Questions and Government Responses
1. Q - Is the water from Lake Sakakawea available for compaction?
Government Response – Water from Lake Sakakawea can be used for compaction and dust control. The Contractor shall not use the boat ramp for filling water tanks but can use the shoreline that is within the disturbed area of the construction zone.
2. Q - Is it acceptable for the contractor to build turn-arounds at the beginning and end of the project? (These would be on the beach but not in the water)
Government Response – Yes it is acceptable for building turn-arounds at the beginning and end of the project on the shoreline. Construction activities and disturbance shall remain above elevation 1838 and within 30 feet of the toe of the riprap being placed, in areas not designated as turn-arounds. No disturbance will be allowed at the elevation of the water surface or below.
3. Q - What is the anticipated project start date? The concern is if the Government takes 60 days to award it will be too late to compact embankment this year. With no work allowed between 4/15 and 9/5 the project wouldn’t get going until 9/6/23 (after time has already expired).
Government Response – Corps anticipates award by 30 September 2022 and Contractor shall begin performance within 10 calendar days and complete within 180 calendar days after receiving Notice to Proceed (NTP). NTP will be issued upon acceptance of all required contract submittals from the Contractor.
Bid time WILL NOT be extended and an Amendment WILL NOT be issued.
