The submittals required for each of the Item Numbers listed above are identified in Contract Section H02. CLIN 0001 TWO 2-STACK STOP LOG BARGES is initiated only by a Notice To Proceed (NTP) issued by the Contracting Officer (KO). Also, at this time the Contractor shall commence all work under Item 0001AA (Phase I).
Work under Item 0001AB (Phase II) is initiated only after receipt of the phase start notification issued by the Contracting Officer’s Representative (COR) . See Contract Section H01 for additional details concerning Contract Organization.

The Government may reject an offer as non-responsive if it is materially and mathematically unbalanced as to price for any offer item or combination of offered items. An offer is unbalanced when it is based on prices significantly less than cost for some work and prices, which are significantly overstated for other work.

C000 GENERAL
C001 PROJECT DESCRIPTION
A. SCOPE
The Marine Design Center (MDC) of the U.S. Army Corps of Engineers (USACE) has issued this Invitation for Bid (IBF) to acquire two new welded steel barges. The vessel’s primary mission will be support for the Mobile District’s areas of responsibility to include the maintenance of all lock and dam structures. The vessel will operate in shallow rivers and be utilized in the transportation of stop logs for replacement or repair. Each barge will primarily carry 2 stacks of 3-4 stop logs (7 total + lifting beam). The stop log 2 stack assembly consists of the following:

C002 CONTRACT OVERVIEW
For this contract, the contractor shall include, as a minimum, all costs to provide and deliver the following:
Using the contract and reference drawings provided in the procurement package, complete the design for production and fabrication of the barges.
Fabricate two barges in accordance with the specifications of this contract.
Test all barge related equipment Obtain ABS Class for the barges as stated in Section C004.
Deliver the completed barges to a designated location.
Final Acceptance Demonstrations at the Corps’ designated point of Final Acceptance of the completed deck barges.
C003 DESIGN STANDARDS
Each barge shall be designed and constructed in accordance with the contract drawings, and the latest edition and interpretations of the rules, regulations, requirements and standards of the Legislation, Regulatory Agencies and technical organizations listed below. The contractor is required to incorporate into the barges any revisions to the rules and regulations listed below as well as those stipulated in the respective specification clauses.

C004 CLASSIFICATION & CERTIFICATION
A. ABS CLASSIFICATION
The contractor shall be responsible obtaining necessary regulatory body reviews and approvals, obtaining necessary inspections and surveys during construction and for the certification and classing of the vessel as follows:
ABS classification for Maltese Cross A1, Barge, Rivers and Intra-Coastal Waterways Service, with Reinforcement B.
ABS Statement of Facts:
1. The barge deck is designed for a main deck load rating of 1,000 PSF.
All expenses associated with the acquisition of the required reviews, inspections, construction support, classing and certification shall be borne by the contractor.
The contract drawings are the similar to the as-built drawings for the U.S. Army Corps of Engineers, Mobile District, Barges SAM-1701 and SAM-1702, Marine Design Center (MDC) Hull Number 827and 828. These barges will be identical with the following exceptions:
The barge “names” will be as directed by the COR Hull Dimensions o Overall Length decreased to 140’ from original 150’ o Overall Width decreased to 32’ from original 52’.
Doubler plates for all deck fittings replaced with insert plates
Decreased thickness in all bulkhead plating from 1/2” to 3/8”.
Additional bulkhead cutouts added to the longitudinal bulkhead at centerline.
Platform dimensions are changed due to the overall hull dimension changes.
Vertical Ladders o Arrangement locations shifted to accommodate decreased deck space o Changed to individual rung ladders (integrated with side or bulkhead plate)
The previous completed barges were built in 2018 by Conrad Shipyard Morgan City, LA. The shipyard hull numbers were 495 and 496. The ABS Class Numbers were YY270616 and YY270617. This information should be used when contacting ABS for review and certification of this vessel.
The Contractor shall receive the contract drawings from the Marin Design Center. The contractor is responsible for submission of these drawings to ABS for approval of the engineering by ABS. All drawing related coordination with ABS on this project shall be handled directly by the Contractor.

The contractor shall contract for and be directly responsible for obtaining engineering drawing reviews, necessary inspections, surveys, testing, vessel and material certificates, during construction, as required by ABS for the barges’ certification and classification as stated above. All costs for construction related support by ABS shall be to the contractor’s account.
The contractor shall be financially responsible for any additional ABS review costs incurred due to contractor request for deviation from approved drawings, where the Government allows the deviation.
If the Contractor intends to launch, test, operate or tow the barges “out of class”, the Contractor must specifically advise ABS of such intent and incorporate any and all modifications required by that agency for such operation at no additional cost to the Government and at no additional contract time. Any such modifications which, in the opinion of the COR, affects the arrangements, operability, or suitability of the barges shall be removed from the barges by the Contractor at no additional cost or time and the barges returned to new condition prior to Final Acceptance.
B. ABS ONSITE INSPECTION
When steel construction commences, the Contractor shall coordinate with ABS to ensure the frequency of onsite inspections are not less than once every two weeks. The Contractor shall provide a schedule for the ABS Onsite Inspections. The schedule shall include the scheduled inspection date(s), actual inspection date(s), and signature blocks for the ABS Inspector and Contractor, and notes for what inspection(s) were conducted. This report shall be kept current and upon request be made available to the COR.
C. VESSEL REGISTRATION
The vessel shall be delivered with a Builder’s Certification and First Transfer of Title (U.S. Coast Guard Form CG- 1261). The owner shall be as listed in Part C of this section.
The vessel shall be delivered with a Certificate of Documentation (COD) (U.S. Coast Guard Form CG-1270).
D. VESSEL OWNER & ADDRESS
For the ABS certificates of classification, the owner shall be listed as “U.S. Army Corps of Engineers, Mobile District”. The owner’s address for record shall be listed as:

E. ABS ENGINEERING MANAGER ACCESS & DISCLOSURE
The Marine Design Center (CEMDC) will be the “Owner’s Representative” on this project. All correspondence with ABS shall be made available to the COR. In order to facilitate the communication process and reduce the paperwork burden on all parties, the Contractor and all sub-contractors shall utilize the ABS Eagle Construct Engineering Manager Portal (02E) for all drawing submittals and correspondence.
The Contractor and all sub-contractors shall make the necessary arrangements with ABS to ensure that the Marine Design Center is granted the following Oversight Permissions for this contract:

The Contractor shall ensure that, as a part of its contract with ABS, the Contractor authorizes ABS to disclose to and discuss with the Army Corps of Engineers any Rule or certification criteria issues, design assumptions and their impact on classification and certification, and any other technical considerations on which classification is to be based or which may affect future classification or certification of the vessel.
The Contractor shall authorize ABS to provide the Army Corps of Engineers at its request with a copy of all correspondence related to classification, statutory certification, or other compliance verification for which ABS is responsible as it is promulgated and initially distributed. This is to include drawings and other engineering work requiring ABS approval as well as correspondence generated which relates to such approvals, including all such correspondence dealing with vendors.
In addition, the Contractor shall copy the Army Corps of Engineers with correspondence regarding classification, statutory certification, and other compliance verification for which ABS is responsible. The Contractor shall also authorize ABS to establish and maintain contact with other certification, verification, and compliance agents involved on the vessel being built.
Upon request by the COR, the Contractor shall request ABS to furnish the Government with the project comment list. The list shall include open and closed technical and surveyor comments. The surveyor comments shall not only include comments generated during the drawing review process, but also comments generated by the ABS Surveyor during construction inspections. The comment list shall be sent directly from ABS to the COR via email as a .pdf file.
At the completion of the ABS review process, the Contractor shall download all ABS “Eagle Stamped” drawings and provide them on a CD or DVD to the Government in .pdf format.
C005 VESSEL IDENTIFICATION
The vessels to be acquired through this solicitation have been assigned the following names and Marine Design Center hull and project numbers:

For the purposes of document and drawing preparation, the title “CESAM STOP LOG BARGE 140’ x 32’ x 7’ ” and the MDC hull numbers 896 and 902 shall be used on all documents and drawings.
Upon selection of the official name for the vessels by the Government, the contractor shall incorporate the names into all “As-Built” documents and the construction drawings of the required hull markings. The MDC hull numbers shall be used in lieu of an “Official Number”.
C006 SCOPE OF WORK
A. CONTRACTOR’S RESPONSIBILITY
The contract consists of two phases:
Phase I Planning, Scheduling and Engineering Phase II Construct, Test and Deliver
In accordance with the two phases, the contractor assumes complete responsibility for building and testing each barge to meet the requirements of the contract. Should the contractor determine at any time that he is unable to fulfill those responsibilities, he shall notify the COR immediately of the problem experienced and his proposed manner of correction.
B. CONTRACT INTENT
It is intended that the contractor will be able to bid using the contract drawings provided in the solicitation. Further design development is not expected.
C. DRAWING CHANGES
The plans and specifications of this contract have been prepared in accordance with the referenced design standards.
The plans issued as part of this solicitation are based on the as-built drawings for the previously built barges.
All members, plating and welds have been defined. The contractor shall not deviate from the hull principal characteristics, subdivision and general arrangements, scantlings and welds as shown on these plans.
It is expected that a contractor could bid and build the barges with only such engineering and additional design effort as is necessary to modify the design to incorporate the required design change and to suit the individual construction and business practices of the shipyard.
Any contractor-driven design changes require advanced notification and approval from CEMDC before additional engineering effort can begin. The contractor is permitted to request modifications to the contract design in order to suit the individual construction and business practices of the shipyard.
D. DRAWINGS PROVIDED & REQUIRED
Contract Drawings The contract drawings are listed in Section J, Clause J01, Contract Drawings & Documents for CLIN 0001. The contract drawings are provided with these specifications for bid and construction purposes.
As-Built Drawing Requirements The requirements for the “As-Built” drawings are defined in Section H, Clause H14, As-Built Drawings.
E. DEVIATIONS FROM THE CONTRACT DESIGN
Should the barge contractor desire to deviate from this specification and/or the contract drawings, he shall submit his request in writing to the COR. Each proposed deviation requested shall be accompanied with a detailed analysis and comparison of the equipment, material or arrangement specified, and the equipment, material or arrangement proposed, including features, dimensions, performance characteristics, benefit to the Government, and compelling reason(s) why the deviation should be made. The request shall include, but is not limited to:
Desired deviation Reason(s) for the deviation Detailed analysis (as stated above) Impact on schedule Impact on cost Impact on weight, draft, and trim Impact of regulatory review and classification Supporting documentation (i.e. cut sheets, engineering drawings, photos, etc.
In the absence of compelling reasons for making the deviation, the barge contractor’s proposal may be denied.
The Government will review the request and render a decision within 14 days of receipt of a complete request for deviation. Requests that do not provide all of the information identified above may not be reviewed within 14 days, or may be returned as incomplete, with no review action.
If approved, the barge contractor shall be responsible for any cascading effects on the design, drawings or scientific reports as determined by the Government. The barge contractor shall be responsible for integrating the deviation into the design at no increase in contract cost or no extension of contract completion.
No work deviation shall commence without a written approval from the KO.
If a deviation is approved by the COR, it is the sole responsibility of the barge contractor to coordinate with ABS and provide any additional engineering effort to meet the conditions of classifications and this specification.
The barge contractor shall bear all costs associated with any requested and/or approved deviations, including engineering, estimating, administrative and overhead, regulatory review and approval, construction and test and trials.
F. CONTRACT DESIGN PERFORMANCE RISK
The Government assumes the performance risk for the design as shown on the contract drawings and described in this specification.
The barge contractor shall provide and install all of the systems as they are shown on the contract drawings. All major pieces of equipment have performance characteristics shown on the contract drawings or described in the specifications.
If the barge contractor selects equipment that is not as shown on the contract drawings or described in this specification, he shall be responsible for ensuring the overall system(s) performance is maintained, and if necessary, re-engineering the system(s) and revising the drawings.
C010 DEFINITIONS
The following definitions are applicable to phrases and acronyms used throughout this contract:
ABS - American Bureau of Shipping.
KO - Contracting Officer - A person with the authority to enter into, administer and/or terminate contracts and make related determinations and findings.
COR - Contracting Officer’s Representative - A member of the contract management and quality assurance team authorized by the Contracting Officer to perform certain administrative and managerial duties.
GFE – Government Furnished Equipment - Equipment, materials or components furnished by the
Government to the Contractor for installation in the vessel.
MDC - Marine Design Center.
QC - Quality Control. Quality Control is a function of the Contractor. Quality Assurance (QA) is a function of the Government.

C025 CONTRACTOR QUALITY STANDARDS
A. GENERAL
The contractor shall be responsible for the construction of complete and functioning barges. The contractor shall utilize the contract drawings so as to meet specification requirements utilizing construction and testing methods to ensure that the completed barges conform to the intended design.
Inspection by the Marine Design Center is for the purpose of verifying the proper function of the contractor’s quality control measures and is not to be used as a substitute for control of quality by the contractor.
Every effort shall be made during production planning to construct the vessel in an efficient sequence minimizing re-work and repair. Care shall be taken to assure the latest revisions of the Final Design plans are being used.
B. STRUCTURAL MATERIALS
Unless otherwise specified or noted on the drawings, all structural hull material shall be in accordance with the following specifications:
American Bureau of Shipping (ABS), “Rules for Building and Classing Marine Vessels” and “Rules for Building and Classing Steel Vessels for Service on Rivers and Intracoastal Waterways”.
Welding Materials - ABS “Approved Welding Electrodes, Wire-Flux and Wire Gas Combination”.
Bolts, nuts and screws – ASTM A307-82, Specification for Carbon Steel Externally and Internally Threaded Standard Fasteners.
C. STANDARD PARTS AND MATERIALS
All articles, fittings, equipment, machinery, supplies, and materials used in the construction and outfitting of the vessel shall be new, of the highest grade, free from defects and imperfections, and be the standard product of reputable manufacturers, to the maximum extent practicable. Any material not specified shall be the best of their kind for the purpose intended. All items shall be suitable for steel barge application and meet the latest requirements of standard specifications published by National Agencies. No salvaged materials shall be used in the works. Spare parts and service shall be readily obtainable.
D. WORKMANSHIP
All labor shall be especially skilled for each kind of work and under competent direction.
Where work of one trade joins, passes through, or is on other work, there shall be no discrepancy or misfit when completed. In engaging one kind of work with another, marring or damage of previously acceptable construction shall be cause for rejection. All parts of the vessel intended to join or bear upon other parts shall have complete and solid contact and shall fit together without excessive cold work during erection. All faying surfaces shall be painted and be clean and smooth before bolting up. Shims or liners shall not be used for the purpose of overcoming a bad fit.
All frames and longitudinal members, where applicable, shall be provided with limber holes and/or snipes of adequate size to allow water in bilges to flow to the lowest point of each compartment. Limber holes shall also be provided to allow for the passage of air in tanks. Limber holes shall be located at the plate edge.
Ends of outstanding flanges shall be cropped. Lighting holes may be punched or flame-cut and all edges shall have burrs removed.
All holes for machinery mounting bolts shall be drilled or punched; burning is not acceptable. Holes in members having sharp curvature shall be avoided.
All hull casting shall be machined or ground to bear solidly against the connecting structure.
E. WELDERS
All welding under this contract shall be done only by welders who have successfully passed qualification tests accepted by the American Bureau of Shipping or other regulatory agency acceptable to ABS. The contractor shall bear the expense of conducting these tests and shall certify, by name to the Contracting Officer, welders who have successfully passed the prescribed tests and hold current, valid certifications.
The contractor shall require any welder to repeat these tests when in the opinion of the Contracting Officer’s Representative, the work of the welder indicates a reasonable doubt of his proficiency. In such cases the welder shall be re-certified as above if he successfully passed the retest; otherwise, he shall be disqualified until he has successfully passed the retest.
The listed of certified welders shall be submitted during Phase II of the Contract. The list shall include the employee’s name, certification(s), and date(s) of the most recent tests for each certification(s). This list shall be named and numbered 896-C025-01 LIST OF CERTIFIED WELDERS & 902-C025-01 LIST OF CERTIFIED
WELDERS.
The contractor shall maintain records of the individual welder’s certification during the course of the contract. The records are to be available for examination upon request of the Contracting Officer or his representative.
F. WELDING
All welding shall be in accordance with the current rules of the American Bureau of Shipping, except where stated otherwise. All welding equipment used on the work shall be of a modern type subject to close control. The electrodes used throughout the work shall be suitable for use with the parent metal at each weld, and be approved by
ABS.
Welding procedures, as to direction, length, numbers and sequence of beads, shall be carefully planned to minimize lock-up stresses. Care shall be exercised to produce smooth even beads, especially on all exposed plating and fittings. Beads shall be ground where directed by the Contracting Officer or his authorized representative.
The contractor shall employ appropriate welding procedures and grounding connections to preclude the possibility of anodic erosion of the hull after launching.
A detailed description of all welding procedures being employed in the construction shall be available to the Contracting Officer or his authorized representative.
G. INSTALLATION
Materials and equipment shall be installed in accordance with the approved recommendations of the manufacturer, and in compliance with this specification and the contract documents. The installation shall be accomplished by workmen especially skilled for each kind of work and under competent direction.
H. PLATE FAIRNESS
Steel plating shall be installed using proper welding procedures and sequences to insure fair, undistorted plating panels. The use of filler materials to surface unfair areas is not acceptable.
Maximum allowable plating distortion is depicted in the IACS. Guide No. 47. Distortion shall not exceed the amounts in this guide.
I. CONSTRUCTION STANDARDS
All material, machinery and equipment shall be new, of current manufacture and suitable for the marine service intended. Spare parts and service shall be readily obtainable.
All material, unless otherwise specified in these specifications or in the drawings, shall be of commercial quality to ASTM, ANSI, or SAE specifications.
During construction and before delivery, the contractor shall be responsible for protection of all material, equipment, etc., intended for the vessel.
The overweight tolerance of members shall be within the limits defined by the specifications of the American Society for Testing and Materials.
All materials shall be free of imperfections due to manufacturing processes and from defects which adversely affect appearance or serviceability.
All plating shall be neatly cut, fitted and welded. All sharp edges or projections which constitute a personnel hazard shall be removed or ground smooth. All notches shall have a radius to prevent stress concentrations.
Where aluminum must be attached to dissimilar metals or between dissimilar alloys of aluminum, fasteners shall be of stainless steel of an approved design with insulation as required to eliminate metal to metal contact.
All galvanizing shall be done after fabrication by the hot dip process, and the zinc shall be not less than 98% pure.
In instances where some types of metals cannot be hot dip galvanized, zinc silicate coating may then be substituted.

C115 INCLINING & DEADWEIGHT SURVEY
Upon completion of all work, with each barge in the lightship condition, the Government shall conduct an inclining test and deadweight survey. The inclining tests shall be carried out in accordance with ASTM F 1321-21 and contract Section E05.
The plan shall be numbered 886-C115-01 and titled: INCLINE EXPERIMENT PLAN. Following the completion of the inclining experiments, the Government shall complete the incline test report and determine the lightship displacements, centers of gravity and hydrostatic properties of the barge. The report numbered 896-D115-02 and titled INCLINE EXPERIMENT RESULTS. The report shall be submitted to the Government for review and approval. For additional requirements on drawing development and submission for review, see Section H12 of this contract.
C150 DAMAGE STABILITY
The Government will provide and update stability analyses for each vessel, after the completion of the inclining test and deadweight survey.
In the full load condition, each barge will meet a one compartment damaged stability standard where:
After breaching any one compartment, the deck edge will have at least 3 inches of margin above the waterline. The definition of compartment permeability will be as contained in 46 CFR, Subchapter S.
The vessel may be damaged from the side or bottom.
The initial draft and trim of the vessel will be in accordance with the operating condition.
The maximum expected operating trim should not exceed one percent of the vessel length.
C155 INTACT STABILITY
The Government will provide and update stability analyses for each vessel, after the completion of the inclining test and deadweight survey.
Each barge will meet the intact stability criteria in 46 CFR Subchapter S, part 174 subpart B – Deck Cargo Barge.

B. GENERAL
The government will provide a dry-docking plan and calculations for the vessel. The plan and calculation contract drawings are based on a nearly identically designed stop log barge, and its documented lightship survey results.
Following the completed and approved incline results, the government shall update these drawings and reports reflecting the as-built condition and submit it (as 896-D170-01 and 896-D170-02). For additional requirements on drawing development and submission for review, see Section H12 of this contract.
The drydock blocking plan shall show the blocking for drydocking the vessel. It shall show all major hull structure on the bottom, all transverse and longitudinal bulkheads connected to the bottom shell, anodes, and any other features which could interfere with the setting and shifting of the docking blocks.
The drydock blocking plan shall include an alternate blocking arrangement to allow for the servicing of all areas of the bottom of the vessels.

Each barge and its component parts shall undergo tests and trials in accordance with Section E, Clause E05, Tests, Trials, & Demonstrations.

B. GENERAL
The shell and main deck plating shall be constructed of longitudinal strakes of lengths consistent with accepted practice for hulls. All seams shall be connected with full penetration welds, except the bilge radius and the deck edge, which shall be lap joints, joined with 100% weld, inside and out. Seams shall not be aligned directly over bulkhead plating or over the webs of stiffeners and transverses.
The Contractor shall obtain a Statement of Fact from ABS as a part of this contract indicating the deck structure is designed for a load of 1,000 psf. Note that manholes are not required to support 1,000 psf loading.

C310 WELD SCHEDULE
All welding and weld sizes shall be in accordance with ABS rules. Any area of welding not defined in the contract drawings shall be developed by the barge contractor and approved by ABS as required. All welding shall be performed in accordance with AWS and ABS specifications and procedures.
The contractor shall develop a weld schedule for the vessel design. The weld schedule shall be numbered 896-C310-01 and titled: WELD SCHEDULE. The documents shall be submitted to the Government for review and approval during Phase I. All welding and weld sizes shall be in accordance with ABS rules. Any area of welding not defined in the contract drawings shall be developed by the barge contractor and approved by ABS as required.
All welding shall be performed in accordance with AWS and ABS specifications and procedures.

B. GENERAL
The contractor shall provide and install 200-lbs (20 qty x 10-lbs) MIL-SPEC Aluminum Alloy Anodes at the locations shown in the contract drawing. The anodes shall be manufactured and installed in accordance with MIL- SPEC MIL-A-24779. The anodes shall be designed for use on hulls of ships, tugs, barges, etc. All anodes shall be faired or tapered to minimize turbulence. The anodes shall be manufactured with steel core straps and welded to the hull after paint is applied to the hull. The paint on the hull (exterior and interior) shall be restored after installation.
The anodes shall not be painted.
Documentation certifying the anodes were manufacturer in accordance with MIL-A-24779 shall be provided.
C406 COATING SYSTEM

B. SURFACE PREPARATION
Surface preparation for all structural steel shall be in accordance with Steel Structures Painting Council Standards SSPC-SP10-85 (Near White Metal Blast) throughout. Profile blasting shall be in accordance with the primer manufacturer’s requirements. All mill scale, weld spatter, dirt, oil and grease shall be removed.
Immediately upon completion of surface preparation, all steel shall be coated with the coating system described in the following.
The contractor can use either pre-construction primer or limit initial coating to base coat only. If initial coating with base coat is selected, prior to application of subsequent coats, all steel shall be sand swept clean (light blast) or water blasted and any damaged areas repaired prior to application of the remainder of the system. All areas needing repair shall be cleaned to bare metal, spot blasted to restore profile and re-coated with the base coat.
C. PAINT REQUIREMENTS
Paint shall be delivered in sealed containers with labels to indicate manufacturer, date of manufacture, contents, and any special instructions. Paints and painting materials shall be stored under cover and protected from extreme temperatures.
Paints shall not be used if they have exceeded the closed shelf or pot life, recommended by the manufacturer.
Additionally, paints shall not be applied in weather or humidity conditions that do not comply with the manufacturer’s recommendations.
D. APPLICATION OF COATINGS
Surface preparation and paint application shall be in strict compliance with the coating manufacturer’s recommendations. The contractor shall take particular care to ensure that coating system requirements are met in all areas, especially those difficult to coat, such as flange undersides. All painting on both the interior and exterior surfaces below the deck shall be accomplished prior to launching of each barge.
E. COATING SYSTEM
The system is composed of the following coating types:
Self-priming epoxy base coat Abrasion resistant epoxy barrier coat Fade resistant urethane top coat
F. PRE-QUALIFIED COATINGS
Coating systems from PPG Amercoat, International Paint, Sherwin-Williams, Jotun, and Carboline have been reviewed and are pre-qualified to meet the coating requirements of this contract clause. The contractor may select any of these systems at his discretion. However, the systems may not be “mixed”. The specific coating designations to be used are listed on contract drawing.
If a pre-construction primer is used, only the pre-construction primers compatible with the pre-qualified coating system chosen will be accepted. The pre-construction primer shall be “weldable” and the coating thickness recommended by the paint manufacturer shall be strictly followed.
G. NUMBER OF COATS & PAINT SCHEDULE
The number of coats is not specified. The contractor is required to provide the number of coats necessary to attain the DFT thicknesses in accordance with the contract drawing. Thickness applied per coat may not exceed the manufacturer’s recommended maximum thickness.
The contractor shall update and submit the 896-C406-01 drawing (submitted drawing shall be 896-C406-01 PAINT SCHEDULE) to list each coat to be applied to each area of the vessel, the paint manufacturer they have elected to use, the color to be applied and corresponding FS595 number, wet mils, dry mils, overcoat time, thinner, method of application, and tip size. Include any appropriate General Notes for painting.
H. COATING “TYPE” AND DFT SCHEDULE
The coating types and DFT for all areas of the vessel shall be in accordance with the contract drawing.
I. COATING COLOR SCHEDULE
Colors shall conform to Federal Standard No. 595B Colors Identification Numbers. The color book as well as individual paint chips (3 inch x 5 inch) may be procured from the General Services Administration/Federal Supply Service as follows:

The “under coats” of all multiple coat applications (except the hull interior) shall be “contrast tinted” to ensure complete coverage of successive coats.
All top coating shall be thick enough to provide complete opaque color coverage. Thickness increased over the DFT minimums required above shall be provided if required for opaque color coverage.
Painted surfaces damaged in handling and installation shall be repainted.
* - The perforated aluminum sheathing shall be provided with a manufacturer’s white coating. The sheathing shall not be painted or coated by the contractor.
J. CAUTION/SAFETY ZONES
During Construction, the COR will identify all caution and safety zones for the contractor to paint yellow.
A 6 inch wide yellow stripe shall be painted around the main deck perimeter of the vessel.
K. FINAL INSPECTION OF PAINTING
The contractor is responsible for delivering the vessel with all painted surfaces in sound condition, and in accordance with this specification.
Prior to launching of the vessel, all interior and exterior painting shall be thoroughly inspected. Notice shall be given to the COR 14 days in advance of the scheduled launching for this purpose. If there are any defects or damage in the coating of the vessel, the contractor shall repair the coating to restore the integrity of the paint system, and to meet the requirements of this specification. All damage shall be cleaned to bare metal, spot blasted to restore profile, and re-coated with the entire system schedule.
The vessel shall not be launched until:
The painting documentation as required in paragraph L below has been provided to the COR. The documentation must show compliance with this specification in all areas, and all readings taken.
The painting has been inspected by an MDC representative and approved by the COR. Contractor must provide documentation prior to the arrival of the MDC inspection.
If outfitting is required after launching, all interior and exterior painting shall be re-inspected prior to Provisional Acceptance, and any damaged areas of the coating shall be repaired by the contractor as necessary to restore the integrity of the paint system.
Any additional painting required as a result of the Final Inspection shall be done as required to meet this specification at no additional cost to the Government.
L. DOCUMENTATION & WARRANTY
1. Documentation
The contractor shall provide a written, signed statement from the paint manufacturer certifying that all coating application and surface preparation is in accordance with the coating system manufacturer’s requirements for the vessel, and that the coating application meets all requirements in this specification.
The contractor shall provide documentation logs for each coating applied. The logs shall include the following parameters.
a. Coating (per specification) type.
b. Coating manufacturer’s requirements for preparation, environmental conditions and application.
c. Date and time of preparation and application.
d. Extent and location of area coated.
e. Surface: preparation, condition at time of coating, temperature at time of coating, dew point at time of coating.
f. DFT measurements for each applied coating type. Measurements shall be taken as follows:
All flat surfaces, one reading per every 200-square feet, uniformly distributed, but a minimum of once per frame, per surface undersides of all flanges, one reading per every 50-linear feet of flange, uniformly distributed, but a minimum of two readings per surface, per compartment.
All free standing structural members, i.e. stanchions, truss diagonals, etc., one reading per
50-linear feet of length each surface, but a minimum of two readings per surface. Wet film measurements may be taken and converted to DFT as an alternative to direct DFT.
In areas where multiple coating types are required, the above DFT requirements are applied to each coating type.
Services provided by paint manufacturer’s representative (i.e. DFT readings, dew points, etc.) if present during the application.
Signature of paint manufacturer’s representative onsite, if present.
2. Warranty
For the vessel, the contractor shall warranty the coating system for one calendar year, commencing at Final Acceptance. The contractor shall repair any coating failures during this time period at his cost.
M. SAFETY & HEALTH STANDARDS
All surface preparation and coatings applications shall be in strict accordance with the U.S. Occupational Safety and Health Administration Regulations (OSHA) for shipyard employees, engaged in surface preparation and coatings application as stated 29 CFR, 1915 Subpart B & C.
The regulations require that frequent testing of the atmosphere shall be made in compartments being coated or preserved (or prepared for coating or preservation) by paints and coatings dissolved in highly volatile, toxic and flammable solvents (29 CFR, subpart C, 1915.35(b)), to ensure the atmosphere is not hazardous.
See Contract Clause E01 for atmospheric testing requirements as it pertains to Government inspections of confined and enclosed spaces.

B. TOWKNEES
Towknees shall be provided and installed in accordance with the contract drawings. Each towknee shall be provided with two towknee pads of 13-1/2 inch overall width, placed side by side, for the entire height of each towknee.
C. RUB STRAKES
Rub strakes shall be provided, located and installed as shown on the contract drawings. The rub strakes will be arranged into a two bar series on each side, with each strake measuring 1” thick by 10” wide. The strakes will be composed of mild steel with chamfered edges (1/2” on side at 45 degrees). Corner rub bars shall be 1” thick and 16” wide and wrap the corners. Ends shall be chamfered the same as the edges. Jogging strakes to avoid weld seams is not acceptable.
Rub strakes shall be continuous seal welded to hull plate all around. Rub strakes shall be broken IWO the draft marks.
C415 MANHOLES

A. GENRAL
Single bolt manholes with hatches, shall be furnished and installed. The manholes shall be, located as shown on the contact drawings. Manholes with hatches shall create an 18 inch diameter opening, be ABS certified, and come with an underside escape turning bar. Specification of this hatch includes an aluminum hatch cover, galvanized steel deck frame, gasket, stainless steel retaining chain and T-handle. The contractor shall weld one link to the underside of the deck and install a 3/16 inch stainless steel shackle, for connection of the manhole retaining chain to the hatch. A “T” wrench foundation shall be provided on the walkway structure to store a “T” wrench at the end of each barge.
C420 DECK FITTTINGS & INSERTS

B. GENERAL
All deck fittings and insert plates shall be constructed according to the contract drawings. All deck fittings shall be welded to the insert plates with combination fillet and single bevel groove welds. All insert plates shall be welded to the deck plate with continuous, perimeter welds similar to other plating seam joints as shown on the contract drawings. No insert plates shall be required where the deck fittings are to be mounted to 1 inch thick or greater deck plating.
C. FITTINGS TYPES
1. KEVELS
The contractor shall provide and install twelve kevels on the main deck of the barge as shown on the contract drawings. The kevels will be 48” Cast Steel Kevel Chocks with fitted guards.
2. BITTS
Four 10” Cast Steel Double Bitts shall be provided and installed at the deck corners. The bitts will also be fitted with guards.

B. WALKWAYS
A walkway shall be fabricated and installed at each end of the barge, adjacent to the stop log guides. Each walkway shall be fabricated of steel, be modular in construction, and be accessible from the inclined ladders.
C. RAILINGS
A three course, removable, pipe handrail shall be provided and installed around the perimeter of the work platforms as shown on the contract drawings. The railings shall be 42 inches to the top of the top rail and shall be constructed in accordance with “Marine Type B Railing” EM 385-1-1, Appendix F, Figure F-2. A 3-inch effective toeboard shall be provided around the perimeter of the work platforms. Access openings shall be provided in the railing at the inclined ladder.
