STATEMENT OF WORK

MDC Project # 3315: Technical Specification for Procurement of Vicksburg Crawler Crane

C001 PURPOSE

The Army Corps of Engineers, Marine Design Center, (MDC), is issuing this Invitation for Bid (IFB), to acquire a new crawler crane to be operated on a barge platform that will be procured under a separate Contract. The completed vessel will be a New Crane Barge to be operated by the Corps of Engineers Vicksburg District.

The project is presently designated the 8101 Crane Barge Replacement.

The existing 8101 Crane Barge is a crane barge with a pedestal mounted Manitowoc 3900B crane assigned to the Vicksburg River Operations Maintenance Section. Its mission is primarily on the Columbia Lock and Dam Ouachita/Black River System to perform maintenance on locks and dams, clearing and snagging, bank erosion work, bank stabilization, and is utilized on other navigable waterways throughout the Vicksburg District and the region.

The New Crane Barge intends to utilize a crawler crane to safely and efficiently perform all missions associated with navigation maintenance.

The operating mission scenarios that this new crane shall be capable of performing in a safe and effective manner consist of:

Heavy lifting Grapple rip rap operation Clam Shell Dredging Pile Driving, both Vibratory and Hammer Auxiliary Lift with Personnel handling

C002 HOIST OPERATIONAL REQUIREMENTS

A. General Requirements

The crane shall be equipped with the necessary sections to make up a 140-ft to 145-ft main boom length. The boom length shall be measured from the boom heel pin to the main block sheave pin. A removable boom tip extension with a length less than 7-ft shall be provided and attached to the boom tip for the auxiliary hoist.

The crane shall be designed with the appropriate number of drums, sheaves, and wire configurations to perform all lifting operations without requiring re-spooling of any wire rope on the drums or reconfiguration of the counterweights. The manufacturer shall identify the number of hoists the crane is equipped with and which hoist is used during each operation.

All crane lubricating points shall be easily accessible from crane walkways or platforms without need to remove guards or other components.

The manufacturer shall provide standard wedge sockets to facilitate change of rigging between all operating scenarios.

All of the lift requirements shall be capable of being performed utilizing a fully revolving 3-degree crane list/trim barge load chart, with a single counterweight configuration. If additional counterweight configurations are available, 3-degree floating service load charts for heavy lift and duty cycle applicable shall be provided for all counterweight configurations available on the machine being offered.

B. Heavy Lift (25%)

The crane shall be capable of lifting at least 94,000 lb at a 60-ft radius from its axis of rotation using a the 140/145-ft main boom. The hook speed of the main block shall be a minimum 60-ft per minute.

C. Duty Cycle (75%)

During dragline operations, the crane shall be capable of lifting 25,000 lb (including the attachment) at a 120-ft radius from its axis of rotation using the 140/145-ft boom. During clamshell operations, the crane shall be capable of lifting 40,000 lb (including the attachment) at an 80-ft radius from its axis of rotation using the 140/145-ft boom. The line speed of duty cycle attachments shall be variable between 0-315 ft/min. The crane shall be capable of switching between each operational mode and heavy lift without requiring re-spooling of any hoist drum or reconfiguring the counterweights. The crane shall use two lines and drums (holding line and closing line) for bucket and grapple-work.

D. Auxiliary Lift with Personnel Handling

Auxiliary Lift: The crane shall be capable of lifting 27,500 lb at all radii from its axis of rotation using the boom auxiliary tip extension. The hook speed of the auxiliary lift shall be a minimum of 60-ft per minute.

Personnel Handling: Personnel handling operations shall be performed by the auxiliary hoist only and shall be man rated at all radii in accordance with all applicable ANSI and OSHA standards.

E. Powered Tagline

The manufacturer shall provide and install a front mounted hoist drum to be used as a powered tagline. The powered tagline shall be rated for at least 15,000 lb.

C003 REGULATORY STANDARDS

The manufacturer shall design and construct the crane in conformance with the following standards:

ASME B30.5 – Mobile and Locomotive Cranes ASME/ANSI B30.8 - Floating Cranes and Floating Derricks.

ASME B30.23 – Personnel Lifting National Electric Code (NEC) U. S. Army Corps of Engineers Safety and Health Requirements Manual, EM385-1-1

C004 CRANE INFORMATION REQUIREMENTS

The crane manufacturer is required to provide specific information on the crane, such as crane model, capacity tables, geometry, weight data and center of gravity location for all major crane components. All this information except the documents listed under “Additional Documentation” shall be submitted within 30 days of notice to proceed. The items under “Additional Documentation” shall be submitted prior to final acceptance of the crane.

All this information shall be provided in customary English units.

The following information is required so that the Army Corps of Engineers - Marine Design Center, can perform calculations on intact stability and crane load handling stability to safely operate the crane on the deck of a barge. The information is imperative to validate the adequate performance of the crane on a proposed barge design, and to predict the appropriate barge ballasting conditions. Note that this information is separate from and additional to the Proposal Technical Features Requirement of Section C029.

A. Lower Works Weight and CG:

E. Crane Load Capacity Charts

The crane shall be able to meet or exceed the following lift capacities:

1. Main Hoist: 94,000 lb @ 60 ft radius

2. Auxiliary Hoist: 27,500 lb @ 140/145 ft radius

The main hoist shall be capable of making lifts up to a radius of 140 ft to 145 ft.

The auxiliary hoist shall have the ability of performing OSHA approved man lifts.

These capacities above shall be met with the 140/145 ft boom, with the crane in a floating service condition, with a single counterweight configuration, and an allowable out of level machine list and trim limits of a minimum of 3 degrees. The crane shall be able to handle a minimum 3 degrees of machine list and trim simultaneously. A flat load chart for the main and auxiliary hoist is not permitted. The Government intends to receive a commercial crawler crane with an industry standard type load chart.

The crane manufacturer is required to provide all crane load capacity tables for operation of all the hoists (main and auxiliary) that can be considered for the 140/145 ft boom, at 3 degrees of machine list and trim. The manufacturer shall also provide 1 degree, 2 degree, 5 degree (if available) and the land based main and auxiliary load charts for all boom lengths up to 140/145

ft. The auxiliary line shall be run through the upper boom point. The detachable upper boom point shall be rated for floating service (minimum 3 degree machine list/and trim limit).

The load capacity tables shall identify the proposed counterweight configuration that enables the crane to meet or exceed the crane capacities listed in C002 with a 140/145 ft boom.

F. Crane Ground Pressure

To allow the Marine Design Center to perform calculations for the barge deck structural strength the crane manufacturer is required to provide the program and the instructions to calculate the crane ground pressure under the crawlers considering all possible variables as follows:

All possible boom lengths up to the maximum boom length required in this specification.

All possible standard counterweight configurations All possible boom angles or load radiuses and corresponding allowable hook loads

G. Technical Information for Planning Assembly

The crane manufacturer shall supply the weight of the largest single component of the crane that the USACE support crane will need to lift onto the barge during assembly. This information will be used by USACE to determine what support crane is needed for assembly.

C005 CRANE SAFETY SYSTEMS

All applicable safety systems required by the standards shall be provided. In particular, the following shall be provided:

Anti two-block (upper limit) devices shall be provided on the hoisting lines to prevent the hoisting blocks from any contact with the boom.

Boom hoisting disengaging device, to disengage the boom hoisting power when the boom reaches its highest angle. When the power disengages, the boom hoist shall automatically be restrained from lowering. Positive locking device on boom hoisting. Boom stops shall be of the shock absorbing bumper type.

A winch bail limit shall be provided to prevent spooling off of the last five windings of wire rope.

One portable fire extinguisher, type ABC, 10 lb dry chemical, shall be provided in the vicinity of the cab door. One portable fire extinguisher, type ABC, 20 lb dry chemical, shall be provided in the machinery compartment.

A fire extinguishing system to protect the space around the diesel engine. The extinguishing agent shall be released either automatically by a heat detector, or manually by the operator. There shall be both audio and visual alarms when activated.

C006 CRANE ENGINE

The crane shall be powered by a diesel engine that meets the current EPA tier rating for emissions control. The engine shall include a cold weather starting aid, hydraulic oil heater, a 120 VAC engine block heater, radiator and fan for operation between 5° F and 115° F.

The engine shall have a silencer that shall have ample noise attenuation to ensure a safe and reasonably quiet work environment in and around the crane. The noise pressure level shall be limited to 80 dB on the main deck of the barge, at 50 ft radius around the crane, with the crane operating at full power.

The fan and radiator shall be mounted to move air out of the engine compartment.

The engine shall have battery starting and a charging alternator. The batteries shall be sized for starting in 5° F. The manufacturer shall provide a battery pad heater. The crane shall be able to operate all lighting on battery power.

One 250 gallon minimum capacity diesel fuel tank shall be provided, with fuel heater and electronic indicator in the operator’s cab.

A small battery started generator on the crane shall provide the power to handle the electric demand for all the HVAC, lighting requirements and battery chargers on the crane. The generator shall meet the latest EPA tier requirements. It shall draw its fuel from the main fuel tank. Generator shall have remote start from the operator’s cab and have a ground fault detection system incorporated in the control panel.

C007 CRANE CONTROLS

A. Instrumentation

Proven, commercial instrumentation for monitoring and controlling the crane systems, configurations and operation, alarms and safety shut-down systems shall be provided, within easy reach of the operator seated in the cab, and lighted to be visible for night operation of the crane.

The crane operation shall be controlled by basic lever control systems. Control levers for the hoists, boom luffing, and crane swing, shall return automatically to the central (neutral) position upon release. Each control function shall be clearly marked.

EMERGENCY STOP of the crane functions shall be provided.

A camera system with a display in the cab shall be provided. There shall be cameras to view the front, rear and sides of the crane. There shall be cameras to view the winches. There shall be a zoomable camera on the boom tip to provide a view of the load. The cameras shall have autofocus, heated glass and foot controls.

Foot operated pedals shall be designed and fabricated so the operator's feet will not slip off.

The manufacturer shall protect all controls and control systems (including LMI) from both electro-magnetic and radio frequency interface.

The following shall be provided in the cab:

VHF radio with weather bands for info and for communication with the towboat The GPS receiver Hydraulic circuit(s) pressure and temperature gages Engine cooling fluid temperature gages Engine fuel oil gage with reserve warning Wind speed and wind direction indicator Carbon monoxide monitor Boom angle / radius reach indicator Swing alarm Computer based load-moment indicator Lift height and working depth indicator Drum rotation indicators Anti-two block limit control for main hoist and auxiliary line Signal horn Loud hailer with horn directed forward to sound from under the cab

B. GPS-HYPACK System

One GPS (Global Positioning System) receiver shall be installed in full view of the operator, to monitor the position of the boom tip where the GPS antenna shall be located. To that effect, the GPS antenna shall be mounted on a stainless steel pendulum bracket attached (bolted) to the boom point that will maintain the GPS antenna vertical at all boom angles.

C. Radio Remote Control

The crane shall be provided with a radio remote control capability to allow the operator to operate the crane while outside of the cab. The remote control shall be capable of being able to reeve the rope on the winches.

D. Machine Management System

The crane shall be provided with a machine management system to provide information on the operation of the crane. There shall be teleservice capability to allow remote diagnostics by the manufacturer. The machine management system shall also record loads that exceed operational limits.

C008 CRANE LMI

The crane shall be provided with a programmable LMI system for the main boom, with function cut-out or warning operation selected via a keyed switch on the LMI console.

The LMI shall be able to have land operational load charts for all possible counterweight configurations, plus up to three user selectable different floating service charts input based off of naval architect approved floating load charts.

The LMI shall sense and at all times display:

The LMI shall provide alarm for near maximum load, and safety stop at max load.

The LMI shall record and store all of the required display data for two (2) hours of crane operating time. The LMI shall also record and store any instance of LMI override.

The crane shall record and retain the stored data indefinitely in the event of a power loss.

C009 CRANE DRUMS

The crane shall be designed with the appropriate number of drums and wire configurations to perform all lifting operations without requiring re-spooling of any wire rope on the drums. The manufacturer shall identify the number of hoists the crane is equipped with and which hoist is used during each operation.

At all times there shall be at least 5 wraps of cable on the drums.

The manufacture shall provide standard wedge sockets to facilitate change of rigging between all operating scenarios.

Hoist drums shall be individually controllable. Drum rotation indicators shall be provided in the cab. The operator in the cab shall be able to select the lowering mode (power down or free fall) of operation on the hoist drums.

The winches shall be able to be synchronized so that the line speed is the same for both winches.

The crane shall be equipped with a mounted rigging winch for exchanging wire ropes from the drums.

C010 CRANE BOOM HOIST

The crane shall have a boom stop.

The boom hoist system shall be capable to provide boom elevation from minimum to maximum elevation with or without load in less than 3 minutes.

C011 CRANE SWING SYSTEM

The swing system shall be capable of continuous rotating speeds between 0 and 3.3 rpm (without hook load and with the boom up against the stops).

The crane swing drive function shall incorporate an internal brake. The brake shall provide 360 degree positive swing lock.

C012 CRANE OPERATOR’S CAB

The crane operator cab shall be a fully enclosed and insulated module, equipped with sliding door, large safety glass windows, on all sides and roof. The window on the roof shall be fitted with safety bars. In addition to the instrumentation listed in C007, the following shall be installed in the cab:

The heating and air conditioning in the crane cab shall be able to maintain 75 degrees interior temperature in all exterior conditions between 5° F (Winter) and 115° F (Summer).

There shall be an effective integrated noise and vibration control and transmission abatement program. The noise level inside the crane cab shall not exceed 75 dB.

The cab and the main body of the crane shall have catwalks and ladders. The cab, main body and rooftop shall have handrails, foldable for transport.

The cab shall have the capability to raise and lower to improve operator visibility. The increase of elevation shall be between 9 and 11 feet.

C013 CRANE BOOM

The crane boom shall be suitable for heavy lift and duty cycle work. The boom shall be provided with rope guides and a mechanical boom angle measuring device.

The boom configuration shall consist of the boom foot and boom tip along with the necessary inserts to make up a boom length of 140 ft to 145 ft.

There shall be a boom auxiliary jib extension of 7-ft or less for use with the auxiliary hoist.

Rigging pendants shall be provided for the boom insert lengths.

The boom segments shall incorporate alignment pads, and a pin connection system.

The boom, from the heel pins to the boom tip, shall be provided with a walkway with fall protection.

A lighting package for proper nighttime operation of the crane shall be provided. This shall include at a minimum:

Two (2) 50 W adjustable LED searchlights on boom foot Two (2) 300 W LED floodlights on main boom Eight (8) 85 W LED floodlights on main boom

C014 CRANE CARBODY & CRAWLERS

The carbody and tracks size shall meet the manufacturer’s standard dimensions. The crawler width shall be between 40 and 48 inches.

The manufacturer shall identify the center-to-center width on the crawlers. If crawler pads are included, they shall be suitable for travel on unimproved surfaces. The crawler track width and length shall be identified.

Each crawler shall be powered independently. Top crawler speed shall be a minimum of 0.8 mph either ahead or in reverse.

C015 CRANE BLOCKS AND ATTACHMENTS

A. Heavy Lift

The manufacturer shall provide a fast-reeving block rated for the maximum safe working load of the crane in the delivered configuration. The main block shall be standard swivel single hook, of sufficient weight to prevent slack wire rope when the hoist drum is unwinding at maximum speed.

B. Duty Cycle

The following attachments shall be provided for each operational mode:

6 cubic yard rip-rap rock barge scoop 6 cubic yard heavy-duty clamshell bucket 6 cubic yard dirt drag bucket 6 cubic yard rip-rap grapple with 7 tines

The contractor shall provide a stand for each attachment.

C. Counterweights

The manufacturer shall provide counterweights to support both heavy lift and duty cycle operations. A single counterweight configuration shall be able to accomplish all heavy lift and duty cycle work. Additional counterweight configurations may be provided.

D. Auxiliary Lift and Personnel Handling

The manufacturer shall provide for the auxiliary hoist a standard swivel hook and ball of sufficient weight to prevent slack wire rope when the respective hoist drum is unwinding at maximum speed.

The manufacturer shall provide all rigging, and one personnel basket for 2 people that meet all applicable ANSI and OSHA standards. The manufacturer shall provide a test weight for the personnel basket.

C016 WIRE ROPES

All wire rope shall be furnished with certificates stating its conformance to all of the standards referenced in this specification. Sufficient hoist spooling on all winch drums shall be provided on the drums, to reach 60-feet below the barge deck with the boom point at the highest elevation and leaving at least 5 wraps of cable on the drums.

C017 SPECIAL TOOL & DIAGNOSTIC KIT

All specialized tools required to properly maintain and service the crane shall be provided.

This kit shall provide the tools required for the system diagnostics, and for scheduled service intervals out to at least 250 hours. A fluid test kit shall also be provided.

C018 OPTIONS

In addition to the basic requirements of this Section C, the offeror shall provide a short proposal and costing for the optional items listed below.

Option 001: Alternate Crane Delivery and Final Acceptance Trials Arrangement

After successful completion of factory acceptance testing, contractor shall provide storage of the completed crane at a contractor designated facility for a period of up to twelve (12) months. At the end of six months, the crane shall be delivered in accordance with Sections C020 and C021 for assembly and integration to the barge.

C019 CRANE TESTING

Crane load and operational testing shall be performed by the manufacturer at the manufacturer’s facility. Load and operational testing shall be repeated after the crane is assembled at the delivery location. The crane shall be operated by an authorized representative of the manufacturer at all times during crane testing. All testing shall conform to section 16.F.03 of EM 385-1-1. The manufacturer shall supply all test weights. The test weights shall be certified to the satisfaction of the government representative.

The manufacturer shall notify the government of the testing at the manufacture’s facility at least 10 days before the testing occurs.

A. Crane Load Testing

1. Hoist Proof Load Test:

Proof load test the crane main hoist with the 140/145 ft boom, by lifting the certified test load and booming out to the corresponding maximum working radius.

Demonstrate power down capability. Raise and lower the proof load, and smoothly stop and start hoist movement at least two times in each direction to demonstrate satisfactory operation of the hoisting system.

With the test load suspended, the operator shall raise the boom to the maximum permissible boom angle, (minimum radius). During this maneuver, the operator shall smoothly stop the boom and hold the load at least two times booming up and two times booming down.

2. Auxiliary Hoist Proof Tests

Proof load test the auxiliary hoist, with the 140/145 ft boom. Use certified weights for the load tests.

3. OSHA Man Lift Test

The capability to perform OSHA rated man lifts along with the emergency lowering system shall be demonstrated.

4. Loaded Swing Maneuver:

The manufacturer shall demonstrate the ability of the crane swing drive system to work against the maximum permitted crane inclination, uphill and downhill. The maximum permitted inclination shall be obtained by placing one crawler higher than the other.

The maneuver shall be started by positioning the 140/145 ft boom perpendicular to the crawlers (maximum allowable) crane trim down towards the boom).

a. Lift the certified test load and booming out to the corresponding maximum working radius for the maximum permitted inclination.

b. Rotate the crane clockwise 90 degrees uphill and stop with the boom parallel to the crawlers, thus materializing the maximum permitted crane list to the left of the vertical.

c. Proceed clockwise to turn the crane another 90 degrees uphill to place the boom again perpendicular to the crawlers (crane with the maximum amount of trim leaning back, up towards the boom).

d. Proceed to turn the crane another 90 degrees clockwise, downhill, placing the crane with the maximum permitted machine list to the right of the vertical.

e. Rotate the crane once again clockwise another 90 degrees downhill to the initial position.

Repeat the test rotating the crane counterclockwise to test the performance of the swing drive system in the two directions of rotation.

B. Crane Operational Testing

The manufacturer shall test the exterior doors and windows, any exterior gaskets or seals and all hose, electric wiring or pipe penetrations into the crane using a water hose directed downward or horizontally (not upwardly). Water shall not be able to pass to the interior of the cab.

The manufacturer shall demonstrate the proper function of the heating and air conditioning system in the crane cab. The system shall be able to maintain 75 degrees interior temperature in all exterior conditions between 23 deg. F (Winter) and 97 deg. F(Summer).

The manufacturer shall demonstrate the capability of the crane to crawl at or above the speed required by this specification. This test shall be performed in the ahead and reverse condition.

The manufacturer shall demonstrate the ability of the crane to swing unloaded at or above the speed required in this specification. This test shall be performed in the ahead and reverse condition.

The manufacturer shall demonstrate the ability of the crane to elevate the boom from the minimum to maximum elevations in less than four minutes as required by this specification.

The manufacturer shall demonstrate:

LMI calibration LMI user selectable load charts LMI power loss data retention LMI override log retention

The manufacturer shall demonstrate the functionality of all crane systems to include but not limited to: Crane lighting, windshield wipers, horn, radio, alarms and gages, and fans. This shall be done to the satisfaction of the government inspector.

C020 CRANE DELIVERY

Following satisfactory completion of all tests and trials, correction of all deficiencies, and receipt of all contract deliverables, the manufacturer shall prepare the crane for transport and deliver the crane to the following location:

C021 CRANE ASSEMBLY

The crane shall be assembled in the yard of the barge manufacturer, the location of the shipyard is unknown at this time. For bidding purposes, assume that the shipyard will be on the water and suitable for barge unloading. Actual delivery will be adjusted by modification when a shipyard is selected. The manufacturer shall provide a technical representative(s) to direct and supervise unloading, assembly, and testing. The manufacturer shall provide the labor to assemble and test the crane. A support crane to assist with the assembly of the crane will be provided by the barge manufacturer. The manufacturer shall provide operators for the crane.

C022 TESTING ON THE CRANE BARGE

Once the crane has been loaded in place on the barge, all tests required under Section C018 shall be repeated to the satisfaction of the government representative. The manufacturer shall be responsible for providing test weights sufficient to repeat the testing accomplished at the manufacturer’s facility.

Each duty cycle capability shall be demonstrated during this testing period using the manufacturer supplied attachments. These tests shall occur during the next four (4) business days following load testing and final acceptance.

The manufacturer shall supply a technical representative to provide troubleshooting and technical guidance during this process. The government will provide all of the labor necessary to operate the crane and perform these tests.

C023 CRANE DEMONSTRATIONS & OPERATOR TRAINING

This training shall be provided by the contractor at the crane delivery address.

The contractor shall operate all equipment and systems on the crane, to demonstrate their features, characteristics, and capabilities to the operators.

The contractor shall provide hands on training and troubleshooting for all crane systems, all crane controls, and LMI, including routine maintenance and calibration.

The total duration of the training shall be 3 days, or the equivalent 24 hours.

C024 FINAL ACCEPTANCE

Final Acceptance of the crane shall be made at the delivery location, upon verification that the contractor has delivered the crane “Assembled and Ready for Service” and all crane tests and demonstrations required under Sections C022 and C023 are completed to the satisfaction of the Government.

The crane shall be clean inside and out and:

All trash and delivery related material has been removed and disposed of by the contractor.

All loose items of outfit are in their proper place.

All electrical and mechanical systems are operational.

All equipment has been properly adjusted and instruments and electronics are calibrated or aligned.

All fluid consumable tanks are filled up (at the expense of the government).

All paint damaged has been repaired.

All manuals, special tools, maintenance tools, special adjustment tools and monitoring equipment have been delivered.

The generator for the HVAC, lighting and chargers has been load bank tested according to

NEC standards.

C025 LOCAL SERVICE PROVIDER

An approved service provider and parts supplier shall be located within 600 miles of the location of final delivery. The manufacturer shall indicate the name and location of the supplier along with a designated contact person in their proposal.

C026 CRANE WARRANTY

The crane warranty shall extend for two years from the date when the contractor has delivered the crane “Assembled and Ready for Service”, and the Contracting Officer’s Representative has issued Final Acceptance.

During the warranty the contractor shall be responsible for repairing and/or replacing all items of equipment or systems that are found defective or that have become inoperative.

C027 DOCUMENTATION

Electronic versions of the Operator’s and Parts Manuals shall be provided. These must be a CD/DVD format due to hardware restrictions on government computers. In addition, printed and bound hard copies of the following manuals (quantity in parenthesis) shall be provided:

Crane Operator’s Manual (3) Crane Parts Manual (3) Crane Capacity Manual (3) Crane Service Manual (3) Crane General Arrangement Drawing with Weights and Center of Gravity (1) Ground Bearing Pressure Estimator (1) Wire Rope Certificates of Compliance with ASME B30.5 and ASME B30.8 (1) Any system drawings not included in the above list (3)

C028 PERIOD OF PERFORMANCE

There shall be two period of performances.

First the contractor shall have 365 days from the time of Notice to Proceed to construct and test the crane in accordance with all of the provisions of this specification.

Second the contractor shall have 30 days from Notice to Proceed to deliver and assemble the crane at the shipyard described in Sections C020 and C021.

C029 PROPOSAL TECHNICAL FEATURES:

Each offeror shall provide the following technical features submittals as part of their proposal:

A. A complete listing of all the equipment and components to be provided and the crane design criteria that was used.

B. Crane Load Capacity Charts Chart for 140/145-ft main boom at all counterweight configurations.

Charts for the crane operating on land and 3 degrees of crane inclination (list and trim) as well as 1, 2 and 5 degrees if available.

Charts for duty cycle in floating service condition. The minimum out of level list/trim capability shall be 3 degrees.

C. Crane Full Technical Cut-Sheet

The offeror shall provide the full technical cut-sheet for the crane. The crane technical documentation shall include the following:

1. Crane Safety Systems Technical specifications

2. Crane Engine Manufacturer and model # EPA Emissions Tier Technical Specification Battery Size and type Size of fuel tank

3. Crane Controls Technical Specification LMI make and model along with technical specification/description

4. Hydraulic System (if applicable) Technical Specification Size of hydraulic reservoir capacity

5. Crane Drums Technical Specification Performance specification for each drum Description of any bolt on laggings to be provided

6. Crane Boom Hoist Technical Specification Boom Maximum and Minimum elevations Time from minimum to maximum elevation

7. Crane Swing System Technical Specification Speed of swing system

8. Crane Boom Technical Specification List of components to make up the boom Description of the upper boom point Description of the extended upper boom point

9. Crane Crawlers Technical Specification Center to center length between the crawlers retracted and extended Crawler shoe size
