Unlisted classifications needed for work not included within
Section 00815 Page 6 the scope of the classifications listed may be added after award only as provided in the labor standards contract clauses (29CFR 5.5 (a) (1) (ii)).
The body of each wage determination lists the classification and wage rates that have been found to be prevailing for the cited type(s) of construction in the area covered by the wage determination. The classifications are listed in alphabetical order of "identifiers" that indicate whether the particular rate is union or non-union.
Union Identifiers
An identifier enclosed in dotted lines beginning with characters other than "SU" denotes that the union classification and rate have found to be prevailing for that classification. Example: PLUM0198-005 07/01/2011. The first four letters , PLUM, indicate the international union and the four-digit number, 0198, that follows indicates the local union number or district council number where applicable , i.e., Plumbers Local 0198. The next number, 005 in the example, is an internal number used in processing the wage determination. The date, 07/01/2011, following these characters is the effective date of the most current negotiated rate/collective bargaining agreement which would be July 1, 2011 in the above example.
Union prevailing wage rates will be updated to reflect any changes in the collective bargaining agreements governing the rate.
Non-Union Identifiers
Classifications listed under an "SU" identifier were derived from survey data by computing average rates and are not union rates; however, the data used in computing these rates may include both union and non-union data. Example: SULA2004-007 5/13/2010. SU indicates the rates are not union rates, LA indicates the State of Louisiana; 2004 is the year of the survey; and 007 is an internal number used in producing the wage determination. A 1993 or later date, 5/13/2010, indicates the classifications and rates under that identifier were issued as a General Wage Determination on that date.
Survey wage rates will remain in effect and will not change until a new survey is conducted.
WAGE DETERMINATION APPEALS PROCESS
1.) Has there been an initial decision in the matter? This can
Section 00815 Page 7 be:
* an existing published wage determination
* a survey underlying a wage determination
* a Wage and Hour Division letter setting forth a position on a wage determination matter
* a conformance (additional classification and rate) ruling
On survey related matters, initial contact, including requests for summaries of surveys, should be with the Wage and Hour Regional Office for the area in which the survey was conducted because those Regional Offices have responsibility for the Davis-Bacon survey program. If the response from this initial contact is not satisfactory, then the process described in 2.)
and 3.) should be followed.
With regard to any other matter not yet ripe for the formal process described here, initial contact should be with the Branch of Construction Wage Determinations. Write to:
Branch of Construction Wage Determinations Wage and Hour Division U.S. Department of Labor 200 Constitution Avenue, N.W.
Washington, DC 20210
2.) If the answer to the question in 1.) is yes, then an interested party (those affected by the action) can request review and reconsideration from the Wage and Hour Administrator (See 29 CFR Part 1.8 and 29 CFR Part 7). Write to:
Wage and Hour Administrator U.S. Department of Labor 200 Constitution Avenue, N.W.
Washington, DC 20210
The request should be accompanied by a full statement of the interested party's position and by any information (wage payment data, project description, area practice material, etc.) that the requestor considers relevant to the issue.
3.) If the decision of the Administrator is not favorable, an interested party may appeal directly to the Administrative Review Board (formerly the Wage Appeals Board). Write to:
Administrative Review Board U.S. Department of Labor 200 Constitution Avenue, N.W.
Washington, DC 20210
4.) All decisions by the Administrative Review Board are final.

Work not in compliance with the contract, and all overlying features, shall be removed and replaced at the Contractor's expense.
3.5.3 Notification
The COR shall be notified a minimum of 24 hours prior to the performance of surveying in any particular area.
3.6 DISCREPANCIES
In the event of any discrepancies that cannot be resolved by the District Office quality assurance review of the Contractor's data, the COR may request an additional survey be performed by the Philadelphia District Survey Section. The results of the Government survey will be considered in the final determination made by the Contracting Officer to resolve any conflicts.
3.7 METADATA SUBMISSION
The data provided by the Contractor is not considered complete without Federal Geographic Data Committee (FGDC) compliant metadata file(s).
Metadata Generation Software, Corpsmet95, can be downloaded via http://corpsgeo1.usace.army.mil. The Contractor shall provide metadata file(s) for all geospatial data produced under this Contract. Geospatial data is defined as information that identifies the geographic location and characteristics of natural or constructed features and boundaries on the earth, which also includes aerial photography. Geospatial data affected by these requirements are those generated for use in a: Geographic Information System (GIS); Land Information System (LIS); remote Sensing or Image processing system; Computer-Aided Design and Drafting (CADD) system;
Automated Mapping/Facilities (AM/FM) system and other computer systems that employ or reference data using either absolute, relative or assumed coordinates.
The metadata file(s) must comply with Federal Geographic Data Committee (FGDC) Content Standards for Digital Geospatial Metadata Version 1.0 or higher. Corpsmet95 generates final metadata files in a ".met" file type.
If the contractor chooses to use the Corpmet95 Metadata Generation Software, in addition to the ".met" file, metadata files should be provided as ".txt" or ".html". If another generation tool is used other than Corpsmet95, the ".txt" or ".html" file type would be sufficient.

PART 2 PRODUCTS
2.1 RIPRAP
2.1.1 Quality
Riprap stone shall be either cobbles or crushed stone. The stone shall be sound, durable and of suitable quality to ensure performance in the work and in the climate in which it is to be used. Stone shall be free from cracks, seams, and other defects that would tend to increase its deterioration from the elements. The stone shall be blocky and angular quarried material, with the least dimension not less than one-third the greatest dimension. Flat slabs, boulders, and parts of boulders will not be acceptable. The inclusion of objectionable quantities of dirt, sand, clay, and rock fines will not be permitted.
2.1.2 Testing
The following test results will be used by the Government to determine the acceptability of the stone sources selected by the Contractor.
PROPERTY TEST METHOD ACCEPTABLE TEST RESULTS
Petrographic ASTM C 295 Fresh, interlocking, crystalline, with few vugs, no clay minerals and no soluble minerals.
Specific Gravity and Absorption ASTM C 127 Minimum Unit Weight (dry) of 160 pounds per cubic foot. Absorption less than 1%.
Abrasion Resistance ASTM C 131 Less than 20% loss for 500 revolutions.
Freezing/ Thawing CRD-C-144 Less than 10% loss for 12 cycles.
Section 02271 Page 2
Additional testing shall be required if results from the tests, specified above, are close to the limits of acceptability. In the event test reports are not available, as in the case of newly operated sources, the Contractor shall perform such tests as are necessary to determine the acceptability of the stone for use in the work. Approval of a source of stone is not to be construed as approval of all material from that source. The right is reserved to reject materials from certain localized areas, zones, strata, or channels, when such materials are unsuitable for use as determined by the Contracting Officer. Individual stones or loads or parts of loads may be rejected if material does not meet the specifications.
2.1.3 Gradation
Riprap shall have the following gradation:
% Percent Rock size (inches) Passing
100 24 15 - 50 12 0 - 15 4
NOTE: The Contractor shall hand sort the stone received from the quarry if the stone does not meet the minimum sizes, specified herein.
PART 3 EXECUTION
3.1 FOUNDATION PREPARATION
In the area at the end of the gabions (Area 2), the foundation areas for the riprap shall be drained, dewatered, excavated, filled, and stable in accordance with Section 02300 EARTHWORK. The geotextile shall be installed on the prepared surfaces in accordance with Section 02373 GEOTEXTILE.
3.2 RIPRAP
3.2.1 Method of Placement
3.2.1.1 Gap between Concrete Debris and Gabion Revetments (Area 1)
In the gap between the Concrete Debris Revetment and the New Gabion Revetment (area 1), the riprap shall be carefully placed against the gabions and the concrete debris in such a manner as to avoide displacing the concrete debris or damaging the gabions.
3.2.1.2 End of Gabions (Area 2)
[DELETION]
In the area (area 2) where riprap is to be placed at the end of the gabions, riprap materials shall be carefully placed on the bedding stone to the lines and grades shown on the drawings or as directed. The riprap shall be placed in such a manner as to produce a reasonably well-graded mass of rock with the minimum practicable percentage of voids. Placement shall also
Section 02271 Page 3 be performed in such a manner as to avoid displacing the underlying bedding stone and geotextile. The riprap shall not be dropped onto the bedding stone from a height greater than 1 foot. Any damage to the bedding stone layer or to the geotextile resulting from riprap placement shall be repaired as directed by the Contracting Officer before continuing with the work. Compaction of the riprap materials is not required, however, the rearranging of individual riprap stones by mechanical equipment or by hand shall be required to the extent necessary to obtain a reasonably even finished surface. Placement of riprap shall start at the toe and proceed up-slope. Riprap placement equipment, or any other heavy equipment, will not be permitted on the geotextile or riprap.
3.2.2 Distribution of Stone Size
Placing the riprap by dumping into chutes or by similar method likely to cause segregation of the various sizes will not be permitted. The desired distribution of the various sizes of stone throughout the mass shall be obtained by selective loading of the material at the quarry, by controlled placement of successive loads during final placement, or by other methods of placement which will produce the specified results.
NOTE: The Contractor shall hand sort the stone received from the quarry if the stone does not meet the minimum sizes, specified herein.
3.2.3 Maintenance of Riprap
The Contractor shall maintain the riprap until accepted by the Government and any material displaced by any cause shall be replaced at no additional cost to the Government, to the lines and grades shown on the drawings.

1.3 DEFINITIONS
1.3.1 Satisfactory Materials
1.3.1.1 Satisfactory Material for Reuse as Surface Material for Beach Restoration
The seaward portion of the project will require restoration of the beach.
The existing material comprising the beach seaward of the proposed wall shall be replaced and regraded to its pre-construction condition using imported and satisfactory onsite material. Therefore, excavated materials that will be acceptable for reuse in restoring the top 6 inches of the surface, provided they meet the requirements specified in this paragraph, shall be only those obtained from the top 12 inches of material below Elevation 5.5 feet NAVD, seaward of the proposed face of the gabion wall, and within the limits of excavation. This material shall also match the quality, color and composition of the surrounding, undisturbed, surficial material comprising the beach seaward of the gabion wall. These requirements shall be verified by testing as described in paragraph entitled "INITIAL TESTS," below.
1.3.2 Unsatisfactory Materials
Materials which do not comply with the requirements for satisfactory materials are unsatisfactory. Unsatisfactory materials also include man-made fills; trash; rubble; refuse; debris; backfills from previous construction; and material classified as satisfactory which contains deleterious, root and other organic matter or frozen material. The Contracting Officer shall be notified of any contaminated materials.
1.3.3 Cohesionless and Cohesive Materials
Cohesionless materials include materials classified in ASTM D 2487 as GW, GP, SW, and SP. Cohesive materials include materials classified as GC, SC, ML, CL, MH, and CH. Materials classified as GM and SM will be identified as cohesionless only when the fines are nonplastic. Testing required for classifying materials shall be in accordance with ASTM D 4318, ASTM C 136, ASTM D 422, and ASTM D 1140.
1.3.4 Degree of Compaction
Degree of compaction required, except as noted in the second sentence, is expressed as a percentage of the maximum density obtained by the test procedure presented in ASTM D 1557 abbreviated as a percent of laboratory maximum density. Since ASTM D 1557 applies only to soils that have 30 percent or less by weight of their particles retained on the 3/4 inch sieve, the degree of compaction for material having more than 30 percent by weight of their particles retained on the 3/4 inch sieve shall be expressed as a percentage of the maximum density in accordance with AASHTO T 180 Method D and corrected with AASHTO T 224. To maintain the same percentage of coarse material, the "remove and replace" procedure as described in the NOTE 8 in Paragraph 7.2 of AASHTO T 180 shall be used.
Section 02300 Page 3
1.4 SUBSURFACE DATA
Subsurface soil boring logs are shown in specification Section 00850.
[DELETION.] These boring logs represent the best subsurface information available; however, variations may exist in the subsurface between boring locations. In addition, construction debris and remnant timbers were visible at the surface throughout the site. It should be anticipated that these materials will likely be encountered both at the surface and in the subsurface during construction operations.
1.5 CLASSIFICATION OF EXCAVATION
Excavation specified shall be done on an unclassified basis, and shall include the satisfactory removal and disposal of all materials, both soil and debris.
1.6 INITIAL TESTS
One of each of the following tests shall be performed on both onsite and imported materials proposed for use as fill or backfill, prior to commencing construction to demonstrate that the proposed material meets all specified requirements when furnished. If materials from more than one source are going to be utilized, this testing shall be completed for each source. NOTE: Tests a through c are required for 1 sample of each imported material. Test d is required only for import material proposed for surface beach restoration. Tests a, b and d will be required for 2 representative samples of the native undisturbed surface soils comprising the beach at the time of construction. The COR shall verify the locations of these 2 samples prior to Contractor testing.
a. Sieve Analysis.
b. Liquid limit and plasticity index.
c. Moisture-density relationship.
d. Munsell Color System in accordance with ASTM D 1535 (performed for surface material for beach restoration only)
1.7 UTILIZATION OF EXCAVATED MATERIALS
