Evaluation-Other than Commercial Items.
The Government will issue a purchase order resulting from this solicitation to the responsible quoter whose quote conforming to the solicitation will be the best value to the Government. The Government will base the issuance of the purchase order on whether the lowest priced quotation having the highest past performance rating possible represents the best value compared to any lower-priced quote. The Government will use the following factors to evaluate quotes:
1. Past Performance/Experience.
Submission Requirements. The quoter shall provide three examples of projects substantially complete or completed by the prime contractor within the last three years similar to this project in size and scope. Projects considered identical in content include supply and installation of random fill, removal and stockpile of the existing bank material, earthwork shaping of bank slopes in preparation of riprap placement, supply and installation of geotextile, and supply and installation of quarried riprap. Other similar work includes removing and re-installing existing slumped riprap, removing trees and debris along slopes, site restoration, regrading, and seeding. Projects considered identical in size to this project are between $100,000 to $250,000. Each project example should include the following:
a. Project name and location;
b. Agency/Firm for whom the quoter performed the work for (Military or Commercial);
c. Contact person at the site, telephone number, and e-mail;
d. Month/year the work began and ended;
e. The dollar amount of the project; and
f. Explain how the work is relevant to this requirement.
*Failure to provide any of the above information may result in an unacceptable rating for this factor.
In addition to the above information, the Government may review any other sources of information for evaluating past performance. Other sources may include, but are not limited to, past performance information retrieved through the Contractor Performance Assessment Reporting System (CPARS), Federal Awardee Performance and Integrity Information System (FAPIIS), and any other known sources not provided by the offeror.
Evaluation. The Government will evaluate whether the projects submitted are of the same size and scope, as described above in the submission requirements.
The Government may give projects more consideration for the following:
a. Projects completed for a Federal Government Agency;
b. Projects completed within the exact geographic location as this requirement;
c. Projects that include both items (a) & (b) above.
The Government may give projects less consideration for the following:
a. Projects that do not demonstrate the similar size and scope;
b. Projects that do not provide evidence of successful performance;
c. Projects less than $100,000.
The Government will utilize the following ratings for the evaluation of Past Performance:
Table 1
Rating Description Outstanding All three project examples submitted involved essentially the same size and scope of this requirement, and the quoter’s past performance provides the Government with a high expectation of successful performance.
Acceptable One or two project examples submitted involved similar or some of the same size and scope of this requirement, and the quoter’s past performance record provides the Government with a reasonable expectation of successful performance.
Unacceptable None of the project examples submitted were similar in size and scope of this requirement OR based on the quoter’s past performance record; the Government has a low or no expectation of successful performance.
2. Price.
Submission Requirements. The quote shall include all costs to provide the construction services provided in the scope of work and attachments. In addition, the quoter shall submit pricing for each quote alternative #1-3 (0001 –
0005 on each alternative).
Evaluation Criteria. The Government will evaluate the total price by adding the items (0001 – 0005) to get a total price for each quote alternative (1-3). The Government will also evaluate the price for unbalanced items.
