About this file
This is a Sources Sought notice for market research purposes regarding potential modernization of excitation systems at Fort Peck Dam, a remote hydroelectric facility operated by the U.S. Army Corps of Engineers on the Missouri River near Glasgow, Montana. The facility comprises two powerhouses with five total generating units. Powerhouse 1 (Units 1-3) requires targeted modernization of front-end excitation controls, field breakers, and operator interface components while potentially reusing existing digital excitation regulator hardware and cubicles. Powerhouse 2 (Units 4-5) may require full excitation system replacement, including removal of legacy equipment and installation of new digital static excitation systems. The anticipated scope includes modern digital excitation systems, integration with existing generator and plant systems, excitation modeling and validation testing, and factory and site acceptance testing. Work will be performed at a remote location with limited local labor availability and requires coordination across multiple generating units and outage windows.
The Sources Sought document requests information from qualified contractors regarding their experience and capability to execute this work. Respondents must address seven primary questions covering: excitation system modernization or replacement experience at operating hydroelectric or comparable industrial facilities within the past five years; experience performing electrical work at operating facilities with restricted access and outage coordination requirements in remote locations; experience coordinating work across multiple generating units and phased outages; whether the firm self-performs or subcontracts major excitation system elements; capability to accomplish the work and meet personnel requirements; staffing and mobilization approach for remote hydroelectric facilities with limited local labor; and any feedback regarding the acquisition strategy. The NAICS code is 335311 (Power, Distribution, and Specialty Transformer Manufacturing). The proposal due date was extended to April 7, 2026. This notice does not constitute a formal solicitation but is issued for market research to assess industry capability and interest.

Background USACE is seeking information from interested and qualified contractors regarding potential modernization of excitation systems at Fort Peck Dam, a remote hydroelectric facility located on the Missouri River near Glasgow, Montana. The facility consists of two powerhouses with a total of five generating units. Existing excitation systems present reliability and supportability concerns due to aging equipment, partial legacy upgrades, and obsolescence of key control components.
Powerhouse 1 – Units 1–3
· Existing digital excitation regulator hardware remains serviceable.
· Front-end excitation controls, field breakers, and operator interface components are obsolete and/or experiencing reliability issues.
· The Government is evaluating a targeted excitation system modernization approach, which may include replacement of failing or obsolete front-end components while reusing existing regulator hardware and cubicles, with modifications as required.
Powerhouse 2 – Units 4–5
· Existing excitation systems include legacy components operating beyond their recommended design life.
· The Government is evaluating a full excitation system replacement for these units, which may include removal of existing equipment and installation of new digital static excitation systems.
The anticipated scope may include modern digital excitation systems, integration with existing generator and plant systems, excitation modeling and validation testing, and factory and site acceptance testing. Work would be performed at a remote location with limited local labor availability and would require coordination across multiple generating units and outage windows.
This Sources Sought notice is issued solely for market research purposes to assess industry capability, interest, and potential acquisition strategies. It does not constitute a solicitation.
