About this file

This file contains presentation slides from an Industry Day/Pre-Proposal Conference hosted by the US Army Corps of Engineers Omaha District regarding two B-21 construction projects at Ellsworth AFB: the East Alert Apron and EPS 60 Row North projects.

The presentation outlines key details for two solicitations: W9128F25R0005 (East Alert Apron) and W9128F25R0011 (EPS 60 Row North). The East Alert Apron project includes repair/expansion of existing alert apron with 4 Environmental Protection Shelters (EPS), while EPS 60 Row North involves constructing 5 pre-engineered shelters of approximately 20,000 SF each. Both are design-bid-build MILCON projects with 730-800 day performance periods. The East Alert Apron is estimated at $100-250M total, while EPS 60 Row North is $25-100M. Key dates include ProjNet questions closing February 8, 2025 (East Alert) and February 15, 2025 (60 Row North), with proposals due February 18, 2025 and February 25, 2025 respectively, though amendments will add approximately 3 weeks to these dates. The projects require Project Labor Agreements and minimum 20% small business participation. Evaluation factors include past performance, project management plan, small business participation, pricing, PLA, and subcontracting plan (for large businesses only).
