About this file

This is a Questions and Answers document for the solicitation W9128F26QA091, issued by the Department of the Army Corps of Engineers Engineering District Omaha for Cultural Resource Identification Services related to the Upper Missouri River Basin Plains Snowpack and Soil Moisture Monitoring Network Project in Montana.

The document addresses payment terms for fieldwork services. Specifically, it clarifies that the standard partial payment schedule for completion of field work is not negotiable. Contractors may submit payment invoices only after the contracting officer has accepted the reports for a site; invoicing for fieldwork completed prior to report acceptance is not permitted. This establishes a clear acceptance-based milestone structure for contractor compensation rather than allowing payment for field activities independent of deliverable review and approval.
