About this file

This is Amendment 0001 to Solicitation W9128F27QA007 for the Missouri River Recovery Implementation Committee (MRRIC) Chair Service, issued by the U.S. Army Corps of Engineers (USACE) Omaha District on November 4, 2026. The amendment adds the Price Schedule for MRRIC Chair Services and modifies contract line item descriptions to clarify contractor responsibilities.

The contractor shall support MRRIC dialog as an impartial leader, enabling diverse Committee members to articulate underlying interests and perspectives while helping formulate consensus-based recommendations to USACE regarding the Missouri River Recovery Program (MRRP) and planning constructive MRRIC engagements per the Performance Work Statement (PWS). The solicitation includes a base task (CLIN 0001) and two option line items (CLIN 0002 and CLIN 0003). Evaluation criteria include three factors: Technical & Expertise (requiring detailed approach, technical proficiency, unique qualifications, and past project experience with geographic size and stakeholder diversity); Past Performance (requiring two project references from the past three years with comparable scope, dates, and contact information); and Price (requiring completion of the attached two-page Price Schedule with inclusive costs for labor, mileage, equipment, licenses, insurance, and other incidentals). Factors 1 and 2 combined are significantly more important than Factor 3. Adjudication ratings are Outstanding (exceptional approach with significant strength), Acceptable (adequate approach), or Unacceptable (does not meet requirements). Offers must acknowledge receipt of this amendment prior to the solicitation deadline. The contracting officer is Sean McSherry at sean.m.mcsherry@usace.army.mil, (402) 995-6897. The issuance location is W071 ENDIST OMAHA, KO Contracting Office, 1616 Capitol Avenue, Omaha, NE 68102-4901.

Evaluation Factors for Award

The following clauses were modified:

52.212-2 Evaluation-Commercial Products and Commercial Services. (Deviation 2026-O0038) Feb 2026 hereby reads as follows:

Evaluation-Commercial Products and Commercial Services (Feb 2026) (Deviation 2026-O0038)

(a) Evaluation factors. The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors will be used to evaluate offers:

FACTOR 1 - TECHNICAL & EXPERTISE: The contractor shall submit a quote describing the approach to be used to accomplish the award objectives. The technical quote shall be detailed, concise, and shall cover every aspect of how the contractor will meet the objectives of the Performance Work Statement (PWS) and who will be performing the work. The contractor shall describe their technical proficiency and unique qualifications for requirements described in the PWS. The contractor shall include past project experience (including what role or capacity the individual served on each project), as well as the dates (month and year) employed on each project in that capacity and the geographic size and stakeholder diversity of each project cited as experience.

: The contractor shall provide two references of projects FACTOR 2 - PAST PERFORMANCE completed within the past three years. Experience can be based on projects completed as a prime contractor or projects of qualified subcontractors that have the capabilities to perform this work.

These references need to be equal to or similar in scope of this requirement. Contractor shall provide dates and pertinent information to demonstrate how they are comparable to this requirement in size and complexity. The contractor shall include points of contact, titles, telephone numbers, and email addresses for all references.

Factor 2 may also be evaluated based on information about contractor performance from existing performance documentation from any past contracts.

FACTOR 3 - PRICE: The contractor shall quote a price for each task on the price schedule.

Failure to provide the price schedule with the submitted quote may result in the quote being rejected. The quote shall be inclusive of all costs that might be incurred by the contractors during the contract such as, but not limited to, labor, mileage, equipment, equipment rental fees, licenses, insurance, etc.

Factors 1 and 2, when combined, are significantly more important than Factor 3 - Price.

Adjectiv al Rating

Acceptab le

Quote demonstrates an adequate approach and understanding of the requirements.

Unaccept able

(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. The evaluation of options does not obligate the Government to exercise the option(s).

(c) . A written notice of award or acceptance of an offer furnished to the successful Notice of award Offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
