Additionally, submit other pertinent financial documentation, in this volume, as appropriate, consisting of the SF 1442, proposed bid schedule, Section 00600, and Preaward Survey.
3. Price cannot be evaluated by a percentage alone. Therefore, based on historical information on prior job order contracts the low price will be determined by the following:
Line Item 0001AA Normal working hours
Proposed Coefficient X $6,000,000.00 for a total dollar value of line item 0001AA
Line Item 0002AB Other than normal working hours
Proposed Coefficient X $700,000.00 for a total dollar value of line item 0002AB
Line Item 0003AC Overhead and profit rate for all non-prepriced items
Proposed Coefficient X $350,000.00 for a total dollar value of line item 0003AC
4. All three line items will be added to determine the low offer.
W912BU-10-R-0016 00 110 00 – 8
5. The Price Schedule is in the form of a coefficient. Each offeror must submit a coefficient in order to be considered for award. The coefficient shall not extend beyond four (4) decimal places (e.g., 1.0012). The Offeror’s coefficient shall contain all costs other than the prepriced unit prices, as no allowance will be made after award. Offerors must specify in their proposals the breakdown and what types of costs are included in their coefficient formula. The Government anticipates approximate 85% of the work to occur during normal working hours, approximately 10% of the work to occur during other than normal working hours, and 5% of the work to occur from all non-prepriced items. The offeror’s coefficient shall include, but not be limited to, the following:

W912BU-10-R-0016 00 110 00 – 9
F. EVALUATION CRITERIA
1. SOURCE SELECTION EVALUATION BOARD
1.1. Separate Committees (Technical Evaluation Committee (TEC) and Price Evaluation Committee (PEC) have been established to evaluate the technical and price proposals.
These committees will act independently and will report to the Source Selection Board (SSEB). These committees determine the overall ratings for each proposal. The SSEB, TEC and PEC shall strictly adhere to the evaluation procedures contained in this plan.
The evaluation will be based on the content of the proposal and any subsequent discussions required, as well as information obtained from other sources, e.g. past performance information. The Committees will not consider any information incorporated by reference.
1.2. EVALUATION
1.2.1. The TEC and PEC will evaluate the proposals and assign a consensus rating for each evaluation factor.
1.2.2. A “Competitive Range” is a subjective determination of the most highly rated proposals in the event that discussions with Offerors are required or considered to be in the Government’s best interests. In such an event, the Contracting Officer will establish a competitive range of all the most highly rated proposals.
1.2.3. If discussions are held, the Government may engage in a broad give and take with each Offeror in the competitive range, in accordance with FAR 15.306 (d). The Government will provide the Offeror an advance agenda for the discussions. During discussions, the Government may ask the Offeror to further explain its proposal and to answer questions about it.
1.2.4. Upon conclusion of discussions, those Offerors still considered the most highly rated, will be afforded an opportunity to submit their proposal revisions for final evaluation and selection.
1.3. DEFINITIONS
1.3.1. Deficiency
A material failure of a proposal to meet a Government requirement, where correction of this error is not possible without major revisions to the proposal, or a combination of significant weaknesses in a proposal that increases the risk of unsuccessful contract performance to an unacceptable level or when a failure to meet the RFP requirements is a life/safety issue.
W912BU-10-R-0016 00 110 00 – 10
1.3.2. Weakness
A flaw in the proposal that increases the risk of unsuccessful contract performance but is easily correctable. Successful contract performance is defined by customer satisfaction.
1.3.3. Significant Weakness
As flaw in the proposal that appreciably increases the risk of unsuccessful contract performance. Successful contract performance is defined by customer satisfaction.
1.3.4 Strength
An aspect of a proposal that appreciably decreases the risk of unsuccessful contract performance or that represents a significant benefit to the Government. A strength can only exist in area of the proposal that not covered by prescriptive RFP requirements.
Anything above a prescriptive RFP requirement will be considered a betterment.
1.3.5 Uncertainty
Any aspect of the proposal for which the intent of the Offeror is unclear because there may be more than one way to interpret the offer or because inconsistencies in the offer indicate that there may be an error, omission, or mistake.
1.3.6. Deviation
Proposal implies or specifically offers a deviation below the specified criteria. The Offeror may or may not have called the deviation to the Government’s attention. A deviation is a deficiency. The proposal must conform to the solicitation requirements for award.
1.4. RATING SYSTEM -
1.4.1. General: The Government will review the proposals and rate the quality of each evaluation factor. The TEC and PEC will rate each proposal against the specified evaluation criteria in the Solicitation requirements. They will not compare proposals.
1.4.2. Review Write-up: The Government will support each rating with a narrative, separately listing all strengths, weaknesses, deficiencies, and required clarifications.
1.4.3. Rating System: After listing proposal strengths, weaknesses and deficiencies, the TEC and PEC will assign an adjective rating of “Excellent, Good, Satisfactory, Marginal, or Unsatisfactory”, to each, which reflect the Government's confidence in each Offeror's ability, as demonstrated in its proposal, to perform the requirements stated in the RFP. The adjectival ratings shall be assigned, using the following criteria, which incorporate a proposal risk assessment:
W912BU-10-R-0016 00 110 00 – 11
(i) Excellent: proposal demonstrates excellent understanding of the requirements and approach that significantly exceeds performance or capability standards. Has exceptional strengths that will significantly benefit the government. The proposal contains no significant weaknesses or deficiencies and presents very low risk that it will not be successful.
(ii) Good: Proposal demonstrates a good understanding of requirements and approach that exceeds performance or capability standards. Has one or more strengths that will benefit the government. Has no deficiencies and is an acceptable solution. Any weakness notes in the proposal are minor and should not seriously affect the Offeror’s performance and presents how low risk that it will not be successful.
(iii) Satisfactory: Proposal demonstrates acceptable understanding of the requirements and approach that meets performance or capability standards. The approach may include both strengths and weaknesses of substance, where strengths are not outweighed by weakness. Collectively, strengths and weaknesses are likely to result in acceptable performance. Has no deficiencies and is an acceptable solution. The risk or unsuccessful performance is low to moderate, as the proposal solutions are generally feasible and practical.
(iv) Marginal: Proposal demonstrates shallow understanding of requirements and approach that only marginally meets performance or capability standards necessary for minimal, but acceptable contract performance. The proposal demonstrates an approach which may not be capable of meeting all requirements and objectives. The Offeror may satisfactorily complete the proposed tasks, but there is a high risk that it will not be successful. The approach has weaknesses of substance and strengths, which if they exist, are outweighed by the weaknesses.
Has no deficiencies. Collectively, the strengths, if any, and weaknesses are not likely to result in satisfactory performance. The risk of unsuccessful performance is high as the proposal may contain solutions which may not be feasible and practical.
(v) Unsatisfactory: Proposal fails to meet performance capability standards and contains deficiencies. Requirements can only be met with major changes to the proposal. The risk or unsuccessful performance is very high as the proposal contains solutions which are not feasible and practical and/or do not meet the solicitation requirement.
G. RATING GUIDELINES.
Factor 1: Past Relevant Experience of Offeror’s Team:
The Government will not award to an offeror that receives an unsatisfactory in this factor.
The factor will be considered unsatisfactory when:
• No projects submitted are similar or meet scope, magnitude, and complexity requirements.
W912BU-10-R-0016 00 110 00 – 12
• Minimum number of fact sheets indicated are not submitted.
Factor 2: Past Performance of Offeror’s Team:
The Government will not award to an offeror that receives an unsatisfactory rating in this factor when:
• One (1) project receives an unsatisfactory rating. If any past performance information indicates unacceptable performance, the factor will be considered unsatisfactory.
Factor 3: Qualifications of the Offeror’s Team:
The Government will not award to an offeror that receives an unsatisfactory rating in this factor. The factor will be considered unsatisfactory when:
• The organizational chart fails to show the key personnel by name, responsibilities, structure and lines of authority.
OR
• The minimum qualifications are not met for Superintendent/Subcontract Manager or the Construction Quality Control Manager
OR
• The minimum qualifications are not met for the following personnel: Project Manager, Safety Manager.
Factor 4: Sample Task Order The Government will not award to an offeror that receives an unsatisfactory in this factor.
The factor will be considered unsatisfactory when:
• It is determined that the contractor does not understand the disciplines needed to complete the task.
OR
The amount of hours and quantity shows that the contractor does not have a clear understanding of the scope of work.
Factor 5: Proposed Price Schedule The Government will not award to an offeror that receives an unsatisfactory rating in this factor. The factor will be considered unsatisfactory if:
No schedule is submitted
Excessively exceeds the coefficients in the Independent Government Estimate
H. AWARD OF CONTRACT
1. The Government will award an indefinite delivery job order contract to the responsible Offeror whose proposal represents the lowest price and which has no “Unsatisfactory” ratings in any factors.
W912BU-10-R-0016 00 110 00 – 13
W912BU-10-R-0016 00 110 00 – 14
2. The basis of award will be the Government’s assessment as to which proposal receives an acceptable rating and is the lowest price. Overall technical merit will be assessed by a consideration of the evaluation factors. Price will be evaluated for fairness and reasonableness.
3. Offerors have been reminded to include their best technical and price terms in their initial offer and not to automatically assume that they will have an opportunity to participate in discussions or be asked to submit a revised offer. The Government may make award of an acceptable proposal without discussions, if deemed to be in the best interests of the Government.
I. BASIS OF AWARD
The Contracting Officer will award an indefinite delivery job order contract to that responsible Offeror whose proposal results in the selection of a technically acceptable proposal with the lowest evaluated price. Offerors are reminded that the Contract award shall not exceed the target amount described in this RFP for this project.
The intent of this solicitation is to obtain the best proposal within the target amount.
There is no obligation to approach or match the target amount in the offer. After the Government individually evaluates and rates each proposal, the Source Selection Authority will make award to the offeror who has the lowest price technically acceptable proposal.
