W9128F21F0052 Question and Answers for Stewart IAP, N.Y.

26 February 2021

1. The project scope includes the removal and transfer of 5000 gallons of product, and that the contractor is responsible for coordinating with the installation of how the fuel will be transferred and stored during the inspection period (¶1.4, page 3 of 59). Should bidders consider the other storage tank on site is unavailable and appropriate temporary storage containers are required to be brought on site?

Answer: Consider other storage tank on site unavailable.

2. Are there previous inspection reports available for bidder review?

Answer: See attachment PDF document labeled "Stewart (Newburgh) - Fac 7401 (Tank1) - Final 2017"

3. Can USACE provide the current pan manufacturer information for Tank 1 (Facility 7401) to aid in proper seal replacement quotes?

Answer: All pan manufacturer information will be in the previous tank inspection reports. See attachment PDF document labeled"Stewart (Newburgh) - Fac 7401 (Tank1) - Final 2017"

4. Will the roof pan legs be set to the high level (6 foot) during initial draw down by base personnel or will the leg setting need to be accomplished by the contractor prior to base draw down operations?

Answer: Once the contract has been awarded, the contractor will be able to reach out to the installation to confirm that the pan legs will be set to the high level. Historically this is the standard practice to leave the pan legs at the high level. Whether this is done by the installation or the contractor is determined by the installation.

5. How many shell manways are present and what size are they?

Answer: It has 3X36 inch man holes. See attachment PDF document labeled"Stewart (Newburgh) - Fac 7401 (Tank1) - Final 2017"

6. Is electricity and water available on site for contractor use?

Answer: Yes. Approximately 300 Ft away from tank

7. The scope of work and Appendix B identify the project as an API 653 type inspection without strapping charts; however, the contract specialist has required the contractor to show experience in STI tank inspections and strapping chart creation (SOW page 29 of 59, item (n) 2.) Please confirm that showing STI tank inspection and strapping chart creation experience are not required for this project.

Answer: Showing STI tank inspection and strapping chart creation experience are not required for this project since it is an API Internal Inspection.
