If Option 1 is awarded, the new capstone shall also be placed in Repair Area No. 1 within the template indicated, as directed by the COR. The remainder of work in Area No. 1, including work required by other sections, shall be completed prior to additional work in other areas due to environmental restrictions in Section 01 57 20, ENVIRONMENTAL PROTECTION. Concurrent work in other areas may be permitted with approval of Contracting Officer, provided such work does not delay completion of Area No. 1.

Repair of the jetty may be accomplished from land or water. Work from the landside will require construction of a temporary haul road as specified in Section 01 50 00 TEMPORARY CONSTRUCTION. Equipment and/or materials may be staged on barges and/or on land within the contractor limits of work indicated. The Contractor shall note that the channel bottom in the vicinity of the existing jetty may not all be soft sand. The channel bottom in this area may contain scattered riprap and capstone that has migrated from the existing jetty. This fact shall be considered when spudding a barge and conducting other construction operations. Also, barges and other equipment utilized by the Contractor shall be large enough to withstand the large wakes created by river-going vessels.

3.2 CLEARING AND EXCAVATION

Phragmites shall be cleared and excavated in the areas indicated on the contract drawings and in accordance with Section 31 00 00 EXCAVATION.

3.3 GENERAL GUIDELINES FOR PLACEMENT OF ALL STONE

Placing the stone by dumping into chutes or by similar methods likely to cause segregation of the various sizes will not be permitted. The desired distribution of the various sizes of stone throughout the mass shall be obtained by selective loading of the material at the quarry or other source, by controlled placement of successive loads during final placing, or by other methods of placement which will produce the specified results.

Rearranging of individual stones by mechanical equipment or by hand shall be performed to the extent necessary to obtain a well-graded distribution

Section31 36 00 Page 5 of stone as specified above and a reasonably even finished surface. Stones should be placed on the structure by feeling with the handling equipment to achieve contact when vision is obscured, i.e. below water, and then released.

3.4 PLACEMENT OF UNDERLAYER STONE

The underlayer stone shall be placed in 2.5 foot lifts. The larger stones shall be well distributed and the entire mass of stones in their final position shall be roughly graded to conform to the gradation requirements specified herein. The finished surface shall be free from objectionable pockets of small stones and clusters of larger stones.

3.5 PLACEMENT OF GRADED RIPRAP AND CAPSTONE

The graded riprap and capstone shall be placed to the final elevation as shown on the drawings. The stone shall be placed in such a manner as to produce a minimum practicable percentage of voids in the surface. The stone shall be placed so that the finished surface is within a tolerance of -0 to +6 inches from the slope lines and grades shown on the drawings, except that the extreme of such tolerance shall not be continuous over a distance greater than 200 feet.

3.6 SURVEY REQUIREMENTS

The Contractor shall be responsible for conducting all surveys as required to demonstrate that the construction is in compliance with the specified tolerances and the lines, grades, and elevations shown on the drawings.

These surveys shall consist of cross-sections taken before and after placement of each type of stone. The two sets of cross-sections shall be taken at the same locations as the cross-sections shown on the contract drawings. The cross sections shall be taken perpendicular to the centerline of the jetty and shall extend at least 10 feet beyond the interior and exterior toe of the jetty.

Survey requirements, and cross section submission is essential to progress payments, even though payment schedule is per tons. Also, overbuild quantities, over top and side slopes, will not be allowed.
