SECTION 01 11 00

SUMMARY OF WORK

PART 1 GENERAL

1.1 SCOPE OF SECTION

This section presents a general description of the work to be accomplished under this contract on Brigantine Island, between Absecon Inlet and Brigantine Inlet located in Atlantic County, New Jersey, and the work to be accomplished under this contract at Great Egg Harbor Inlet and Peck Beach located in Ocean City, New Jersey.

1.2 DESCRIPTION OF WORK

1.2.1 Base Bid

The contract work consists of a Base Bid to place, along the Atlantic Ocean coastline, approximately 350,000 cubic yards of beachfill in the northern portion of Brigantine Island between 14th Street South and 1,000 feet north of 14th Street North, and approximately 1,000,000 cubic yards of beachfill between the groin at Seaview Road and 14th Street in Ocean City. With respect to Ocean City, present surveys currently indicate that beachill will only be placed in these areas. However, due to the dynamic nature of the shoreline, beachfill may be needed anywhere within the Federal project limits at the time of actual construction, namely from the groin at Seaview Road to 36th Street.

In addition to beachfill, the Base Bid work for both Brigantine Island and Ocean City will include providing and installing groin hazard signs.

In addition to beachfill, the Base Bid work for Brigantine Island includes: the re-construction of pedestrian crossovers; planting dune grass; structure monitoring; and providing sand and split rail fence.

1.2.2 Options

The contract work may also consist of three separate options (Options 1, 2 and 3) to place an additional 25,000, 50,000 and/or 75,000 cubic yards of beachfill on Brigantine Island, and three separate options (Options 4, 5 and 6) to place an additional 200,000 cubic yards of beachfill per option in the Ocean City project area, depending on which, if any, options are awarded. Pre-placement condition surveys, as specified in Section 01 71 23 SURVEY REQUIREMENTS, will determine the exact location and quantity of beachfill material required within the limits indicated, and will be a determining factor in the award of Options for additional quantities of beachfill. Where Options for additional beachfill are awarded, the additional beachfill material shall be placed immediately after the initial Base Bid quantity has been placed in the area(s) to be covered by the awarded Option. The intent is to complete the beachfill template in a given Base-plus-Option area, before proceeding with work further along the construction baseline for a particular project site.

In addition to beachfill, the contract work for Ocean City may include one or more options for stormwater outfall work (Options 7 through 13), consisting of replacing various lengths of 12-inch and 24-inch ductile iron pipe and replacement of damaged or missing pile bents, top and bottom pipe support timbers, and side timber bracing for 12-inch, 18-inch, and 24-inch

Section 01 11 00 Page 1 outfall pipes. If awarded, this work shall be coordinated with City of Ocean City officials.

1.2.3 Common Work

All beachfill work---Base Bid and Option, Brigantine and Ocean City---will include the requirements for structure monitoring as specified in the contract package.

1.2.4 Borrow Areas

The borrow area that will be available for the Brigantine Island beachfill material is located northeast of the project location adjacent to the northern tip of Brigantine Island in the Brigantine Inlet. See the contract drawings for the exact location. All material for beachfill work performed under this contract for Brigantine Island shall be obtained from this borrow area. Beachfill material from any other source, including trucking from upland sources, will not be considered under this contract.

The borrow area for beachfill material for Ocean City is located approximately 5,000 feet offshore, north east of the project location, east of the Great Egg Harbor Inlet. See the contract drawings for the exact location. All material for beachfill work performed under this contract for Ocean City shall be obtained from this borrow area. Beachfill material from any other source, including trucking from upland sources, will not be considered under this contract.

1.3 CONTRACTOR ACCESS

Access to the work sites is available by land and water. Access to the Brigantine beach for land based equipment is at 15th Street North. Access to the Ocean City beach for land based equipment is at Morningside Avenue.

Any materials required to establish or stabilize an access point for vehicle use shall be approved by the COR and provided and removed by the Contractor. Any additional parking that the Contractor requires, outside the work limits, shall be coordinated directly with the appropriate local officials. Access to the approved borrow areas is by water only.

Document the original conditions of access areas and routes by taking detailed photographs of those areas prior to starting work. See Section 01 32 33 CONSTRUCTION PHOTOGRAPHY for additional requirements.

Any damage to the roads due to truck traffic or other Contractor operations shall be repaired, subject to the Contracting Officer's approval, at no additional cost to the Government.

1.4 WORK HOURS

The Contractor may work 24 hours per day, 7 days per week, to complete the contract work. However, the Contractor shall be required to comply with local codes regarding noise at all times during the contract period. The Contractor shall be required to equip his land-based equipment with noise suppression equipment if so directed by the COR. All crossover, fencing, signage, planting, stormwater outfall work and timber cribbing work shall be performed during daylight hours.

1.5 RESTRICTIONS ON WORK

The Contractor shall begin dredging and beachfill operations in the

Section 01 11 00 Page 2

Brigantine Island site. All required dredging operations for Brigantine Island (to include Base and any related Options) shall be completed for the Brigantine site prior to commencing dredging operations for the Ocean City work site.

See specification Section 00800 SPECIAL CLAUSES, and Section 01 57 20 ENVIRONMENTAL PROTECTION for additional performance time and environmental restrictions associated with this project.

It is the responsibility of the Contractor to determine all upfront scheduling needed to ensure there are no dredging delays.

1.6 EXISTING WORK

In addition to "FAR 52.236-9, Protection of Existing Vegetation, Structures, Equipment, Utilities, and Improvements":

a. Remove or alter existing work in such a manner as to prevent injury or damage to any portions of the existing work which remain.

b. Repair or replace portions of existing work which have been altered during construction operations to match existing or adjoining work, as approved by the Contracting Officer.

1.7 EXISTING UTILITIES

The existing utility locations shown on the drawings are approximate and not complete. The Contractor is responsible for field verifying all existing utility locations, including those not shown on the drawings. For marking underground utility lines, call for free markouts a minimum of 3 work days before you dig at 800-272-1000.
