Dwg Sheet/Spec Section Question Response
Bidding Schedule
Under the items that have a unit price of days, how many hours is considered a day?
Per Section 35 20 23, Paragraphs 3.5.4, 3.5.5, and 3.5.6, 8 hours is considered a work day.
Bidding Schedule
How can the contractor accurately price their mobilization and demobilization cost without knowing the exact location to the projects start and end points? Please give the contractor a place to mobilize into as well as the projects end location.
The starting and ending locations for dredging are yet to be determined. See Amendment 0001 for the starting location for disposal area work.
3 35 20 23
The contractor needs to be compensated for this time. I would recommend adding a bid item which would include stringing the pipeline ready for use as well as breaking it back down. The contractor will have cost in not only setting up their pipeline but also tearing it back down to move to another location. Please provide a bid item that will allow payment to the contractor for Onsite Job Setup and Teardown. This pay item would not qualify for the contractor’s original mobilization or demobilization, but would count for any subsequent dredging locations in-between. See Amendment 0001.
4 35 20 23
Most small business contractors do not have a tug in their fleet. A tug will normally be hired in order for them to light boat to the location where they will make up with our equipment and tow to the required destination depending on the distance. At that point the tug will begin their light boat back home.
This pay item causes several issues. The first issue being that we don’t know the exact locations of the required project areas; or how many times a towing company will be needed during the duration of the project. Secondly, the way the pay item is laid out, the contractor wouldn’t be allowed payment for the tow subs light boating.
Please find an expectable solution that is fair to both the Contractor and Owner. Bid as shown.
5 35 20 23
Instead of a drag line, would a long reach excavator or long reach marsh excavator be acceptable?
No. A long reach excavator or long reach marsh excavator will not be allowed. Bid as shown.
6 35 20 23
Each sluice weir is completely different depending on location, existing condition, accessibility, are walkways required and if so to what degree, materials being used, sizing, etc. It simply is not feasible to give a lump sum price per sluice weir by just going off a typical drawing. Please give the contractors the exact scope of work for the sluice weirs being replaced with plan drawings as well the locations the work is being performed.
Walkways shall be constructed to provide safe access to the sluice and timber flashboards. See Amendment 0001.
7 35 20 23
Being paid by the linear foot without details of where the coir logs are going and is difficult to price. Are the coir logs being placed on dry land? Are they being placed in the water and if so, to what depth? Please provide the Contractors with more details about the placement of the coir logs.
Coir logs will be placed where needed on marsh areas. Coir logs will not be placed in water. Bid as shown.
REQUESTS FOR INFORMATION with RESPONSES Solicitation No. W912BU-15-B-0006
8 35 20 23
To what degree does the owner foresee the work needing to be done on the Government-furnished disposal/placement areas?
The Contractor is payed by the rate as specified on the Bid Schedule. All of the disposal/placement areas are not known at this time and therefore work needed to be completed is also not known.
9 35 20 23
The contractor will need the location of these areas in order to examine them. Please provide a plan drawing depicting these locations.
All of the work areas are not known at this time. See Amendment 0001.
10 35 20 23 Would floating rubbers be acceptable for this application?
No, floating rubbers will not be acceptable. Bid as shown.
11 35 20 23
Will the contractor be required to work on Sunday at any point during the contract? If so, this needs to be addressed prior to bidding so the contractor can make the necessary adjustments for overtime and per diem.
No, the Contractor will not be required to work on Sundays.
12 35 20 23
Please provide the locations that the trestles will need to be used as well as the specifications which should include sizing, length, plan drawings, etc.
All disposal/placement areas are not known at this time. See Amendment 0001.
13 35 20 23
Can you please give us more information regarding the application for the brush cutter? Does this need to be a riding brush cutter? Does it need to be a weed eater type machine? What size are the fields that need to be cleared? Bid as shown.
14 35 20 23
Would it be possible to change this project from an hourly project to a per cubic yard project? No. Bid as shown.
15 35 20 23
Please send out plan drawings of the projected dredging areas for the Contractors review.
The projected dredging areas are not known at this time. Bid as shown.
16 35 20 23
How does the Contractor now what the sufficient shore crew will be without knowing the specifics of the site location? You are asking the Contractor to bid on items blindly without having any knowledge what so ever on the site of work. What you are asking here would be for the contractor to provide sufficient crew to assemble pipeline which would require workboats towing the pipeline to location, an excavator barge and land equipment to handle the pipeline, in hopes that the area is even accessible to the contractor in order to provide efficient work all while still maintaining a sufficient crew and equipment to continue dredging operations. See Amendment 0001.
17 35 20 23
Will the contractor have the required amount of pipeline at all times during ongoing dredging operations in order to also run shore pipe at a separate location? Yes.

c. Weather Conditions. The site of the work is sheltered from storms, except for open areas of the waterway adjacent to some of the inlets. It is believed that work can be performed during all seasons of the year except during winter months when ice conditions may interfere with dredging operations. Complete weather records and reports may be obtained from the local U.S. Weather Bureau Office nearest to the work site. The Contractor shall satisfy himself as to the hazards likely to arise from weather conditions during the dredging period.
d. Channel Traffic. Traffic in the work area consists of commercial and sport fishing vessels and pleasure craft. This traffic may interfere with dredging operations.
e. Obstruction of Channel. The Government will not undertake to keep the channel free from vessels or other obstructions, except to the extent of such regulations if any, as may be prescribed by the Secretary of the Army, in accordance with the provisions of Section 7 of the River and Harbor Act approved 8 August 1917. The Contractor will be required to conduct the work in such manner as to obstruct navigation as little as possible, and in case the Contractor's plant so obstructs the channel as to make difficult or endanger the passage of vessels, said plant shall be promptly moved on the approach of any vessel to such an extent as may be necessary to afford a practicable passage. The Contractor shall request the U.S. Coast Guard to issue a Notice to Mariners for each work assignment advising navigation interests that the Contractor's dredging plant will be operating in the Harbor. The Contractor shall submit each such request to the U.S. Coast

Guard, MSO/Group Philadelphia, 1 Washington Avenue, Philadelphia, PA 19147-4395. The Contractor shall furnish a copy of each request to the Contracting Officer not less than five days prior to the start of dredging.
Each request shall contain the approximate time required for completion of dredging. Upon completion of dredging, the Contractor shall promptly remove his plant, including ranges, buoys, piles and other marks placed by him under the contract in navigable waters and on shore.
f. Navigation Aids. The Contractor shall not relocate or move any aids to navigation that have been established by the U.S. Coast Guard. If it becomes necessary to have any aid to navigation moved in order to complete dredging operations under this contract, the Contractor shall notify the U.S. Coast Guard at least 21 working days (Sundays and holidays excluded) prior to the desired date for movement of the aid. All requests shall be made in writing to: Commander (OAN), Fifth Coast Guard District, 431 Crawford Street, Portsmouth, VA 23704. A copy of each request shall be furnished to the Contracting Officer.
g. Location. The work assignments issued as part of this contract will be for dredging at various locations along the New Jersey Intracoastal Waterway and additional waterways connecting to deep waters adjacent to the New Jersey Intracoastal Waterway, as shown on the sketch included in Section 00 73 30 of this specification.

Effective on August 30, 2001, the Coast Guard is changing regulations governing the operation of the Cape May Canal Railroad Bridge at the New Jersey Intracoastal Waterway, mile 115.1, across Cape May Canal, in Cape May, New Jersey. The regulation maintains the bridge in the open position, except that it would close for the crossing of trains and the maintenance of the bridge. This change will provide for the reasonable needs of navigation.
