Requirements emphasize low maintenance exterior and interior finishes as well as high energy efficiency. This project shall comply with the UFC 1-200-01 High Performance and Sustainable Building Requirements.

The floor plans and elevations provided in this RFP are conceptual and establish the general requirements for square foot area, functional arrangement of rooms and spaces, exterior treatments and the overall unit configuration. During the design stages, the contractor shall make necessary adjustments to ensure constructability and compliance with the RFP criteria and requirements. The plans and elevations do not indicate all necessary construction requirements or components; the RFP describes associated technical, performance and system requirements. Design and construction shall be in accordance with all applicable industry, [*AM-03] [**AM-03] and Air Force criteria, and the requirements of this RFP.

Design Quality Objective: The project objective is to obtain facilities to accommodate 251 SM (2,700 SF) of fully-enclosed operations, SECTION 01 81 00 Page 2 administrative and utility spaces - along with complementary site development within the funds available. Design quality is achieved through the integration of the facility to the site, balancing architecture features, functionality and design for low-cost maintenance and operation. The Government desires to construct facilities of such quality that the foundations, foundation walls, footings, slabs and other foundation components last for a life of 50 years without structural damage, due to expansive soils or other geologic conditions, to the foundation or structures that the foundation supports.

It is desired that all equipment and products be easy to service, maintain, repair, and replace. All products or equipment shall follow industry standards. In extenuating circumstances, the use of special designed or manufactured items may be allowed, but they shall be submitted to theGovernment for review and written approval prior to production, order or manufacture.

Scope of Work:

The following scope of work descriptions reflect the Contract Pricing Schedule found in 00 10 00 CONTRACT LINE ITEM PRICING SCHEDULE.

1.3 PROJECT SCOPE

The facility is a single story building with two seraperate portions serving different aspects of the munitions maintenance and inspection mission. There is a high-bay portion for physical operations involving munitions maintenance and inspection, and a supprt portion which serves the administrative functions related to munititions maintenance and inspection.

The total building area shall not exceed 2,700 SF. The high bay portion of the facility shall represent approximately 40 percent of the total and the administrative portion (including utilities) shall represent approximately 60% of the total floor area. The project also inlcludes site improvements

SECTION 01 81 00 Page 3 with the addition of a holding pad for munitions maintenance.

1.3.1 Facility Functions

The high-bay portion shall be constructed with opposing 16' x 16' overhead sectional doors for drive-thru capabilities. The highbay portion will be seperated from the support portion by a 12" thick CMU wall. The support spaces will include: an entracnce vestibule; an open office with space for three (3) workstations, a copy center, a communications equipment rack, and waiting for area four (4) individuals; Two (2) private offices; a breakroom/lactation room; a mens restroom with one water closet, one urinal, and one lavatory; a womens restroom with one water closet and one lavatory;

And a janitors closet with mop sink. The facility shall also provide utility rooms for all required building services including, but not limited to, fire pump room, mechanical room, and electrical room.

1.3.2 Site and Infrastructure Functions

Site work includes, but is not limited to, all pavements to circulate the site, including entering and exiting the building by vehicles and pedestrians. A parking area will be provided across on the adjacent lot.

1.3.3 Project Site

The project is located at Grand Forks Air Force Base, North Dakota.

Vicinity and location maps can be found in the drawings provided with this

RFP.

See the bridging documents for the proposed project site. The site is constrained by a variety of factors. The contractor shall ensure the facility is designed and constructed in compliance with all site constraints including but not limited to the following: QD arcs stand-off distances,

Any changes to the floor plan must be approved by the Corps of Engineers Omaha District Design Branch Architectural Section, and the contracting officer.

The maximum gross square footage of the facility is 2,700 SF. Net square footage is somewhat flexible in most spaces, with adjustments being made as necessary to meet space functional requirements. The layout of the mechanical, electrical, and telecommunications spaces (rooms, allocated floor and wall spaces, and chases) are suggestive and may require wall and ceiling configurations to be slightly altered to conform to equipment requirements. Exterior building dimensions may be adjusted slightly but overall maximum gross square footage shall not be exceeded.

1.4.2 Demolition Requirements

Demolish the existing Munitions Maintenance and Inspection Facility. This is Building 737, which is located at the far northeast corner of the munitions storage area. This facility shall not be demolished until the new Indoor Munitions Maintenance and Inspection Facility has been occupied
