Chesapeake and Delaware Canal: Lime Application to Soils on Dredged Material Disposal Lands Amended with Municipal Sewage Sludge

September 2014

SCOPE OF WORK

1.0 GENERAL INFORMATION

1.1 Name and Location of Project:

Chesapeake and Delaware (C&D) Canal: Lime Application to Soils on Dredged Material Disposal Lands Amended with Municipal Sewage Sludge

1.2 Corps Point of Contact: USACE: Steve Allen (215) 656-6559 http://www.usace.army.mil/SafetyandOccupationalHealth/SafetyandHealthRequirementsManual.aspx http://www.usace.army.mil/SafetyandOccupationalHealth/SafetyandHealthRequirementsManual.aspx

2.0 PROJECT DESCRIPTION

The lime application areas are along the northern and southern banks of the Chesapeake and Delaware (C & D) Canal between Chesapeake City, MD and the Conrail Railroad Bridge near Summit Marina in Delaware. Prior to 1987, over six hundred acres of dredged material disposal area lands along the banks of the C & D Canal experienced poor vegetative cover because of low pH and low fertility in the soils. These conditions were a result from the chemical oxidation of acid-producing minerals in the soils after they were excavated during various phases of canal construction. Vegetation eventually stabilized these areas after amendments of municipal sewage sludge and lime were applied to the soils during the 1970’s and 1980’s. In order to perpetuate the stabilized conditions, it is necessary to periodically test the soils for their pH values and fertility (not part of this contract). The results are used to determine the appropriate amounts of lime and fertilizer required to sustain a pH of 6.8 or higher and maintain soil fertility. Another purpose for testing/liming is that the sludge amendments contained concentrations of heavy metals above previous soil background levels, which require pH monitoring and lime applications, as needed, to immobilize the heavy metals. This work order requires the topical application of calcitic or dolomitic agricultural limestone.

The sludge amendment areas are about equally divided on both sides of the canal. These areas were divided up into 62 smaller cells that are approximately 10 acres in size. During the last 5 years, an average of 53 of these cells have required lime applications. Among the cells requiring lime, application rates are variable from as low as 1 ton per acre or as high as 8 tons per acre.

The average lime application rate over the last 5 years is about 2.6 tons per acre. These areas are mostly flat or sloped embankments. Some of the areas may contain permanent ponded water.

After significant rainfall, soils and access roads may become very soft and muddy due to high clay content. Access roads are often eroded and rutted and may be difficult to maneuver on without high clearance 4-wheeled drive vehicles. Lime spreading shall be done when conditions are favorable for supporting equipment and to minimize rutting. Some sites are encircled with thick vegetation, which may also impede vehicle access and lime and fertilizer applications.

Large portions of several of the areas may be thick with briars, common reed (Phragmites australis), and poison ivy, which require mowing (approximately 96 acres) to improve access and spreading of lime. Most of the areas contain rock drainage structures placed in depressions that may be obscured by vegetation. The contractor shall locate these structures prior to using spreading equipment. In addition, the areas may be open to hunting depending on seasons and state hunting regulations. The use of a handheld or mobile Global Positioning System (GPS) is required to identify cell corner points, and to navigate liming operations within each cell. A site visit is highly recommended in order to observe field conditions prior to submitting a quote.

3.0 DATA AND INFORMATION:

The Corps will provide, upon the contractor's request, readily available project information such as:

a. Previous soil test results and lime quantity recommendations and reports.

b. Individual lime application area maps and project area map showing lime application area locations and coordinates. Cell corner points and delineations are available for upload into a GPS unit as “Garmin MapSource” files. A GPS unit is not provided by the government.

c. Area familiarization and staff introductions prior to proceeding with work.

4.0 SPECIFIC WORK TO BE ACCOMPLISHED:

A. Lime Applications Locations and Quantities.

A large portion of the sewage sludge amended lands shall receive a total of 1,197 tons of a top-dressing of high quality agricultural limestone. Lime application shall be conducted in accordance with the recommended liming rates based on soil tests performed for each cell, which will be provided prior to notice to proceed. Cell locations and boundaries shall be identified in the field with GPS for precise lime application. Geographic coordinates and maps of area and cell boundaries are attached. 1,197 tons of high quality agricultural limestone shall be applied with even distribution at the prescribed rates for each cell (Table 1) utilizing vehicles equipped with tires designed to avoid compacting soils or tearing grass. The tires shall be wide tread, low pressure and large diameter design (terra-type) manufactured for that usage. Contractor shall exercise care with lime application and avoid damaging existing vegetation and soils. The contractor shall be responsible for repair of gouged or rutted existing vegetation and ground. Some areas will have limited access, which may preclude the use of conventional lime spreading vehicles. Alternative lime application methods may need to be used in sites with limited access for conventional lime spreading equipment and vehicles. Such alternatives for lime application where access is difficult may include the use of equipment such as an aerospreader or hydrated lime. Area 14N specifically requires alternative lime application techniques such as the aforementioned techniques to avoid damage to tree plantings throughout the site. This area has portions with trees that were planted about 8 feet apart. The contractor shall be responsible for obtaining the necessary equipment for lime application in the areas with limited access. These limited access areas may include areas with thick woody or viney vegetation, areas with wet, mucky and/or saturated soils, and steep sloped areas. Ponded areas with standing water (>6 inches deep) shall be avoided (spreading shall be as close as possible to standing water). Unless there is standing water, areas with thick growth of common reed (Phragmites australis), goldenrod (Solidago sp.), blackberry (Rubus sp.), multiflora rose (Rosa sp.), honeysuckle (Lonicera sp.)

and any other thick growth areas (except for forested areas and mature shrubs other than those previously mentioned) shall receive lime (mowing will be necessary on a total of 96 acres within cells that require mowing). Lime spreading shall be done as close as possible to forested patches that cannot be accessed.

B. Type of Lime

The agricultural limestone (calcium carbonate) shall have a Total Nutrilizing Power (TNP, also referred as Calcium Carbonate Equivalent) of 90 or greater, and shall be finely ground or pulverized to these minimum specifications:

-100% must pass through 20 mesh sieve

-60% must pass through a 60 mesh sieve

-50% must pass through a 100 mesh sieve

A chemical analysis and grain size distribution of the lime shall be provided to contracting officer and approved by the contracting officer prior to use.

C. Storage

Bulk or bagged lime storage is permitted, with an appropriate site determined by approval by the C & D Canal Project Engineer. The contractor is responsible for the safety of the material from weather, vandalism, and public accident.

D. Meeting.

Prior to mobilization, the contractor is required to attend a pre-work meeting at the Chesapeake City Field Office. The contractor will be required to submit a health and safety plan at this meeting. The contractor shall notify the Contracting Officer’s Representative (COR) of the intended lime application locations at least 24 hours prior to application. This meeting will familiarize the contractor with canal operations and access points.

E. Certification

Certification of lime type and quantities will be submitted to the COR prior to application.

The contractor shall provide delivery receipts to document origin of lime and quantities purchased and delivered to the site.

F. Site Conditions.

Weather conditions at the time of application shall be considered to minimize dust clouds from high winds or extremely wet soil conditions, which could cause rutting and gouging of turf/vegetation.

G. Mowing.

In areas that are impenetrable (such as growth of Phragmites or other vegetation including thorny blackberry and multi-flora rose) for lime-spreading equipment, or where effective lime spreading is hampered by thick herbaceous vegetation, the contractor shall mow areas indicated in Table 1 of the sludge areas to improve lime efficacy. Mowing would be required on approximately 96 acres distributed throughout the sludge areas. Mowing shall be completed prior to any lime or potash applications.

H. Pre-bid Site Visit

It is highly recommended that potential offerors attend a site visit to observe and become familiar with existing conditions of the lime application areas prior to submitting a quote.

Site visits will be held on Wednesday, 10 September and Thursday, 11 September at10:30 am both days. Please contact Mr. Joe Pintal at 410-885-5622 in order to register for a site visit.

5.0 SCHEDULE OF MILESTONES FOR LIME APPLICATION:

1. Attend pre-construction (lime application) meeting by 30 September 2014.

2. Complete mowing first, then lime applications for all required cells by 15 November

2014. Note: no mowing/ lime activities, equipment/materials storage shall commence prior to a meeting at the C & D Canal Field Office (Item D).

6.0 Health and Safety

• Because a major component in the soils is digested municipal sewage sludge, some of the soils may contain concentrations of heavy metals and other pollutants above natural background levels. Therefore, the contractor shall take appropriate precautions to avoid exposure to skin, inhalation and ingestion during liming activities.

• The contractor shall become familiar with physical site hazards such as monitoring wells, drainage structures and sudden drop-offs that may be obscured by vegetation prior to driving equipment on site.

• The contractor shall take appropriate measures to avoid exposure to mosquitoes, ticks, and poison ivy.

• The contractor shall be aware of any hunting activities and take appropriate precautions such as wearing highly visible “hunter orange” clothing and avoiding times when or areas where hunting or shooting activities are taking place. No liming or mowing activities are to occur during shotgun or muzzleloader seasons for deer, which begin in October. The contractor shall contact the Delaware Division of Fish and Wildlife (302) 834-8433 for information on specific deer seasons and to coordinate liming activity windows approved by the Division of Fish and Wildlife.

• The contractor shall take necessary precautions to limit exposure to lime dust from inhalation, ingestion, skin and eye exposure.

• Prior to work initiation, the Contractor shall post signs at public road access points and at the active work cell to inform the public of the liming activities and the hazards associated with lime exposure. The contractor shall cease liming operations if anyone other than the contractor is in close proximity and at risk of exposure to airborne lime dust.

• Personnel conducting field-work shall possess a cellular telephone and local emergency phone numbers and the C & D Canal Field Office Phone Number (410) 885-5622 or 5621.

• Prior to commencement of lime application, the contractor shall prepare a health and safety plan and present it at a pre-work meeting.
