Questions and Answers
21 March 2024
1. Q. In the description under 5.2 relating to vault toilets and fish grinder stations it states that the contractor must thoroughly wash with disinfectant. Can you explain further the extent of the wash down? Are we required to power wash the vault tanks and fish grinder tanks? My equipment does not have that capability. Back flushing to break up solids and removal of the contents followed by a thorough soaking with disinfectant followed by decomposing agent and deodorizer would be the extent of what I could provide. Would that be sufficient?
A. Back flushing, soaking, decomposing agent and deodorizer is sufficient.
2. Q. Another concern is disposal. 5.4 mentions lagoons for disposal of septage and wastewater. Disposal of contents of fish grinder stations is said to take place at a location designated by the core of engineers. I would like to know if these areas will be accessible regardless of weather conditions. Typically, I would schedule work based on the projected weather forecast but according to the contract service to these structures have to happen within designated weeks. I'd like to know if there is flexibility with the servicing schedule.
A. There is flexibility in the schedule, as long as the fish grinder tank is emptied every month. The areas for disposal can be affected by weather and can be inaccessible during wet conditions.
3. Q. The last item is found in 1.9. The submittals listed include AHA and APP. I've never prepared these types of documents. Do you have an example of what exactly you are looking for?
A. The AHA and APP are types of hazard analysis that identifies potential safety hazards. These are documents that can be discussed with the contractor that receives the award at the initial meeting between the contractor and the government team.
