C100 SCIENTIFIC

All scientific data shall be provided in United States Customary System units of measurement (pounds and feet). Data provided in other units will not be evaluated or considered.

C105 CRANE MOUNT AND PRINCIPAL DIMENSIONS

The crane shall comply with the following requirements:

A. CRANE MOUNT TYPE

The crane shall be a type of offshore pedestal-mounted crane as defined in API Specification 2C. The crane shall be either:

King post mounted wire luffed crane or Swing bearing mounted (pedestal) wire luffed crane.

The term pedestal will be used throughout. Pedestal refers to a pedestal, base and/or kingpost structure.

The crane manufacturer shall provide the crane pedestal for welding to the barge.

The barge dimensions are 300 feet by 68 feet by 14 feet with 7 feet of draft. The bottom of the pedestal will sit on a reinforced double bottom, approximately 3 feet above the bottom of the barge hull, with reinforced structure. As a result, approximately 11 feet of pedestal will be contained within the hull of the barge in addition to the extent of the pedestal above the main deck level of the barge.

B. CRANE PEDESTAL DESIGN CRITERIA

The crane manufacturer shall design and fabricate the pedestal. The design shall be developed based on the following barge structural design in way of the pedestal:

Reinforced bottom plating as necessary.

Barge centerline longitudinal bulkhead, full hull depth.

Barge transverse bulkhead, full hull depth, aligned with the center of the pedestal.

Barge radial bulkheads, full hull depth, arranged at 45-degree intervals between the longitudinal and transverse bulkheads.

The barge will have 4 inches of camber from the centerline to the barge sides. The depth of the pedestal shall account for the camber to maintain the minimum 3 ft. 9 in. of clearance. The design and attachment to between the barge deck structure and the pedestal shall account for the camber.

The pedestal shall be a single piece structure, running from the foundation at the double bottom of the barge up through the hull. The pedestal shall be equipped with two, diametrically located, manholes to provide interior access to the bottom of the structure. See contract Clause C415 for details on the manholes.

The pedestal shall provide top-down watertight integrity to prevent water ingress to the barge via the inside of the structure of the crane.

The pedestal shall incorporate a slip ring required to support the shipboard generator providing power to the crane and data cable connections.

The crane manufacturer shall provide the Government with a detailed Finite Element Analysis (FEA) detailing the loads and forces on the pedestal during crane operations. This analysis shall identify the peak and design loads imparted upon and by the pedestal.

The contractor’s FEA will be utilized by the Government as part of the barge design effort and modeling. The contractor’s FEA shall incorporate mesh development to allow direct integration with the barge hull FEA model at the pedestal interface areas (deck, transverse, longitudinal, bottom, radial and foundation structure/bulkheads).

The contractor shall submit the results and model of the Finite Element Analysis to the Government no later than 90 days after the receipt of the Notice to Proceed with Phase I of the contract. The electronic version of the FEA model submitted to the Government shall be submitted with file extension .MODFEM or .MOD .

The final design drawings of the pedestal shall be submitted to the Government as AutoCAD (2012 or higher) files for incorporation into the barge design. To ensure proper integration of the pedestal into the barge structure, the pedestal drawing shall identify weld seems and the intended orientation into the barge.

The Government requires the contractor to deliver the engineering defined above in order to proceed with the detailed design of the barge. Should the contractor fail to deliver the pedestal design as required above, this will delay the Government’s engineering design effort, and subsequently delay the availability of shipyard storage for the completed crane. Therefore, for each day, in excess of the 90 days allotted for the design, the crane Contractor shall store the crane, its components, materials, and spares at his expense for one day (day for day).

During the Government’s barge integration design, the contractor shall be available for design meetings and technical support surrounding the barge structural design and incorporation of the crane pedestal.

C. CRANE TAIL SWING

The tail swing of the crane (including counterweight) shall not exceed a 30 ft. radius from the center of rotation of the crane.

D. CRANE DECK CLEARANCE

In order to reduce the crush and pinch hazards present with rotating equipment, the crane shall provide a minimum 3 feet - 9 inches clearance between the deck of the barge and any rotating point on the crane. This clearance shall take into account the barge camber design and impact (e.g., less clearance near the centerline of the barge).

E. AIR DRAFT REQUIREMENTS

The crane shall have a maximum air draft requirement of 90 feet above the deck with the boom stowed for transport.

If crane components need to be lowered to meet the stowed height requirement, the components shall be self-lowering and raising, with no aid from other lift equipment, except for small lighting and/or flag masts.

F. CAB HEIGHT

The cab shall be located on the right side of the boom. The cab height shall be such that the operator eye level sitting on the chair at approximately 25 feet above the main deck of the barge.

G. BOOM LENGTH

The crane shall be provided with a 170-foot boom as measured from the center of the boom heel pin to the center of the main hoist sheaves. The maximum outreach of the main hoist of the crane shall not be less than 170 feet from the center of crane rotation. The minimum lift radius shall be not more than 40 feet from the center of crane rotation.

H. BOOM TIP CONFIGURATION

Forward of the main block sheaves, a removable bolted boom tip extension shall be provided and shall accommodate a fast line and auxiliary hoists. The auxiliary hoist shall be as follows:

The FAST LINE hoist shall be a single part line to a cylinder weight and hook. It shall be offset from the main hoist sheave by 9 ft. or less.

The AUXILIARY LINE shall be a 2 or 3-Part line to a block and hook. It shall be offset from the main hoist sheave between 14 ft. and 17 ft. to prevent tangling of all lines at maximum boom elevation.

The offset of hoists shall be sufficient to prevent tangling of lines at maximum boom elevation.

I. CRANE ENVIRONMENTAL OPERATING CONDITIONS

Crane operating conditions are as follows:

Lifting in calm water, maximum significant wave height 1 foot.

Transit on Great Lakes in conditions up to Beaufort Scale Sea State 6.

Out-of-Service: no transit, barge moored, boom lowered in boom rest: 100 mph adverse wind.

On board and off board lifts with no deck or boom tip velocity.

Crane operating temperature range ranging from -20 degrees F to 100 degrees F.

Crane lift offlead and sidelead angles are generated by barge static inclinations.

o Fixed over end: 3-degree Machine List (Sidelead), 5-degree Machine Trim (Offlead) o Fully revolving: 5-degree Machine List (Sidelead), 7-degree Machine Trim (Offlead)

The maximum lift operations wind speed shall be 25 mph adverse wind.

o Note – for the NAA, 40 mph of adverse wind will be applied.

The crane is not required to conduct a lift with the main line and auxiliary line simultaneously.

J. CRANE DESIGN & OEPRATIONAL CHARACTERISTICS DRAWINGS

The Contractor shall develop and submit a drawing detailing all of the primary design and operational characteristics of the crane during Phase I. The drawing shall be submitted to the Government for review and approval.

C110 CRANE SELF WEIGHT MOMENT

This solicitation is based on a similar design with in-service proven track record. Based on a similar crane and barge design, the Naval Architectural Analysis to meet barge stability criteria has identified a maximum crane weight, and a crane self-overturning moment, so that the mission required lifts can be performed during crane load handling operations.

Based on the Naval Architectural analysis, with the crane on a horizontal platform (pedestal in the vertical position), and with the boom positioned over the deck for a 60 ft. ready to lift radius from the center of the crane rotation, the following requirements shall be met:

The crane weight is defined as the weight of the pedestal (including the 11 ft. section below the main deck of the barge), the rotating works, approximately 500,000 lbs. counterweight, 170 ft. boom, boom tip extension, blocks and lines. The total crane weight in the completed condition with full fluid tanks on board shall not exceed 1,550,000 lbs.

The overturning moment of the crane weight, in a condition above, including the entire pedestal (no load under the hook) shall be no less than 3,500,000 lbs.-ft., applied towards the counterweight end.

The vertical center of gravity (VCG) of the crane rotating works (including counterweight; no pedestal or boom), shall be no greater than 14.5 feet above the barge deck level. This VCG does include full fluid tanks.

C115 CRANE WEIGHT AND COUNTERWEIGHT

The proposal shall provide the amount of counterweight used to meet the self-overturning moment limit requirement.

A crane counterweight of approximately 500,000 lbs. may be necessary to meet the self-overturning moment requirement.

The counterweight shall be comprised of solid steel or iron segments. No other types are acceptable.
