Question and Answer Ft. Bliss TX

17 February 2021

1) Are previous inspection reports available for bidder review?

A: This is the first OOS inspection since construction, there are no previous reports.

2) Can USACE provide the current pan manufacturer information for tanks 11113 and 11114 to aid in proper seal replacement quotes?

A: Based on the year built and size of the tanks, it is assumed the pans are Aluminum Honeycomb with a Double Wiper Seal

3) Will the roof pan legs be set to the high level (6 foot) during initial draw down by base personnel or will the leg setting need to be accomplished by the contractor prior to base draw down operations?

A: This is unknown, it is highly likely that the contractor will need to assist in setting the legs.

This will be coordinated with the installation when determining when draw down can occur.

Some installation will set the legs and some won’t.

4) How many shell manways are present and what size are they?

A: Two Manways are present. Diameter is not known but does meet current API 650/653 requirements as tanks were built in 2005.

5) Is electricity and water available on site for contractor use?

A: Yes, electricity and water are available. The contractor must bring extension cords and necessary equipment to utilize these items.

6) Is the contractor responsible for transferring any recoverable fuel from tanks 11113 and 11114 after low suction has been reached by base personnel? The Statement of Work (SOW) only mentions remove and disposal of 250 gallons of fuel product for each tank (¶5.1, page 15 of 73.)

A: Uh, not sure how to answer this. I would say if there is recoverable fuel, yes, we would like that, but usually after low suction what is left is not recoverable.

7) Appendix B does not require the creation of strapping charts for any tank; however, the contract specialist has required the contractor to show experience in the creation of a strapping chart (SOW page 72 of 73, item (n) (1) 2.) Please confirm that strapping charts and chart creation experience are not required for this project.

A: Strapping Chart experience is not required. There will be no strapping charts created.

8) ** Diameter should only be 32’.
