drawings. Remove the wood strip after the concrete has set. Contractor may opt to use a removable expansion filler cap designed and fabricated for this purpose in lieu of the wood strip. Thoroughly clean the groove of laitance, curing compound, foreign materials, protrusions of hardened concrete, and any dust. If blowing out the groove use oil-free compressed air.

3.1.2 Joint Sealant

Fill expansion joints with joint sealant, unless otherwise shown. Joint surfaces must be clean, dry, and free of oil or other foreign material which would adversely affect the bond between sealant and concrete. Apply joint sealant as recommended by the manufacturer of the sealant.

3.1.2.1 Joints With Field-Molded Sealant

Do not seal joints when the sealant material, ambient air, or concrete temperature is less than 40 degrees F. Coat joints requiring a bond breaker with curing compound or with bituminous paint. Install bond breaker and back-up material where required. Prime joints and fill flush with joint sealant in accordance with the manufacturer's recommendations.

3.1.2.2 Sealer for Construction Joints

Install per manufacturer's written mixing, application and curing instructions.

3.1.2.3 Concrete Sealer

After cleaning, concrete deck, curbs, and pile cap top shall be given one coat of surface sealer, spray applied unless otherwise approved. Adjacent surfaces shall be protected to prevent damage from the surface sealer.

Prepare surfaces and install per manufacturer's written mixing, application and curing instructions.

3.2 WATERSTOPS, INSTALLATION AND SPLICES

Install waterstops at the locations shown to form a continuous water-tight diaphragm. Make adequate provision to support and completely protect the waterstops during the progress of the work. Repair or replace any waterstop punctured or damaged. Protect exposed waterstops during application of form release agents to avoid being coated. Provide suitable guards to protect exposed projecting edges and ends of partially embedded waterstops from damage when concrete placement has been discontinued.

Accomplish splices with certified trained personnel using approved equipment and procedures.

3.2.1 Non-Metallic

Fittings must be shop made using a machine specifically designed to mechanically weld the waterstop. Use a miter guide, proper fixturing (profile dependant), and portable power saw to miter cut the ends to be joined to ensure good alignment and contact between joined surfaces.

Splice straight lengths by squaring the ends to be joined. Maintain continuity of the characteristic features of the cross section of the waterstop (for example, ribs, tabular center axis, protrusions) across the splice.

Section 03 15 00 Page 5

3.2.1.1 Rubber Waterstop

Vulcanize splices or make using cold bond adhesive as recommended by the manufacturer. Splices for TPE-R must be as specified for PVC.

3.2.1.2 Polyvinyl Chloride Waterstop

Make splices by heat sealing the adjacent waterstop edges together using a thermoplastic splicing iron utilizing a non-stick surface specifically designed for waterstop welding. Use the correct temperature to sufficiently melt without charring the plastic. Reform waterstops at splices with a remolding iron with ribs or corrugations to match the pattern of the waterstop. The spliced area, when cooled, must show no signs of separation, holes, or other imperfections when bent by hand in as sharp an angle as possible.

3.2.1.3 Quality Assurance

Edge welding will not be permitted. Compress or close centerbulbs when welding to non-centerbulb type. Waterstop splicing defects which are unacceptable include, but are not limited to the following: 1) Tensile strength less than 80 percent of parent section. 2) Free lap joints. 3) Misalignment of centerbulb, ribs, and end bulbs greater than 1/16 inch. 4) Misalignment which reduces waterstop cross section more than 15 percent.

5) Bond failure at joint deeper than 1/16 inch or 15 percent of material thickness. 6) Misalignment of waterstop splice resulting in misalignment of waterstop in excess of 1/2 inch in 10 feet. 7) Visible porosity in the weld area, including pin holes. 8) Charred or burnt material. 9) Bubbles or inadequate bonding. 10) Visible signs of splice separation when cooled splice is bent by hand at a sharp angle.

3.3 MEASUREMENT AND PAYMENT

No separate measurement or payment will be made for the work specified in this section and all costs in connection therewith shall be included in the contract prices of those items for which the concrete accessories are incidental.

-- End of Section --

Section 03 15 00 Page 6 non-destructive testing and/or tension test of any completed splice.

3.5 MEASUREMENT AND PAYMENT

No separate measurement or payment will be made for the work specified in this section and all costs in connection therewith shall be included in the contract prices of those items for which the reinforcment is incidental.

Section 03 20 00 Page 7 irregularities are found, and it is determined by the Contracting Officer that these irregularities do not justify rejection of the work, the concrete shall be repaired as the Contracting Officer may direct and shall be given an ordinary surface finish, in accordance with the Contract. If the concrete where the form is removed is unsatisfactory, additional forms, as necessary, shall be removed to inspect and repair the slab, and the Contractor's methods of construction shall be modified as required to obtain satisfactory concrete in the slab. All unsatisfactory concrete shall be removed and repaired as directed by the Contracting Officer.

c. The amount of sounding and form removal may be moderated, at the Contracting Officer's discretion, after a substantial amount of slab has been constructed and inspected, if the Contractor's methods of construction and the result of the inspections as outlined above indicate that sound concrete is being obtained throughout the slabs.

d. The Contractor shall provide all facilities as are reasonably required for the safe and convenient conduct of the Contracting Officer's inspection procedures.

3.11.10.1 Inspection of Fresh Concrete

The Contractor shall test the fresh concrete deck surface with a 10 foot straightedge, and the Contractor shall rescreed the deck surface as many times as is necessary to ensure a smooth riding surface. The straightedge shall be held in successive positions at the edges, quarter points, and on the centerline, parallel thereto and in contact with the surface.

Advancement along the deck shall be in successive stages of not more than one-half the length of the straightedge. The surface shall also be checked transversely at the ends, quarter points, and center of the span. Areas showing high spots or depressions of more than 1/8 inch in 10 feet in the longitudinal direction and 1/4 inch in 10 feet in the transverse direction shall be struck off or filled with freshly mixed concrete as the case may

be. Special attention shall be given to ensure that the surface across joints meets the requirements for smoothness.

3.11.10.2 Inspection After Curing

After the deck has cured the surface shall be tested using either a straightedge, a rolling straightedge, or a California-type profilograph.

If surface testing using a California-type profilograph is required, testing and corrective work shall conform to the requirements of DelDOT Standard Specifications Subsection 501.17. Surface testing the cured concrete with a straightedge or rolling straightedge will be performed as described above for fresh concrete. High spots or depressions of more than 1/8 inch in 10 feet in the longitudinal direction and 1/4 inch in 10 feet in the transverse direction shall be corrected by patching and/or grinding at no cost to the Government. Any cracking which occurs prior to opening to traffic shall be sealed or repaired in a manner approved by the Contracting Officer at no additional cost to the Government. The deck shall also be sounded and any delaminated areas shall be removed and replaced in a manner approved by the Contracting Officer at no additional cost to the Government.

3.11.11 Reports

Report all results of tests or inspections conducted, informally as they are completed and in writing daily. Prepare a weekly report for the updating of control charts covering the entire period from the start of the

Section 03 30 00 Page 29 construction season through the current week. During periods of cold-weather protection, prepare daily reports of pertinent temperatures.

These requirements do not relieve the Contractor of the obligation to report certain failures immediately as required in preceding paragraphs.

Confirm such reports of failures and the action taken in writing in the routine reports. The Contracting Officer has the right to examine all contractor quality control records.

3.12 REPAIR, REHABILITATION AND REMOVAL

Before the Government accepts the structure and final payment is made, inspect the structure for cracks, damage and substandard concrete placements that may adversely affect the service life of the structure.

Submit a report documenting these defects, which includes recommendations for repair, removal and/or remediation to the Contracting Officer for approval before any corrective work is accomplished.

3.12.1 Repair of Weak Surfaces

Weak surfaces are defined as mortar-rich, rain-damaged, uncured, or containing exposed voids or deleterious materials. Diamond grind concrete surfaces with weak surfaces less than 1/4 inch thick to remove the weak surface. Remove and replace surfaces containing weak surfaces greater than 1/4 inch thick, or mitigate in a manner acceptable to the Contracting Officer.

3.12.2 Failure of Quality Assurance Test Results

Do not proceed with proposed mitigation efforts to restore the service life until approved by the Contracting Officer.

3.13 MEASUREMENT AND PAYMENT

No separate measurement or payment will be made for the work specified in this section and all costs in connection therewith shall be included in the contract lump sum price for the Bid Item titled "Construct Bridge", except those costs specified in Section 31 62 23 STEEL PIPE PILES.

Section 03 30 00 Page 30 that specified as the basis for bidding, an adjustment on the contract price and the time for completion will be made. If excavation is made adjacent to piling and below grade indicated, and if piling is driven before backfilling of over-excavation, no additional payment will be made for the length of piling equal to the depth of the over-excavation. No additional payment will be made for cutting off piles, for any portion of a pile remaining above cutoff elevation, or for broken, damaged, or rejected piles.

3.3.2 Basis Of Payment

3.3.2.1 Unit Price

The Contracting Officer reserves the right to increase or decrease the total length of piles to be furnished and installed, by changing the foundation pile locations or elevation, requiring the installation of additional piles, or requiring omission of piles from the requirements shown and specified. Whether or not such changes are made, the Contractor will be paid at the contract unit price per linear foot (including test piles), multiplied by the total linear feet of acceptable piles actually installed from tip to cutoff for the Contract Line Item titled "Pipe Piles".

The work specified in this section to provide concrete and reinforcement in the steel pipe piles will not be measured for payment. All costs in connection therewith shall be considered incidental to the steel pipe piles and included in the contract unit price for the Bid Item titled "Pipe Piles".

3.3.2.2 Full Compensation

Payment in accordance with paragraph "Unit Price" shall constitute full payment for furnishing, delivering, handling, and installing all material, labor, and equipment necessary to meet contract requirements applicable to the foundation piles. Payment will not be allowed for withdrawn, broken or rejected piles, nor for any portion of any pile remaining above cutoff elevation.

The Contract includes dynamic testing of 2 test piles and 2 production piles during initial driving and restrike. Test piles shall serve as final foundation piles and no separate payment will be made for the test pile program. The full costs of the testing program shall be incorporated into the unit price for steel pipe piles.
