The written permission of all owners of the above substituted areas is attached.

Section 01 53 30 Page 3 effluent density exceeds the criteria specified in Paragraph "CONTROL OF DISPOSAL AREA EFFLUENT IN UPLAND DISPOSAL AREAS". Two possible corrective actions are: 1) weir height may be raised in order to maintain acceptable effluent quality, provided that the required freeboard is not violated, or

2) the rate of discharge of dredged material into the disposal area may be reduced or suspended. In addition, manage the sluice height in accordance with the special requirements described under Paragraph "Sluice Management" below.

3.3.2 Sluice Management

To prevent "floating" of the sluice during filling and ensure its proper performance, follow the special sluice management practices listed below.

Refer to the attached figure at the end of this section for sluice box nomenclature.

a. Fill the inlet box on each sluice with water to stabilize the box and prevent it from floating. Such filling shall be done before raising the entire sluice elevation (i.e. before boarding up the inlet box) and such that the following criteria is maintained at all times:

At no time shall the head difference (i.e., difference in water elevations) between the inside and outside of the inlet box be more than half the height of water outside the box. For example, if it is anticipated that there will eventually be 6 feet of water outside the box, first allow half as much water into the inlet box, i.e., 3 feet of water, before completely boarding up the inlet box.

b. Maintain the top of exterior sluice boards around the inlet box at the same elevation to the maximum extent possible.

c. Maintain the top of exterior sluice boards around the discharge box at least 8 inches, i.e., minimum 2 boards, above the top of the exterior flashboards around the inlet box.

d. Set the interior weir between the inlet and discharge boxes 1 to 2 feet lower than the elevation of the exterior flashboards around the inlet box.

e. Remove and properly dispose of all floating debris lodged in and around the sluice boxes.

f. In order to minimize leaks, place burlap bags or an approved equivalent between the flashboards to act as a gasket and seal gaps that may exist between the boards. Weight or wedge flashboards into place to prevent them from floating.

3.3.3 Effluent Sampling and Testing

Monitor the effluent from the disposal areas as described in this section.

Maintain awareness of the effluent quality by sampling throughout the operating period. The sampling required in this section is not to be confused with sampling and analysis that is to be performed by others for the purpose of reporting data to Pennsylvania DEP

Section 35 20 23 Page 11

3.3.3.1 Effluent Density

Take and test samples for density determination and record the results.

Take samples at the sluice as often as required and at least twice daily at times when the flow is at the maximum rate and after the dredge has been operating continuously for not less than the time required for solids in suspension to flow from the discharge pipe to the sluice. Increase the minimum frequency of sampling at the sluice when effluent density increases or nears the maximum specified. Record density determinations, including times of sampling, on the Daily Report of Operations forms required in Paragraph "CONTRACTOR QUALITY CONTROL" of this section. Fax the hydrometer readings (expressed in Grams/Liter) daily to the US Army COE Philadelphia District Office, Operations Division, at 215-656-6922 or provide them directly to the Government Representative in the field. Collect each sample at the sluice from the mixture flowing over the discharge box interior weir as shown on the attached figure. Make a composite sample by partially filling, without overflow, a one-quart container for five or six consecutive intervals such that a total of about 1 gallon is collected and combined in a bucket or other suitable container. Determine the composite sample density by the hydrometer method, no more than 5 minutes after collecting the first one-quart container sample, otherwise discard the sample and make up a new one.

a. Hydrometer Method: The hydrometer used to determine the composite sample density shall be a soil hydrometer conforming to ASTM E100, Hydrometer No. ASTM 152H, -5 to +60 grams per liter. This specified hydrometer reads density directly in grams per liter, so no other computations are required to determine density. Submit the proposed hydrometer brand and model for approval prior to commencing dredging operations. Use the hydrometer as specified by the manufacturer.

3.3.4 Records

Submit records of disposal area effluent measurements and corrective action taken daily to the Contracting Officer.

3.3.5 Timber Flashboards

Prior to commencement of pumping, provide a sufficient number of flashboards for the sluice as required for the retention of dredged material under this contract and ensure that the entire sluice length is effective. Brush applied preservative treatment shall be available at the site and all cut surfaces shall be heavily brushed as specified in AWPA M4.

3.3.6 Continuing Effluent Control

Upon completion and acceptance of a work area, provide continuing, intermittent labor to ensure that effluent control is continued beyond the completion of dredged discharge into the disposal area. Continue the control, including the removal of flashboards, until water impoundment is reduced to that which existed prior to the commencement of disposal into this area. The time required for effluent control beyond completion and acceptance of the work assignment will not be considered part of the completion time for the contract.

Section 35 20 23 Page 12

Amendment No. 0002 underwater blasting, and shall be economical to use. Characteristics to evaluate the explosive that concern environmental factors include, sensitiveness, water resistance, fumes, flammability and temperature resistance.

2.2.1 Explosives

The following shall be required when bulk explosives are used:

Product that does not meet the manufacturer's specifications shall not be used on the project.

d. Storage of all explosives, blasting agents or detonators, shall comply with all Federal, State and local regulations governing explosive storage. The Contractor shall include storage plans along with the type of magazine or explosive storage facility to be used for the project. The Contractor shall be required conform to record keeping, placarding, safe distances, and all other requirements concerning storage.

e. Each drill frame shall measure the quantity of explosives loaded in all holes with weigh scales or flow metering devices to within 0.5% of the design quantity for each hole. The total of all loaded holes shall be checked with the total quantity delivered prior to subsequent bulk deliveries. Should the bulk quantity delivered vary from the recorded quantity loaded and detonated, all measuring devices and or meters shall be recalibrated to within the specified accuracy.

2.2.2 Primers

Primers are explosive units that contain an initiator, and are used to detonate the borehole charge. Each hole loaded with emulsions or slurry shall be initiated with two separate downlines and two primers. At least one primer shall be secured in the hole with a mechanical lock-in system or spider to prevent extraction of the priming charge.

2.2.3 Boosters

Boosters are explosive units that are placed in the borehole along with the borehole charge to add additional energy into blast.

2.2.4 Delays

The Contractor shall incorporate the use of delays, greater than or equal

Section 35 30 00 Page 15 to 25 milliseconds, into the blast pattern design to reduce the peak particle velocities generated during blasting.

Delay elements in blasting caps are known to deteriorate with age. All blasting caps used on the project are required to be one year or less of age. In addition, to ensure the accuracy of firing times of blasting caps, it is required that each cap period come from one lot number. Mixing of lot numbers for any one cap period is prohibited.

2.2.5 2.2.5 Initiation Systems

The initiation system transfers the detonation signal to the blast pattern at a precise time. Employ a non-electric initiating system for use during blasting activities. Electric or electronic initiating systems and detonating cord shall not be allowed at any time.

2.2.6 Stemming

Use appropriate size stemming material and appropriate stemming distance, to maximize the blast design. The stemming material shall consist of clean, crushed stone of gravel size.

At least one vibration monitoring machine must be placed between the blast and the nearest structure on a natural ground surface. This may require utilizing underwater locations. The other machines must be secured in the ground near identified maximum vibration level at any vessel or structure which is vulnerable to damage should not exceed the peak particle velocity of the appropriate municipality and geographical jurisdictions, or be subject to an unacceptable vibration frequency.

Both written and telephone report on vibration intensity shall be submitted within 24 hours when specifically requested by the Contracting Officer or, without request, when such intensity exceeds a peak particle velocity of

2.0 inches per second for any one of the 3 perpendicular planes of motion.

Blasts shall be designed and conducted to achieve either a minimum scaled distance of 90 or meet the maximum allowable peak particle velocity indicated by Figure 1 of Pa Code Chapter 211.151(c) and not exceed the noise levels specified in Table 1 of Pa Code Chapter 211.151(c) at the closest building not owned or leased by the permittee or its customer. The Contractor will perform test blasts, which will determine a safe peak particle velocity (PPV) for all structures within the blast areas. The Contractor shall follow the following vibration limits for the structures listed below:

Historic Structures PPV <0.5 in/sec

Residential Structures in PA, NJ & DE PPV <2.0 in/sec

Other Structures PPV <2.0 in/sec

The Contractor shall submit a copy of the record in tabular form for each blast to the Contracting Officer no later than 24 hours after each blast, with a written report on velocity and vibration effects. This should also include location of blast, size, spacing, number, top and bottom elevations of holes, type of explosives, amount of explosives and stemming per hole and delay, type of delays, sequence and pattern, distance from the blast to the vibration monitoring machine, and any other pertinent information.

3.2 MEASUREMENT AND PAYMENT

3.2.1 Mobilization and Demobilization

All costs connected with the mobilization and demobilization of all of the Contractor's drilling and blasting plant and equipment will be paid for at the contract lump sum price for this item. Sixty percent of the lump sum price will be paid to the Contractor upon completion of his mobilization at the first work area. The remaining forty percent will be included in the final payment for work under this contract.
