Questions and Answers
12 August 2025
1. Has this contract been in place in the past if so, do you have historical data of hours flown?
Answer: Please refer to the Performance Work Statement, Part 7, Technical Exhibit 3 –
Estimated Workload Data: “The amount of work in any given year will vary based on the mission requirements. The annual number of flight hours can vary from a low of 40 hours to as high as 500 hours if there is a major disaster (i.e. flood, tornado, etc.).”
2. I would need to supply all equipment for imagining do you have a piece of equipment in mind, or it just needs to meet the standards set? I just want to make sure that I have exactly what you are looking for.
Answer: Imaging must meet the standards as set in this solicitation, with no requirements regarding the specific equipment used.
3. I'm currently based in Utah but would be willing to relocate if there was enough work. I regularly do work in Idaho and Colorado. Will ferry time be an issue? I know that may seem like a dumb question but just want your take on previous work and ferry times.
Answer: Relocating would not be necessary. There is a lot of variables on flight time with a helicopter. All quotes received will be evaluated based on the factors identified in FAR
Clause 52.212-2 Evaluation-Commercial Products and Commercial Services, which has been incorporated into this solicitation by full text. Factor 1 requires submittal of documentation that: “Describes the amount of lead time required to conduct at least one inspection with a minimum of three passengers.” Quotes with shorter lead times/ferry times may be evaluated more favorably.
4. Also, I'm currently part 135 and part 133 but do not have CARB certification. Every contract I've looked at requires you have it already in place. This makes it hard since you need an award to get it. Is it an issue if I don't currently have it.
Answer: Per FAR Clause 52.212-2 Evaluation-Commercial Products and Commercial
Services of this solicitation: “All quoters are required to submit documentation and will be screened to determine if they are approved by the DOD Commercial Airlift Review
Board as per Department of Defense Directive DODD4500.53.”
5. What is meant by "The contractor shall meet all requirements and certifications necessary for transporting federal government employees."?
Answer: Please refer to the Performance Work Statement, Part 4, 4.5 Commercial Airlift
Review Board (CARB) Certification.
6. Would there be a provision for a public use letter for the aircraft utilized?
Answer: No public letter is needed.
7. What would be the lead time to position to the location needed?
Answer: With this being more of an emergency response, lead time between 24-80 hour lead time and will be identified in each task order.
8. What percentage of the operations would require the digital photography equipment?
Answer: Since Omaha is on the river and assuming this would be more flood/emergency response related, utilization of the services under this contract support missions with a variety of objectives on an as-needed basis. Use of digital photography services will be dependent on the needs and requirements of each individual mission.
9. 1.4 Scope: The contractor shall provide the services described. In general, the services will involve flying Corps of Engineers personnel over projects sites within the
Northwestern Division for the purposes of reconnaissance level inspections of completed and potential projects. “The way I'm reading this section, I'm taking away the entity proposing to this solicitation should provide pricing CLIN 1-6, along with Unit 1 from the announcement. My question is, as a unmanned system service provider, can our company only provide a proposal for CLIN 4 and Unit 1 and be considered for this effort”?
Answer: This solicitation will result in a contract awarded to a single contractor. Quotes will only be considered if they are able to provide all services described in CLINs 1-6.
