, including submitting the test procedure, test report, and revised intact and lifting stability, and scheduling the experiment with the necessary witnesses.

The Contractor shall be responsible for providing all inclining weights, pendulum setup, support equipment and personnel. The Contractor shall erect a minimum of 3 pendulums for the inclining experiment.

After the inclining test, several (no load) crane movements shall be performed (crane operated by the crane manufacturer) for each crane (maintenance crane and wicket lifter crane), as follows:

• With no load on the hook, the crane shall swing to 90 degrees (starboard side), and next to 270 degrees, (port side). The crane rigging radius shall not change. Pendulum readings shall be taken after each movement, as well as the vessel draft readings at the four corners of the barge. This will be used to assess the heeling moment due to the crane’s own weight and CG. The change in LCG shall be ignored during the experiment.

• With the crane at 90 degrees over the starboard side, and next with the crane at 270 degrees over the port side, the crane boom angle shall be changed to cause the boom point to move transversely a known distance.

Pendulum and draft readings shall be taken at each position. The initial and final boom angle shall be recorded. The change in the rigging radius shall be calculated. The heeling moment divided by the change in the rigging radius shall equal the boom point dead load by experiment. The change in VCG shall be ignored during the experiment.

Note, after inclining, load handling tests (CRANE TESTS) shall not commence until Contractor receives ABS approval to do so. ABS surveyor attendance shall be required for all load handling tests.

C690.C

The receiver shall be:

Constructed and certified in accordance with the ASME Code for Unfired Pressure Vessels. The receiver shall be stamped and an ASME Certificate of Inspection shall be furnished with the receiver.

The design, fabrication, and testing of the air receiver shall be in accordance with the ABS Rules (which also requires survey at the plant of manufacture for fabrication and testing). Each receiver shall be certified and stamped by ABS.

Supplied with an automatic condensate drain valve to allow for the removal of accumulated oil and water. The valve shall empty into a drain pan located beneath the receiver.

Provided with a pressure gauge and relief valve.

QUESTIONS AND ANSWERS

(Questions that may be of general interest of all Bidders/Government and that are not readily answered by the proceeding changes will appear below. These questions may have been paraphrased or altered to represent several questions regarding the same subject and/or clarify and simplify the question(s). Questions and answers are issued to the Bidders for information purposes only.)

1. Are the wicket lifter crane diesel engine and maintenance crane diesel engine to be provided by the shipyard?

ANSWER: No. The diesel engines for each crane shall not be provided by the shipyard. They will be provided by the Government as GFE with the cranes. Drawing 788-B245-01 Machinery Arrangement has been revised to clarify by removing them from the equipment list.

2. What is the air draft for the vessel?

ANSWER: Because the crane procurement has not yet been awarded, the exact height of the crane is not yet known. The air draft with the crane currently shown on the contract drawings is approximately 39’-2”. For bidding purposes the contractor shall assume an air draft up to 10’ greater, or 49’-2”.

3. We feel that hydraulic powered winches would be the best fit for this application.

ANSWER: The Government does not intend to change the solicitation requirements for electrically powered winches.

4. In section C456 please confirm that the use of the term “drum brake” is to identify the brake on the winch drum as opposed to requiring the brake to be an actual “drum” type brake.

ANSWER: Correct. The use of the term “drum brake” in section C456 is not intended to specify the type of brake it is only intended to refer to the brake that is on the winch drum.

5. The specification calls for a drum brake with controllable application force, disc brakes are not recommended for this application.

ANSWER: The solicitation does not specify which type of brake; it is the responsibility of the contractor to choose a brake type for this application that is meets the solicitation requirements.

6. What is the design criteria for brake thermal capacity?

ANSWER: The thermal capacity of the brakes shall be rated for a minimum of 15 minutes at full application of the brake (150% of the full load motor torque) and rated line speed.

7. At high speeds, 2 seconds is far too great a time to allow a winch to come to a full stop. A more common and practical approach is to use normal failsafe (spring applied – hydraulic released) static parking brakes. In a hydraulically powered winch system, dynamic braking would be done using the hydraulic motors and hydraulic counterbalance valves. This system provides excellent speed and load control in addition to providing high thermal capacity. The cooling medium is the hydraulic fluid itself which would be cooled by the hydraulic power unit heat exchanger.

ANSWER: The specification requires the use of spring applied-hydraulically released drum brakes, spring applied-hydraulically released motor brakes, and dynamic braking through the motors and motor VFDs. The Government does not intend to change the solicitation requirements with respect to braking or the requirement for electrically powered winches.

8. Solicitation Section C456 (D)(Operational Modes)(c) requires lever control for actuation of the drum brake for constant tension mode. Is the lever control manual or automatically engaged in overspeed conditions?

ANSWER: The Solicitation requires the motor control constant tension function to be controllable up to 50% of full rated line tension, allowing automatic haul in and pay out at up to twice the maximum rated winch haul in and pay out speed. The lever control is required to allow for supplemental drum brake actuation as needed to prevent overspeed haul out on the winch, from loads exceeding the constant tension dynamic brake capacity (i.e. 50% of full rated line tension). In other words, the winches shall provide constant tension functionality automatically up to 50% of full rated line tension, with the ability to manually apply the drum brake for loads exceeding the constant tension dynamic braking capacity.

9. C415.C states “The finish of all exterior doors shall be polished stainless, they are not intended to be painted”…… Please clarify the level of polished finish.

ANSWER: Section C415.C has been revised to state all doors shall be stainless steel with a mill finish with no visible burns, grinding, or welding marks. Doors shall not be painted.

10. The ABS rules for steel barges dictate that external doors require a minimum of .250” thickness, however your drawing 788-B415-01 states the doors are to have minimum 16 gauge. Please clarify.

ANSWER: The barge shall be designed and constructed in accordance with ABS Rules for Building and Classing Steel Vessels for Service on Rivers and Intracoastal Waterways, not Steel Barge Rules. The Contractor should bid as per the drawing, which is currently under ABS review. If a change is required by ABS, it will be handled under a modification to the contract.
