Text10: Haul and perform emergency hull repairs to the S/V CHERNESKI. The estimated value of this contract is $19,850.00.
Text11: The Surveyboat CHERNESKI has been moored at Fort Mifflin Project Office while performing surveying missions in support of the deepening of the Delaware River.

On 24 March 2016, it was observed that the S/V CHERNSKI was taking on water through the hull. A pierside inspection revealed a cracked weld in the inboard bulkhead of the port exhaust free flooding tank. On operational test of the vessel revealed that both free flooding tanks have excessive vibration and stress on the inboard bulkheads. To fully diagnose and repair the weld crack, the vessel will have to be hauled out of the water.

Excessive vibration and stress on bulkheads is a safety concern which jeopardizes the safety of the crew and the stability of the vessel. Failure to perform these repairs in an expeditious manner will only increase the weld crack and possibly cause other areas of the vessel to undertake unnecessary stress.

The nearest and available boat yard capable of hauling the S/V CHERNESKI is Yank Marine Inc.. They were contacted regarding dry-dock availability for next week. YMI is familiar with the Surveyboat CHERNSKI and the dry-docking requirements, having previously performed the hull extension which included the free flooding tanks, and various similar repairs to the vessel under a Master Ship Agreement (W912BU-06-G-0002), and the latest overhaul under Contract No. W912BU-14-P-0101.

Performing these repairs at Yank Marine Inc. is paramount in completing the repairs in a safe, cost effective, efficient and expedited manner. This will allow the Surveyboat CHERNESKI to return to its surveying mission with minimal impact and be ready to perform other surveying assignments that may arise.

For the reasons listed above, it is requested that Yank Marine Inc. perform the emergency drydocking and repairs as a Sole Source contracting action.

Text12: Market Research was not conducted due to the urgency for the repair work to begin. Trying to call around to find an available ship repair facility with a Master Ship Agreement in place and an available space to drydock the vessel is not possible because the boat is taking on water and needs to be repaired as soon as possible. Cracks in the bulkhead are a safety issue which jeopardizes the safety of the crew and the stability of the vessel.
