AMENDMENT 0001

1) The offer due date for this solicitation has been extended until 25 April 2008 at 11:15am. Offers can be faxed to the attention of Linda M. Dobbs at 215-656-6798 or mailed to Contracting, Room 643.

2) The attached information is added to the original Scope of Work regarding poisonous snakes that are inhabitants of the areas and could be encountered.

3) Prospective contractors must acknowledge receipt of this amendment by completing one of the methods listed above. Failure to do so may be cause for rejection of an offer.

Poisonous Snake Response Plan

The Philadelphia District reservoirs fall within known home ranges of two species of poisonous pit viper, the Timber Rattlesnake (Crotalus horridus) and Northern Copperhead (Agkistrodon contortrix). Many other species of snake are inhabitants of the areas and could be encountered.

All snakes will bite if provoked and should be avoided if at all possible. The Timber Rattlesnake is a state candidate species and its protection falls under the management of the Pennsylvania Fish and Boat Commission. Most snakes are typically docile and will rely on their camouflage to let non-food source animals and humans pass closely by without revealing their presence.

Often people never realize they are or were in the presence of a snake. The snakes will strike if startled or threatened. The risk of encountering a poisonous species of snake at each reservoir is provided below.

*F.E. Walter Reservoir and surrounding areas- The area contains known Timber Rattlesnake den sites. Some of these sites are in close proximity to the reservoir and dam. Caution and prevented measures must be strictly enforced at this site. Rattlesnakes are routinely encountered in the area.

Prompton and Jadwin Reservoirs and surrounding areas- This area contains no known den sites but contains the habitat types that could support the snake species of concern.

Beltzville Reservoir and surrounding areas- This area contains no known den sites.

Blue Marsh Reservoir and surrounding areas- This area contains no known den sites.

The Contractor must take appropriate measures to reduce the possibility of receiving a puncturing snakebite while performing this contract. Measures to be taken will include the following:

1) All field personal will be required to wear knee high (minimum) snake bite leggings and or gaiters;

2) All field personal should wear tightly meshed or leather gloves to reduce the likelihood of a fang puncture in the event of a bite to the hand;

3) If a rattlesnake is encountered, personnel shall quietly back away and all work in that immediate area shall cease. The snake shall be avoided and not harmed. Notify the Corps representatives of the need to avoid an area due to the presence of snakes or in the event someone is bitten;

4) If a snake is inadvertently harmed or killed, the contractor shall notify the Corps representatives and provide a description of the circumstances under which the snake was killed;

5) Any effort to intentionally kill or harm snakes and specifically timber rattlesnakes is considered illegal and notice shall be forwarded to the Pennsylvania Fish and Boat Commission for their enforcement action;

6) In the event of snakebite, refer to the attached snakebite response sheets.

In the event of a snake bite, immediately contact the emergency room at Pocono Medical Center:

Pocono Medical Center 206 East Brown Street

East Stroudsburg, PA. 18301 *Emergency Room (570) 476-3353 (or dial 911)

Gen. Number (570) 421-4000

WHAT TO TELL THEM AT THE HOSPITAL

• Ask Staff to Contact Poison Control Immediately

• Locate nearest Antivenom Resource (Pocono Medical Center and others)

What To Do In The Event Of A Snake Bite

Though uncommon, rattlesnake bites do occur. The first thing to do if bitten is to stay calm. Generally, the most serious effect of a rattlesnake bite to an adult is local tissue damage, which needs to be treated. Children, because they are smaller, are in more danger if they are bitten. Get to a doctor as soon as possible, but stay calm. Frenetic, high-speed driving places the victim at greater risk of an accident and increased heart rate.

• Cleanse and rapidly disinfect area (Soap and water).

• If bite on hand, finger, foot or toe, wrap leg/arm rapidly with 3" to 6" Ace or crepe bandage past the knee or elbow joint immobilizing it. Leave area of fang marks open.

Wrap no tighter than one would for a sprain. Make sure pulses are present. ACE or other wide bandaging must not be wrapped so tight as to cut off systemic venous or arterial circulation. Properly applied such bandages will NOT compromise the systemic circulation.

• If possible, try and keep bitten extremity at heart level or in a gravity-neutral position.

Raising it above heart level can cause venom to travel into the body. Holding it down, below heart level can increase swelling.

• Go to nearest hospital or medical facility as soon as possible

• Try and identify offending snake. Visual identification/description usually suffices, especially in the U.S.

• Antivenom is the only and best treatment for snakebite and you must get as much as is necessary as soon as possible. Antivenom administration should not be delayed.

Up to 20 vials may be needed to neutralize the effects of rattlesnake and other crotalid venoms in North America. Children may need more than this as envenomation is apt to be much more serious in a small person compared to a larger one.

What Not to Do if Bitten by a Venomous Snake

• DO NOT permit removal of pressure dressings, Sawyer or ACE bandage until you are at a facility ready and able to administer antivenom. As soon as the dressings are released the venom will spread causing the usual expected problems of venomous snakebite. The hospital at this time must be prepared to administer the antidote (antivenom)*

• Do not eat or drink anything unless okayed by medical sources

• Do not engage in strenuous physical activity

• Do not apply oral (mouth) suction to bite

• Do not cut into or incise bite marks with a blade

• Do not drink any alcohol or use any medication

• Do not apply either hot or cold packs

• Do not apply a narrow, constrictive tourniquet such as a belt, necktie or cord

• Do not remove dressings/elastic wraps until arrival at hospital and antivenom available.

• Do not waste time or take any risks trying to kill, bag or bring in offending snake
