AMENDMENT 0001

1) The purpose of this amendment is to provide the attached worksheets for the Base Year, Option Year 1, Option Year 2, Option Year 3, and Option Year 4 in EXCEL format in order to facilitate submission of your proposal. Contractors shall use these worksheets in submitting their price proposal instead of hand writing/typing on the ones previously provided.

2) This amendment also answers the following questions and includes the following changes.

A) The following questions are answered:

Q - Please fully describe the capabilities required of the Underwater Communication System referenced as Item 0034, 1034, 2034, etc. in the RFP.

A - The communication system refers to a diver communications device to allow the diver to talk with the people on the boat while underwater.

Q - No minimum font size was included in the RFP. Please consider allowing offerors to use a minimum font size of 11 point for all text, and a legible point font in all graphics and tables.

A – A minimum font size of 12 point for all text and a legible point font in all graphics and tables should be utilized in all proposals.

Q - Please consider allowing 11 x 17 page sizes to be used for graphics and tables only, with each 11x 17 page counting as two pages.

A - 11 x 17 page sizes are acceptable for graphics and tables only. Single-sided shall count as 1 page and Double-sided shall count as 2 pages.

Q - Please consider removing from the page count the following items: Table of Contents, Acronym List, Tabs/Dividers, Sample Reports, Certifications, List of Projects initiated in the Last Two Years and Equipment Lists.

A - : Table of Contents, Acronym List, Tabs/Dividers, and Sample Reports are NOT included in the 75 page count. List of Certifications, List of Projects initiated in the Last Two Years and Equipment Lists are included.

Q - In Section C, Paragraph 4 – Chemical Sampling and Analysis, lab certifications are requested. Can a listing of these certifications be included rather than copies of the actual certificates, and can the list of certifications be excluded from the page count?

A – Only a list of certifications along with their respective expiration date, if applicable, are required to be included. The list will be counted towards the page count. Actual copies of certifications are not required at the time.

Q - Section L, Paragraph B.2 requests a list of all projects initiated during the last two years. Can this list be revised to include only projects initiated during the last two years that are relevant to the SOW items included in Section C and can this list be removed from the page count?

A - Only projects in the last 2 years that are relevant to tasks outlined in the SOW and preferably ones that had been completed by the offices or individuals they are proposing for prime utilization for this contract. The list will be counted towards the page count.

Q - Does the line item day rate for Vibracore Vessel include just the vessel or is the day rate cost to cover the vessel, crew to operate the boat, the vibracore gear, mob/demob and travel?

A – The price should include everything, not just the vessel

B) The following EQUIPMENT LIST is added to Section C, Scope of Work, on Page 36, under Part 3. CONTRACTOR RESPONSIBILITIES:

EQUIPMENT LIST

This list contains standard equipment which this contract assumes the contractor already has and will therefore not be an additional expense under the contract.

1. GIS and CAD capabilities (Metadata shall meet the Federal Geographic Data Committee (FGDC) standard and shall be delivered in an ASCII text file format. Along with Metadata, each Arc/Info coverage should contain a projection file defining its projection, units of measure and datum)

2. Stainless steel Young Benthic Grab Sampler (0.044 m2)

3. Hydrolab (Temp., pH, D.O., Conductivity)

4. Four wheel drive vehicle(s)

5. Shovels

6. Hand augers

7. Water and sediment sampling containers

8. Water and sediment sampling equipment (general) (ex. Van Dorn design horizontal water bottle)

9. Special clothing (i.e. boots, gloves, etc.)

10. Dissolved oxygen meter

11. Salinity meter

12. Thermometer

13. Air monitoring measuring instruments

14. Small sampling boat (capable of reservoir sample collection – motor restrictions on some lakes)

15. Microsoft Word and Excel capabilities

16. Groundwater monitoring equipment (i.e. bailers, etc.)

17. Differential GPS (It is the responsibility of the contractor to ensure that the accuracy of individual point measurements is appropriate for the type of terrain and associated cultural features to achieve National Map Accuracy Standards and National Standards for Spatial Data Accuracy

(NSSDA) ).

18. HTRW safety equipment (i.e. respirators, etc.)

C) The following SPECIAL CONDITIONS are added to the end of the Scope of Work, Page 51, under Section C:

10. SPECIAL CONDITIONS FOR ALL PROPOSALS

1. Timeliness is extremely important. Many reports are directly linked to permits required for construction and therefore must be completed according to the dates agreed to in the SOW for each Task Order.

2. Proposals must demonstrate the firm’s ability to do quality work in the areas outlined in the scope of work. Examples of related reports should be included with the proposal as well as a list of all reports/projects completed within the last two years and a list of references (with phone numbers) for each job listed.

3. Full time staff must be documented to insure that sufficient qualified expertise is available to accommodate multiple delivery order tasks simultaneously.

4. The staff documented in the proposal MUST be the ones completing the work. It is not acceptable to list 10 biologists on staff only to find out that engineers are writing biological reports.

5. All proposals should have personal resumes in a standard form. Ratings will be reduced during the technical evaluation process for items not adhering to this format.

6. The firm should be located within a reasonable travel distance from the district and its project areas. The Corps will not pay for plane tickets or other costly travel expenses every time a firm member is working on a project or must come to the district for meetings.

7. It is assumed that the contractor possesses most of the equipment needed to complete the jobs outlined in the scope of work. It is not acceptable to bill for clothing such as boots or special suits.

Also, excessive charges for rental equipment such as boats, vehicles and sampling equipment is unacceptable unless specifically required/requested by the Corps.

8. Any real costs which are to be incurred during a project should be approved ahead of time. All extra expenses must be documented and receipts should be obtained. The contractor should be aware that the Corps can analyze costs and ask for receipts for any given cost if we feel it necessary.

9. It is expected that the cost/day of a large sampling vessel that is owned by the contractor will be considerably less than the cost to rent a large sampling vessel per day.

10. Proposals should be original material prepared by the contractor and not a "cut and paste job" of the information sent to the Contractor by the Corps. Lower ratings will be given if the proposals are not original examples of professional work capabilities. Lower ratings will also be given if the proposals exceed the 75 page size limit.

11. The primary contractor must be capable of performing a large majority of the work on their own. The contract will not be awarded to a "middleman" firm who will be subcontracting out all, or a large majority, of the work.

12. Technical review is the PRIMARY factor for firm selection. This review includes past work experience. The contractor will be rated on all requested information and a firm can be deemed unsatisfactory if information is missing or in the wrong format.

13. For analytical work, QA/QC procedures should be included in the cost and not be an extra line item.

14. All reports must be submitted on CD in Microsoft Word in addition to the number of hard copies requested. Metadata (if required) will also be submitted on CD.

15. The contractor must bid on the chemical parameters listed in accordance with the methodology and detection limits listed. Additional charges will not be acceptable for these tests if the wrong information was used for bidding. The methods and detection methods listed however, will not necessarily be standard for all work.

16. All Labs associated with this contract must be State (PA, NJ, DE) and EPA certified.

D) The following FAR Clauses have been deleted from the solicitation in Section I, Contract Clauses:

1) 52.215-10, Price Reduction for Defective Certified Cost or Pricing Data

2) 52-215-12, Subcontractor Certified Cost or Pricing Data
