Questions and Government Responses to Solicitation W9128F21Q0064 – Rehab Service Gate Stem No. 1, Cherry Creek Dam, Colorado
1. Question: Will the contractor be allowed to operate the hoists in the tower?
Government Response: Yes.
2. Question: Does each hoist require a third-party inspection before use?
Government Response: Only the 7.5-ton auxiliary Hoist will be available to use. The 7.5-ton hoist is new and does not need a third-party inspection (Installed and load tested in June 2021).
3. Question: In the scope of work, you specify the gate stem to be re-chromed, do you want this to be done even if the rod is in good shape? Service gate #4 cylinder did not have chrome on it and didn’t require chrome to refurbish it. However, the gate hanger rods did require chrome to repair them.
Government Response: If the rod is in good shape, then no need to be re-chromed.
4. Question: Do you want the 1.5” ball valves to be stainless steel?
Government Response: The stainless-steel valves are preferable.
5. Question: It states that the cylinder needs to be lifted from its foundation, which clearly, we would need to get the cylinder removed and ship it back to our facility to complete this repair. It also states in the solicitation that we would be responsible for everything and no subcontractors. How would we get the cylinder removed? It looks like there is handling equipment on site there, but definitely assume that we would not be able to operate the handling equipment that is on location to remove it.
Government Response: The contractor will be allowed to use the 7.5-ton bridge crane located at Cherry Creek intake structure.
6. Question: Do you have specific information on the packing that seals the two small upper pistons and the rod that is used by the locking mechanism on the blind end cap of the actuator? I don’t see full dimensional info for those sealing components. Height isn’t specified.
Government Response: Please see the attached detail drawing for the packing.
7. Do you have manufacturer and dimensional data for the rod scraper that was installed on gate actuator # 4? We can select a scraper but wanted to see if you want the exact same design.
Government Response: Please see the attached dimensional data for the rod scraper used on gate stem #4.
8. Do you have manufacturer and part # for the ten ball valves that isolate the work ports of each of the five gate cylinders?
Government Response: Please see the attached photo for the hydraulic valve nameplate.
