PART 1

GENERAL INFORMATION

1. GENERAL: This is a services contract to clean and inspect the spillway sub-surface drainage system at Oahe Dam in Pierre, South Dakota.

1.1. Description of Services / Introduction: The sub-surface drainage system is an integral component of the spillway structure at Oahe Dam. Cleaning of this system and the visual inspection of the drains and collector pipes with remote-operated camera equipment is required to document the existing condition of the system.

The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and services necessary to clean and to inspect the spillway sub-drains and collector pipes as defined in this Performance Work Statement, except for those items specified as government furnished property and services. The Contractor shall perform to the standards in this Contract.

1.2. General Project and Spillway Structure Information:

1.2.1. Project Information: The Oahe Dam and Lake Project is a federally owned facility.

Oahe Dam is located in Hughes and Stanley Counties in central South Dakota on the Missouri River, approximately 6 miles upstream of the city of Pierre and approximately 1,072 river miles upstream of the mouth of the river. Oahe is the third dam (downstream) of a system of six mainstem Omaha District dams on the Missouri River. Vicinity and location maps for the Project are shown on Sheet C-001. The general location of the spillway with relation to local highways along with Contractor access routes is also provided on Sheet C-001.

1.2.2. Spillway Structure and Channel Information. The spillway for Oahe Dam is located in a narrow valley in the far right abutment of the dam, approximately one mile from the northwest end of the embankment as shown in Sheet C-001. The spillway consists of an unlined approach channel, a gated spillway structure, and a discharge channel. The use of the spillway was designed to be a rare occurrence. Since completion, the spillway has not been used for release of water. Small volumes of water have been released through the spillway during periodic exercising of spillway tainter gates and for other maintenance related reasons.

The spillway gate structure consists of an eight bay, flat-crested weir; a depressed stilling basin; and a downstream apron as shown on the general layout Sheet C-100. The weir crest and apron slab were constructed at elevation 1596.5 feet and the depressed stilling basin was constructed at elevation 1590.0 feet.

The spillway weir is comprised of seven monoliths and two end segments built integrally with each abutment. The weir has an overall length of 456 feet from abutment face to abutment face. Each monolith consists of an 8-foot wide center pier and 25 feet of weir on each side of the pier. The piers support the tainter gates, bridge, gate hoist machinery and auxiliary equipment. Eight tainter gates, each 50 feet wide by 23.5 feet high, are located between the piers. In a closed position, top of tainter gate elevation is 1620.0 feet. Each gate was retrofitted with a 1-foot high inclined splash plate to elevation 1621.0 feet. Non-overflow abutments on each side of the weir house auxiliary equipment and contain drainage galleries that collect water from the weir, backfill, and frost blanket drainage system.

The depressed basin of the spillway extends downstream from the weir approximately 100 feet to the end sill. The end sill is a gravity concrete block structure that is anchored to the shale foundation by reinforcing bars grouted into drilled holes. The apron slab extends approximately 209 feet downstream from the end sill. Both the depressed basin and apron slab are 18 inches thick and were constructed over a 5’-4” thick frost blanket layer and anchored to the shale foundation with reinforcing bars grouted 10 feet below the bottom of the frost blanket. The frost blanket together with the apron slab, serve to protect the foundation from frost action and facilitates drainage beneath the slab.

A discharge channel extends approximately two miles downstream from the spillway gate structure. Immediately downstream of the spillway structure cutoff wall, the channel bottom narrows to an approximate width of 334 feet and then remains constant. Between the cutoff wall and 140 feet downstream of the cutoff, the channel side slopes transition from 1V on 2.5H to 1V on 3H. The side slopes are armored with riprap in the transition area and the channel bottom is armored with riprap for 240 feet downstream of the cutoff wall. The remainder of the downstream channel is comprised of unprotected shale surfaces. The channel is straight except for one bend located approximately one-half of the distance to the downstream end of the channel. The downstream end of the channel directs flows into a valley allowing discharges to flow across the flood plain toward the river channel.

1.2.3. Spillway Structure Drainage System. An extensive system of drainage and collector pipes and foundation drains (over 8,400 feet) exist beneath the spillway weir; in the abutment galleries; beneath the stilling basin and apron slabs; behind the walls; and behind the apron blocks. The pipes range in diameter from 6 to 12 inches. Pipe material types include perforated vitrified clay pipe (VCP), solid cement asbestos pipe (CAP), solid cast iron pipe (CIP), perforated and solid plastic pipe (PP), perforated and solid galvanized standard steel pipe (GP) and solid corrugated metal pipe (CMP).

1.3 Objectives: The overall objective of this Contract is to clean and thoroughly document the existing condition of the sub-surface drains and collector pipes of the spillway structure.

1.4 Scope: The scope of work for this Contract generally consists of (1) cleaning the spillway structure drainage system pipes and drains by hydro-flushing them (flushing them with large quantities of water or jetting them), (2) visually inspecting the pipes with remote-operated camera equipment and (3) producing a detailed formal report that thoroughly documents the condition of these features. Deliverables for this work will include DVD(s) of the inspection footage and a report that summarizes the procedures and findings of all inspections and includes individual inspection logs that summarizes the condition each pipe segment and documents the location of any significant observation. The Contractor shall perform these services as noted in this PWS. All work shall be conducted in accordance with current professional standards, Corps of Engineers policies, regulations, and procedures. The Contractor is responsible for supplying all equipment, supplies, materials, and personnel necessary for the completion of this work.

1.5 Scope Period of Performance: The period of performance for the PWS shall be 180 days from the date of Notice to Proceed (NTP). Upon receipt of NTP, the Contractor shall submit a draft baseline schedule for completion of the tasks in this PWS for approval to meet the milestones as indicated below. The baseline schedule shall be based on calendar days and shall include milestones for completion of each task provided herein.

PART 5

SPECIFIC SERVICE TASKS

5. SPECIFIC TASKS:

5.1. Basic Services - General: This Contract consists of providing services to clean and inspect the drainage system pipes beneath the spillway apron and stilling basin slabs, embedded within the spillway apron blocks, inside the drainage manholes behind the spillway walls, and in the spillway abutment galleries at Oahe Dam. The Contractor shall clean all pipes by hydro-flushing them, shall perform and digitally record a visual inspection of all pipes with remote-operated camera equipment, and shall thoroughly document the condition of all pipes that are cleaned and inspected. Deliverables will include electronic/digital copies of all camera inspection footage and a detailed formal report that summarizes the procedures and findings of all cleaning and inspection;

including individual inspection logs that summarize the condition each pipe segment and document significant observations.

The total length of pipe to be cleaned and inspected is 2,204 lineal feet for the Base Contract and 822 lineal feet for Option 1. The diameter of pipes to be accessed and cleaned and inspected for this Contract range from 6 to 12 inches (with the exception of access to slab frost blanket drain #5, which is as narrow as 2.5 inches). Pipe material for the pipes to be cleaned/inspected are perforated vitrified clay pipe (VCP) and solid cement asbestos pipe (CAP). Tables 5.1 through 5.6 of Exhibit 3 contain an inventory of the spillway drainage pipes to be cleaned/inspected under this PWS. All cleaning/inspections shall be inclusive of the full pipe length between the ends of the pipes identified in this inventory.

The individual drainage systems to be cleaned and inspected under this Contract were grouped into the Base Contract and Option 1 and are shown in plan view on Sheets C- 101 and C-102, respectively. As-built (record) plans, sections, elevations, and details for the spillway structure drainage systems are provided on For Information Only Sheets FIO-1 through FIO-3.

A summary of the work to be performed under this PWS is listed below. The Base and Option 1 were grouped together with consideration to pipes of similar size, access conditions to pipes, pipe orientation etc.

BASE CONTRACT -- Clean and Inspect 2,204 lineal feet of 8-inch diameter perforated VCP drain pipe for Basin & Apron Slab Frost Blanket Drains #1, #2, #3, #4 & #5.

OPTION 1 -- Clean and Inspect 328 lineal feet of 12-inch solid CAP pipe for

Apron Side Block Collector Drains within the spillway apron side blocks and 494 lineal feet of 12-inch CAP collector pipe for Slab Frost Blanket & Wall

Backfill Drain Collectors between the spillway wall manholes and the spillway abutment galleries.

Site-specific task descriptions, requirements, and other pertinent information for the cleaning and inspection work for each drainage system discussed above are provided in paragraphs 5.2 and 5.3 below. Additional requirements for cleaning and inspection of pipe are provided in paragraphs 5.4 through 5.9.

5.2. BASE CONTRACT -- Clean and Inspect Basin and Apron Slab Frost Blanket Drains #1, #2, #3, #4 and #5 (10 drain pipes total). This work consists of cleaning (hydro-flushing), performing a remote camera inspection, and documenting the condition of a total of 2,204 lineal feet of 8-inch diameter perforated vitrified clay pipe (VCP) for basin and apron slab frost blanket drains #1, #2, #3, #4 and #5, located beneath the concrete slab surface at the base of the frost blanket. There are ten (10) total pipe segments to be cleaned and inspected for the slab frost blanket drains, including an east and west leg for each of the two (2) drains under the stilling basin slab and the three (3) under the apron slab.

The pipes to be cleaned and inspected in the Base Contract are shown in plan view on Sheet C-101. As-built (record) plans, sections, elevations, and details for slab frost blanket drains the individual drainage systems are shown on For Information Only Sheets FIO-2 and FIO-3. Pipe segment names, access locations, beginning and ending information, pipe material types, pipe diameter and segment lengths are summarized in Tables 5.1 and 5.2 in Exhibit 3. The cleaning and inspections for the Base Contract shall be inclusive of the full pipe length between the ends of the pipe identified in Tables

5.1 and 5.2.

It shall be assumed that all pipes are 25% filled with sediment and require hydro-flushing for a complete and thorough inspection. All materials flushed from the drains must be captured and removed from the spillway slab and/or access manholes. The Contractors work plan shall include their method to prevent sediments from washing into downstream or other legs of the drainage system that are not scheduled for inspection. Disposal of the sediments will be directed by the Project POC to a location within 2 miles or less from the site.

General cleaning (hydro-flushing) requirements for the drains shall be as specified in paragraph 5.4. Downhole camera inspection and reporting requirements for the drains shall be as specified in paragraph 5.5.

Access to Basin and Apron Slab Frost Blanket Drains:

Access to the upstream end of basin slab frost blanket drains #1 and #2 and apron slab frost blanket drains #3, #4 and #5 is from atop the concrete slab surface, through a 12-inch by 12-inch square manhole cover bolted to a manhole frame with 4 bolts. Access to the upstream end of these drains is limited by a 5-inch diameter opening for the vertical riser pipe for these drains and a 90 degree bend between the vertical riser pipe and the 8-inch horizontal VCP drain pipe (approximately 7 feet below the slab surface).

See Sheet FIO-3, Detail A.

Access to the downstream end of basin slab frost blanket drains #1 and #2 and apron slab frost blanket drain #3 are from inside of basin wall manholes #MH-1, #MH-2 and #MH-3, respectively, on the backside of the spillway basin walls. There is NO access to the downstream end of apron slab frost blanket drains #4 and #5, as their downstream ends are connected to the apron side block collector drains and these connections are embedded in the monolithic concrete of apron blocks #E-10 and #W-10 and #E-13 and #W-13. The ONLY access for these two drains (drains #4 and #5) is through the access manholes on the slab surface on the upstream end as discussed in the previous paragraph.

It is also noted that both east and west 12-inch by 12-inch square manhole covers and frames and the upper 1.5 feet of the 6-inch diameter vertical riser pipe below the slab surface for slab frost blanket drain #5 have shifted horizontally and limit access to these 2 drains. Access to these two pipes is currently approximately 2.5 inch to 3.0 inches in dimension. See Sheet C-101 for location. These manholes will be modified by the Government prior to cleaning and inspection of the pipes for these two drains to create a larger access opening. The Oahe Project Office will make this modification.

5.3. OPTION 1 -- Clean and Inspect Apron Side Block Collector Drains and Slab Frost Blanket & Wall Backfill Drain Collectors.

5.3.1. Apron Side Block Collector Drains (2 collector drains total). This work consists of cleaning (hydro-flushing), performing a remote camera inspection, and documenting the condition of a total of 328 lineal feet of 12-inch diameter solid cement asbestos collector pipe (CAP) for the apron side block collector drains for frost blanket drains #4 and #5. There are two apron side block collector drains embedded within the side blocks, one each on the east and west sides of the spillway.

The pipes to be cleaned and inspected in Option 1 are shown in plan view on Sheet C-

102. As-built (record) pipe and manhole details for the drains are shown on For Information Only Sheets FIO-2 and FIO-3. Pipe segment names, access locations, beginning and ending information, pipe material types, pipe diameter and segment lengths are summarized in Tables 5.3 and 5.4 in Exhibit 3. The cleaning and inspections for Option 1 shall be inclusive of the full pipe length between the ends of the pipe identified in Tables 5.3 and 5.4.

It shall be assumed that all pipes are 75% to 100% filled with sediment and require hydro-flushing for complete and thorough inspection. All materials flushed from the drains must be captured and removed from the spillway slab and/or access manholes.

The Contractors work plan shall discuss their method to prevent sediments from washing into downstream or other legs of the drainage system that are not scheduled for inspection.

Access to Apron Side Block Collector Drains: The only access to the apron side block collector drains is at the downstream (north) end of the pipe in spillway basin wall manholes #MH-3E and MH-3W at the bottom of the manhole. There is currently NO access to the upstream (south) end of the collector drains as their upstream (south) end connections to frost blanket drains #4 and #5 are embedded in the monolithic concrete of apron blocks #E-10 and #W-10 and #E-13 and #W-13, respectively. See For Information Only Sheet FIO-3 for further information.

It is noted that a 6-inch diameter butterfly valve inset has been constructed into the manhole opening for the apron side block collector drains at the pipe segment’s downstream end. See Sheet C-102 for location. The valve is currently in the closed position. This valve will be removed by the Government and the collector pipe gravity drained as much as reasonably possible prior to cleaning and the inspection of the pipe.

Following removal of the 6-inch valve, access to the 12-inch diameter CAP drain pipes WILL BE LIMITED TO 6-INCHES IN DIAMTER as there will be a 6-inch flange grouted into the 12-inch drain pipe remaining in the end of the pipe.

It is noted that both drain collector pipes are known to be severed (broken) at apron block monolith #E-8 and #W-8 and access will be limited. It is also suspected there are breaks at #E-13 and #W-13. The condition of the collector pipes for access purposes is currently unknown. See Sheet C-102 for known and suspected break locations.

5.3.2. Slab Frost Blanket & Wall Backfill Drain Collectors (10 drain collectors total). This work consists of cleaning (hydro-flushing), performing a remote camera inspection, and documenting the condition of a total of 494 lineal feet of 12-inch diameter solid cement asbestos pipe (CAP) for the slab frost blanket & wall backfill drain collectors between manholes #MH-1, #MH-2 and #MH-3 and the gallery on both the east and west sides of the spillway.

The pipes to be cleaned and inspected in Option 1 are shown in plan view on Sheet C-

102. As-built (record) pipe and manhole details for the drains are shown on For Information Only Sheets FIO-2 and FIO-3. As-built (record) information showing how the collector pipes drain into the abutment galleries is shown on sheet FIO-1. Pipe segment names, access locations, beginning and ending information, pipe material types, pipe diameter and segment lengths are summarized in Tables 5.5 and 5.6 in Exhibit 3. The cleaning and inspection for Option 1 shall be inclusive of the full pipe length between the ends of the pipe identified in Tables 5.5 and 5.6.

It shall be assumed that all pipes are 25% filled with sediment and require hydro-flushing for complete and thorough inspection. All materials flushed from the drains must be captured and removed from the spillway slab and/or access manholes. The

Contractors work plan shall discuss their method to prevent sediments from washing into downstream legs of the drainage system that are not scheduled for inspection.

Access to Slab Frost Blanket & Wall Backfill Drain Collectors: Both ends of all collector pipes are accessible. Access to the slab frost blanket & wall backfill drain collectors are from inside basin wall manholes #MH-1, #MH-2 and #MH-3 and in the spillway abutment galleries at the downstream end of the collector system.

5.4. Cleaning Requirements for Drains and Collector Pipes. All cleaning equipment, and cleaning procedures for this Contract shall conform to this PWS.

Cleaning generally consists of thoroughly cleaning pipe segments by hydro-flushing (flushing them with large quantities of water or jetting them), or other approved mechanical means) to enable the visual inspection of clean pipes with remote operated camera equipment. Care should be taken during cleaning operations to avoid damaging the existing drains and collector pipes and from washing sediments into adjacent drain systems. The Contractors work plan shall identify the method to clean the pipes, to limit and/or minimize damage to the pipes and to limit and/or minimize the amount of sediment from entering adjacent pipe systems.

It is estimated that up to 30 cubic yards of material will need to be removed from the pipes and disposed of offsite or in the spoil area as directed by the Contracting Officer as part of this contract. The Contractor can expect accumulated soft and hard packed sediments in the pipes up to a thickness of one-third the pipe depth.
