DESCRIPTION/SPECIFICATION/WORK STATEMENT
C000 GENERAL
C001 GENERAL STATEMENT
The Marine Design Center (MDC) of the U.S. Army Corps of Engineers (USACE) has issued this Request for Proposal, to acquire one self-propelled inland river towboat, with an option for a second self-propelled inland river towboat. The vessel(s) are intended to serve the U.S. Army Corps of Engineers, Rock Island District (CEMVR) in support of its missions.
The towboat(s) shall be a twin-screw, open propeller diesel powered vessel with an all-welded steel hull and deckhouse superstructure.
The configuration of the hull, deck arrangements and the superstructure shall be as shown on the Contract Drawings.
The Contractor assumes complete responsibility for building the towboat according to this specification and the documents that are called for in this procurement, to meet the requirements of this contract. Should the Contractor determine at any time that he is unable to fulfill his contract responsibilities, he shall notify the COR immediately of the problem experienced and his proposed manner of correction.
The specifications below are written for only one vessel. If awarded, the option vessel shall be identical to the towboat described in this specification and as shown on the Contract Drawings.
C002 MISSION STATEMENT
The new towboat, designated the CEMVR M/V ROCK ISLAND REPLACEMENT, will be a new vessel that will assist in civil works maintenance and repair the Inland Waterway Systems of the Rock Island District. The primary mission will be mobilization of the Rock Island District’s Repair Fleet to perform maintenance on the Inland Waterways. The vessel will be used for towing and free running service.
The mission area is the Mississippi River and navigatable tributaries within the Rock Island District’s area of responsibility. The vessel will be assigned to the Pleasant Valley Harbor Facility, Pleasant Valley, Iowa.
The vessel shall be suitable for year-round operation, day and night, in both shallow and drift-strewn waters of the Mississippi River. The towboat shall be designed to withstand the ambient temperature range as stated by ASHRE for Rock Island, Illinois (Moline, IL).

C180 NOISE AND VIBRATION
A. GENERAL REQUIREMENTS
Specific measures shall be incorporated into the design of the vessel to reduce noise and vibration to acceptable levels outside the engine room and the tank space.
During Phase I of this contract, the Contractor shall retain the services of Noise Control Engineering (NCE) (www.noise-control.com) to prepare and submit to the Government a noise and vibration analysis. The analysis shall use the insulation, sheathing and floor coverings that are describe in Clauses C430 and C436. The noise and vibration analysis shall provide estimated noise and vibration levels in the spaces listed below under the following condition:
• All ventilation equipment and systems in full operation, both propulsion engines at full speed, and the generators operating at normal bus load
If the analysis shows that the target noise or vibrations levels are exceeded, NCE and the
Contractor shall purpose corrective action(s) to the COR. All corrective actions that are outside the scope of these specifications will be the responsibility of the Government.
The Contractor shall retain the services of NCE for the Noise Survey at the conclusions of the Tests and Trials. The airborne noise levels shall be measured in all compartments, deck locations and spaces except those compartments designated as tanks and voids. See Section E, Clause E05, Tests, Trails & Demonstrations.
B. NOISE LIMIT TARGETS
The following are the target noise levels for specific spaces/locations:
Below Deck
Lower Engine Room 108-dB(A) Tank Space #1 (Fr 40-52) Port 85-dB(A) Hull Storage Space (Fr 40-52) Starboard 80-dB(A)
Above Deck
Upper Engine Room 108-dB(A) Steering Gear Room 85-dB(A) Main Deck Crew Quarters 65-dB(A) Deck Storage Room 80-dB(A) Upper Deck Crew Quarters 65-dB(A) Upper Deck Galley 65-dB(A) Half Deck Storage Room 70-dB(A) Pilothouse House 65-dB(A) External Main Deck 80-dB(A)
The noise survey shall be based on the average of the broadband sound pressure levels taken at various representative locations in the reverberant field of the compartment or space in question. Values should be measured using the A-weighted scale with the meter set for slow response.
C. VIBRATION LIMIT TARGETS
Based on SNAME Technical & Research Bulletin 2-25 SHIP VIBRATION AND NOISE
GUIDELINES (1980) as presented in Principles of Naval Architecture, Volume II, (Figure 35, page 306, 1988 Edition), the vertical vibration velocity and acceleration shall not exceed the maximums of Zone II. This criterion is the upper limit of vibration level that is noticeable but usually shall not adversely affect vessel personnel. The Contractor shall measure these velocities in the manned spaces during the testing phase of this contract and provide a written report.
D. NOISE AND VIBRATION CONTROL
The following control measures shall be used to meet the target criteria:
• Provide effective noise barrier around high noise spaces to prevent noise transmission to adjacent spaces, and sound absorbing material around high noise spaces, to reduce contribution of reverberant noise within the space.
• Install vibration isolators for the diesel generators and all rotating machinery such as pumps and fans in order to reduce noise and vibration transmission through the structure.
• Provide flexible mounting of ventilation and other service lines.
• Ensuring that all pipe and duct joints are tight and that all penetrations through spaces are sealed.
• All pipe connections to the engines and generators should be of the flexible type.
• Use of low noise components, e.g. tighter tolerances etc.
• Ensure the natural frequencies of the foundations of hard mounted equipment to be at least 30% greater than the disturbing frequencies of the equipment
• Ensure that the local stiffness of the foundation supporting the resilient mounts to be at least 10 times the stiffness of the isolator it supports to result in adequate vibration isolation.
• Ensure that the natural frequencies of the resilient mount systems be sufficiently far from the disturbing frequencies maximum 10% transmissibility. If this condition cannot be satisfied, the vibrational force transmission to the foundation should be studied in greater detail and corrective measures taken to meet an acceptable isolation performance.
• All diesel engine and generator exhaust lines and exhaust silencers should be mounted using vibration isolators. All exhaust pipe hangers and silencer mounting isolators should be “Cable Mounts”. Both mount types above should be similar to those available from BARRY CONTROLS, Hopkinton, MA, (800-666- 6473). Silencer and exhaust mounting should be sized for no greater than 20% transmissibility.
• Steering system HPU should be mounted on vibration isolators.
C185 TEST AND TRIALS
This vessel and its component parts shall undergo testing and trials in accordance with Section E, Clause E05, Test, Trails & Demonstrations.
