1.0 General Information.

1.1 Background. The Fort Peck Project is a multi-purpose flood control/power generation project with recreation sites. The project is located 17 miles southeast of Glasgow, MT near the small community of Fort Peck, MT. The Fort Peck Project manages and maintains the dam and associated roads, building lawns, overlook areas that are used frequently by the employees and visiting public. Mowing and trimming services are required to provide a quality and safe work areas and recreational experience for our visiting public.

1.2 Scope of Work. This is a non-personal services contract to provide lawn mowing and trimming services.

Services include mowing and trimming and picking up any trash or tree limbs in the mowing areas. The contractor shall perform these services at designated crest of dam & project road ditches, relief well area to include pipes & toe of dam roads, spillway & shaft buildings areas with overlooks and downstream dam roads including coulees, pipes & manholes as noted in this (PWS). The government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the contractor who, in turn is responsible to the government. This is a fixed priced, performance-based service contract where the government defines and measures desired outcomes, while contractor methods are generally not constrained or directed.

1.3 Period of Performance. The period of performance shall be for one (1) Base Year of 12 months and four (4) 12-month option years. The Period of Performance reads as follows:

Base Year: 01 June 2021 through 30 April 2022

Active period of performance: 01 June 2021 through 30 September 2021 Inactive period of performance: 01 October 2021 through 30 April 2022

Option Year 1: 01 May 2022 through 30 April 2023 Active period of performance: 01 May 2022 through 30 September 2022 Inactive period of performance: 01 October 2022 through 30 April 2023

Option Year 2: 01 May 2023 through 30 April 2024 Active period of performance: 01 May 2023 through 30 September 2023 Inactive period of performance: 01 October 2023 through 30 April 2024

*Note: The Contractor is not required to perform any services during the inactive period of performance.

1.4 Contractor Personnel.

1.4.1 The contractor shall perform all work under this contract using his or her own forces except as provided in Paragraph 1.4.2 Subcontracting. Employees who perform this work shall be qualified persons on the contractor’s own payroll.

1.4.1.1 Key Personnel. The following personnel are considered key personnel by the government: Contractor shall furnish a minimum one (1) individual (16 years or older) to perform the grounds maintenance. Operators of equipment shall be 18 years of age, except those 16 years old and older may operate equipment when permitted by the Child Labor Law of the Fair Labor Standard Act administered by the U.S. Department of Labor.

1.4.1.2 Identification of Contractor Employees. All contract personnel attending meetings and working in other situations where their contractor status is not obvious to third parties are required to identify themselves as such to avoid creating an impression in the minds of members of the public that they are Government Employees. They must also ensure that all documents or reports produced by contractors are suitably marked as contractor products or that contractor participation is appropriately disclosed. Contractor vehicles will be marked with “Contractor Operated Vehicle” signs provided by the Government.

1.4.1.3 Dress deemed appropriate for the safety of the employee and the image of the Corps of Engineers shall be worn. Shirts (sleeveless shirts unacceptable), long pants, hard hats, safety boots, safety glasses or goggles, Class III high visibility vests, and hearing protection will always be worn as required by the USACE Safety and Health Requirements Manual, 385-1-1.

1.4.2 Subcontracting. The contractor shall not subcontract any work without written approval of the Contracting Officer. Compliance with the provisions of this contract by subcontractors shall be the responsibility of the contractor.

1.5 Quality Control.

1.5.1 The contractor shall designate, in writing, an employee who shall serve as the contact for matters involving quality and performance or nonperformance of the required work stated in this PWS. The employee(s) shall be qualified and fully competent with full authority to act for, and on behalf of, the contractor as necessary to ensure that the required work is performed in accordance with the standards contained herein. The contractor shall furnish the above written designation to the Contracting Officer’s Representative (COR) no later than the first day of work. The contractor shall include the name(s), address(s), and telephone number(s) of the responsible individual(s).

1.5.2 The Contracting Officer reserves the right to disapprove any individual whom he considers incompetent to perform the work required. The Contracting Officer will provide a written notice of any disapproval to the contractor.

1.6 Quality Assurance. The government will use a Quality Assurance Surveillance Plan (QASP) or the methods stated in this PWS to ensure that the Contractor is performing the services required by this PWS in an acceptable manner. The Government may use Quality Assurance Evaluators (QAE(s)) to provide assistance with the quality assurance methods.

1.6.1 The government has the right to inspect all services called for by the contract, to the extent practicable at all times and places during the term of the contract. The government shall perform inspections in a manner that will not delay the work.

1.6.2 If any of the services do not conform to contract requirements, the government may require the contractor to perform the services in conformity with contract requirements and at no increase in cost. If the contract requirements are not met after a second attempt the government may (1) require the contractor to take necessary action to ensure that future performance conforms to contract requirements and (2) reduce the contract price to reflect the reduced value of the services performed.

1.6.2.1 Upon verification of a validated customer complaint or corrective action report, the COR will notify the contractor that they are required to re-perform specific services. The contractor shall take corrective actions to resolve the action within 24-hours upon notification from the COR.

1.6.3 The government may take action, if the contractor fails to perform the services again or to take the necessary action to ensure future performance is in conformity with the contract requirements. The government may (1) by contract, or otherwise, perform the services and charge to the contractor any cost incurred by the government that related to the performance of such service or (2) terminate the contract in whole or in part

1.6.4 The contractor is responsible to replace/repair any damage to government property due to negligence, at his or her own cost. The government may take action, if the contractor fails to replace/repair any damage to government property. The government may (1) by contract, or otherwise, replace/repair damaged government property and charge to the contractor any cost incurred by the government to replace/repair any damage.

1.7 Hours of Operation. The contractor is responsible for conducting business, between the hours of 7:00 a.m. to 6:00 p.m. Monday thru Friday except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. The Contractor must maintain an adequate workforce for the uninterrupted performance of all tasks defined within this PWS when the Government facility is not closed for the above reasons. When hiring personnel, the Contractor shall keep in mind that the stability and continuity of the workforce are essential. In Major Day Use/Picnic Areas the contractor will mow at times when the visitation is low to reduce the possibility of injury to visitors. Low visitation hours are usually from 7:00 a.m. to 11:00 a.m. In Campground Areas mowing will not start before 9:00 a.m. and will continue to, but not later than 6:00 p.m. in any campground areas including fee campgrounds and free camping areas.

1.7.1 Mowing Schedule: There will be a set number of guaranteed mowing and trimmings for each tract. The number of guaranteed mowing and trimmings will vary by tract (see 5.2). The mowing and trimmings for tracts 1, 2, 3, 4, 5, 6, 9, 10, 11, 12, 13, and 14 will not be on a set schedule. The mowing for tracts 7, 8, 15, 16, and 17 will be on a set schedule as outlined under section 5.2.X. As mowing and trimmings are needed, as determined by the government, the contractor will be notified a minimum of 48 hours in advance of when the Contractor must begin work.

A) Once notified of a start date and the tracts to be mowed/trimmed the contractor will have eight

(8) consecutive business days from that start date, or the day the contractor begins work whichever occurs first, to complete the mowing and trimming of all tracts to be mowed.

B) The Government may determine the sequence in which the tracts will be mowed.

The Contractor will maintain a daily logbook of hours worked, start dates, completions dates of each tract, and any damages to personal owned equipment or government owned equipment resulting from contractor’s work. A copy of the logbook will be turned in to the government monthly

1.7.2 Recognized Holidays: Contractors will not mow or trim on the Federal Holidays, Saturdays, or Sundays.

Federal Holidays during the contract period include:

a. Memorial Day

b. Independence Day

c. Labor Day

1.8 Pre-Work Meeting. Prior to commencing any activities, the contractor shall arrange a Pre-work Meeting with the COR. The Meeting shall discuss the work requirements, scheduling, submittal process, review of the Activity Hazard Analysis (AHA), and Abbreviated Accident Prevention Plan (AAP). At least one (1) week prior to commencing work, the Contractor shall coordinate their proposed work schedule with the COR.

1.9. Submittals. Prior to commencement of services, the Contractor shall submit the following documents to the COR for review and approval:

a. Work Plan to include equipment a schedule of times mowing will occur

b. Personnel Requirements

c. Certificate of Insurance

d. Letter(s) of authority for supervisor

e. Quality Control Plan

f. Safety procedures to be followed under the work of this contract.

1.10 Standards and Regulations. The Contractor shall perform to the standards in the contract and comply with all Local, State, and Federal Regulations during the services performed. The Contractor is responsible for ascertaining the extent to which these regulations affect the operations resulting from this contract. The Contractor shall comply will all applicable regulations. Applicable regulations include, but are not limited to the following:

a. Code of Federal Regulations (CFR), Title 36, Chapter III, Part 327, Rules and Regulations Governing Public Use on Corps of Engineers Water Resource Development Projects EP 1165-2-316 (http://www.publications.usace.army.mil/Portals/76/Publications/EngineerPamphlets/EP_1165-2- 316.pdf?ver=2013-08-22-104526-670)

b. Engineering Manual (EM) 385-1-1 (USACE – Safety and Health Requirements Manual), dated November 2014; http://www.publications.usace.army.mil/Portals/76/Publications/EngineerManuals/EM_385-1-1.pdf

c. Occupational Safety and Health Standards (29 CFR 1910);

d. The Contractor shall follow traffic control measures in accordance with DOT Federal Highway

Administration's MUTCD.D.

1.10.1 Activity Hazard Analysis (AHA). The contractor shall prepare the AHA in accordance with Paragraph 01.A.14 or 01.A.15 of the EM 385-1-1. If using Paragraph 01.A.15, prepare the AHA IAW Figure 1-2.

Note: Contractors and other individual employer’s typically use Job Safety Analyses (JSAs), Job Hazard Analyses (JHAs), or similar Risk Management assessment tools. The government considers equivalent to, and acceptable substitutes for, the USACE’s AHA provided the data collected is the same as that required by the AHA, commensurate with the type of services the contractor is performing.

1.10.2 Abbreviated Accident Prevention Plan (APP). EM 385-1-1 in its entirety may be too complex for the type of work performed under these contracts; contractors may reference Appendix A, for abbreviated Accident Prevention Plan (APP). The contractor shall only need to submit items in Appendix A that are pertinent to the contract. The contractor shall use a qualified person to prepare the site-specific abbreviated Accident Prevention Plan (APP). The contractor shall prepare the APP in accordance with the format and requirements of the EM 385-1- 1 and supplemented herein. The contractor shall sign and submit the APP for approval prior to the start of work onsite.

1.10.3 Environmental Protection. This paragraph prescribes actions required for the prevention of environmental pollution during and as a result of operations under this contract. For the purpose of this specification, environmental pollution is defined as the presence of chemical, physical, or biological elements or agents which adversely affect human health or welfare, unfavorably alter ecological balances of importance to human life, affect other species of importance to man, or degrade the utility of the environment for aesthetic and recreational purposes.

The control of environmental pollution requires consideration of air, land, and water; and involves noise, solid waste management, management of radiant energy and radioactive materials, as well as other pollutants.

1.10.4 Protection of Water Resources. Lakes, ditches, rivers, canals, waterways, or reservoirs shall not be polluted with fuels, oil, bituminous, calcium chloride, insecticides, herbicides, or other similar materials harmful to fish, shellfish, or wildlife; or materials which may be detrimental to outdoor recreation.

1.10.5 Disposal of Materials. The methods and locations of the disposal of materials, wastes, effluent, trash, garbage, oil, grease, chemicals, etc., within the right-of-way limits shall be such that harmful debris will not enter lakes, ditches, rivers, canals, waterways, or reservoirs by erosion. All waste generated in the performance of work shall be hauled and disposed off site.

1.10.6 Protection of Buildings, Equipment, and Vegetation. The Contractor shall be responsible for restoring any Government facilities or structures damaged as a result of his/her operations. Reasonable care shall be taken to avoid damage to existing structures, equipment, and vegetation in the recreation areas, and other areas of Government Property. Any such damage shall be repaired, or the items replaced as directed by the KO, at no cost to the Government. The Contractor shall advise the COR of any damage to the facilities due to vandalism or other causes on the day he/she first notices such damage. No chemical shall be used to inhibit vegetation growth at any area within Fort Peck Project.

1.10.7 Safety Standards & Slopes. The Contractor will comply with all current provisions of the Occupational Safety and Health Act, (OSHA), the standards set forth in the Corps of Engineers Manual, EM 385-1-1, "Safety and Health Requirements Manual", and ANSI B71.4, ("Safety Specifications for Commercial Turf Care Equipment").

Rollover protective structures, ROPS, will be required in accordance with ANSI B71.4 if the contractor mows longitudinally, a slope greater than 30% or if the contractor mows a slope greater than 20% in a lateral direction.

Very few areas in the defined tracts exceed these maximum slopes and will be identified prior to commencement of work. In the event that an area to be mowed exceeds these maximum slopes and the contractor does not have ROPS, the contractor will be required to mow these areas with a push or other approved type mower.

1.10.8 Safety Meetings. The Contractor shall hold a safety meeting with all his/her employees, prior to commencement of work and each week of work, concerning safety on the job, a list of employees present and subjects discussed during the meeting. These minutes will be recorded and turned into the COR on a monthly basis.

Any Contractor employee who does not following safety requirements will be removed by the Contractor.

Technical Exhibit 7 Contractors Safety Meeting Worksheet is an acceptable format that could be used for submission of the safety meeting minutes.

1.10.9 Unsafe Work Practices. If the Contractor fails to comply or refuses to comply with the safety requirements specified herein, the COR or any Government employee may issue an order stopping all or part of the work until satisfactory corrective action has been taken. No part of the time lost due to any such stop order shall be made subject to claim for extension of time or for excess costs or damages to the Contractor. The Contractor will not be paid for work not performed as a result of the stop order. Continued failure to comply with one, several or all of the safety requirements of this contract may be grounds for termination of the contract.

1.11 Physical Security.

1.11.1 The contractor shall be responsible for safeguarding all government facilities, property, and materials provided for contractor use. The contractor shall secure at all times all government facilities, property, and materials. Specific security conditions may change based on threats to national defense and based on the risk of specific facilities to these threats. The contractor shall abide by these changing conditions at all times, as applicable.

1.11.2 Key Control. The contractor shall ensure all keys issued by the government are not lost, stolen, duplicated, or used by unauthorized persons.

1.11.2.1 The Contractor shall immediately report to the COR any occurrences of lost or stolen keys.

1.11.2.2 In the event keys, other than master keys are lost or stolen, the contractor may be required, upon written direction of the COR, to re-key or replace the affected lock or locks without cost to the government. The government may, however, at its option, replace the affected lock or locks or perform re-keying and deduct the cost of such from the monthly payment due the contractor. If a master key is lost or stolen, the government may need to replace all locks and keys for that system. The government will deduct the total cost to replace the locks and keys from the contractor’s monthly invoice.

1.11.2.3 The contractor shall prohibit the use of keys issued by the government by any persons other than the contractor’s employees. The contractor shall not facilitate access of secured areas to persons other than contractor personnel or subcontractors engaged in performance of contract work requirements.

1.12 Antiterrorism/Operation Security Requirements. N/A

1.12.1 Pre-screen candidates using E-Verify Program. The Contractor must pre‐screen candidates using the E‐ verify Program (http://www.dhs.gov/E‐Verify) website to meet the established employment eligibility requirements.

The vendor must ensure that the candidate has two valid forms of government issued identification to ensure the correct information is entered into the E-verify system. An initial list of verified/eligible candidates must be provided to the COR no later than three (3) business days after the initial contract award.

1.13 Payment.

1.13.1 The government will make payment monthly, after the government has inspected and accepted the services, and the government has reviewed, approved, and processed the contractor’s invoice. The contractor shall submit the invoice to the COR and/or any other person that has been designated in the contract to receive the invoice.

1.13.2 The contractor must provide the contractor’s name, address, contract number, period of services completed (i.e., for the month of January or for the period of performance of January 1 through February 23), CLIN number and specific quantities of work performed (i.e., 1 Month, 40 days, 100 acres, etc.), and total requested, for an invoice to be considered proper. The contractor shall submit the invoice by the fifth (5th) of the month for services completed the previous month or submit the invoice upon completion of all services, in accordance with the period of performance stated in the CLIN.

2.0 Definitions. The following definitions and descriptions apply wherever the word(s) or phrase(s) is/are stated in this PWS:

Acceptable Level of Performance (ALP): The maximum percent defective, the maximum number of defects per hundred units, or the number of defects in a lot considered satisfactory on the average. The allowable leeway or variance from a standard before the government will reject the specific service.

Contracting Officer’s Representative (COR): means an individual designated an authorized in writing by the Contracting Officer to perform specific technical or administrative functions.

Performance-Based Contract (FAR 2.101): Structuring all aspects of an acquisition around the purpose of the work to be performed with the contract requirements set forth in clear, specific, and objective terms with measurable outcomes as opposed to either the manner by which the work is to be performed or broad and imprecise.

Performance Requirements Summary (PRS): The PRS shows contract requirements, the component requirements related to each contract requirement, the price of each work requirement as a percentage of the associated contract requirement (Fixed Price Contracts), the standard of performance, and the acceptable level of performance (ALP) for each work requirement.

Quality Assurance Surveillance Plan (QASP): An organized written document used by the Government for quality assurance surveillance. Document contains sampling/evaluation guides, checklists, and the performance requirements summary (PRS).

3.0 Government Furnished Items and Services.

3.1 Services. N/A

3.2 Facilities. The Government will give the Contractor a designated location to dispose of all unwanted vegetation and branches picked up by Contractor when mowing. The Contractor will be responsible for safely hauling items to the designated location. The Government shall not make available to the Contractor any space or facilities for storage of equipment or supplies.

3.3 Utilities. N/A

3.4 Equipment. Contractor Operated Vehicle signs will be issued to the Contractor. These signs will be placed on vehicles while operating on Fort Peck Project while fulfilling the duties of this contract. At the completion of the contract the signs will be returned to the government.

3.5 Materials. N/A

4.0 Contractor Furnished Items and Responsibilities.

4.1 General. The Contractor shall furnish all supplies, equipment, facilities, and services required to perform work under this contract that are not listed under Section 3 of this PWS.

4.2 Materials. N/A

4.3 Equipment.

4.3.1 Mowing Equipment. The Contractor shall furnish all lawn mowing equipment to include but not limited to lawn mowers, lawn tractors, or pull-behind mowing systems designed for a finished even turf cut. Mowers shall be turf-type, finishing cut designed for mowing and maintaining turf grass. All mowers must have slides, wheels, casters, or rollers to prevent damage to turf. Turf-approved floatation tires are required on large equipment to prevent rutting and soil compaction. All mowers should leave a finished-even smooth cut with consistent length of turf being uniform throughout the finished tract area. Different sized mowers may be required in order to mow tight areas between such areas as campsites, around trees and other facilities, as all turf within the work units shall be uniformly cut. Mowers shall be equipped with all original factory-installed deflector shields and all safety features such as roll-over bars, seat belts, and automatic shut-off systems (kill switch) shall be in working order as indicated in the mower’s manufacturers instruction and safety manual, and properly used or applied by the Contractor while operating equipment.

4.3.2 Trimmers. Trimming equipment shall include but is not limited to hand trimmers, hand weed whips, scythes, engine-powered trimmers, push mowers or other suitable equipment that insures an even and finished turf. Trimmers shall be used in all areas mowing equipment cannot access without possibly damaging equipment or property.

4.3.3 Personal Protective Equipment (PPE) and Materials. The Contractor shall furnish all necessary safety equipment and materials required for Contractor-personnel safety. Contractors must adhere to the EM-385-1-1 and all required safety equipment and materials shall be furnished and worn or applied correctly by the Contractor and all Contractor personnel. The Contractor is responsible to ensure all contractor personnel are properly trained to correctly use all mowing and trimming equipment with all required safety materials and features. Yellow or orange reflective-type vests, proper eye and ear protection, and safety toe footwear shall be worn by all mowing and trimming operators while performing any of the duties under this contract.

4.3.4 Traffic Control. The Contractor shall be responsible for providing, erecting, maintaining and removing all traffic signs necessary for traffic control where the posted speed zone is greater than 35 mph. This shall be accomplished in accordance with DOT Federal Highway Administration's MUTCD.D and EM385-1-1, Section 8C.

4.4 First Aid. Individuals who are required to work alone in remote areas shall be trained in basic first aid. If there are two or more employees working in an area, then a minimum of one (1) employee who is certified to administer basic first aid and cardiopulmonary resuscitation (CPR) shall be on duty in the work area during all working hours.

A Red Cross approved first-aid kit is also required at the work site.

4.6 Contractors Log. Contractor will maintain a daily log of hours worked, Tracts mowed and trimmed, and any damages to government owned or personal owned equipment resulting from contractor’s work.

4.7 Insurance. The following kinds and minimum amounts of insurance are required under the performance of this contract:

5.0 Specific Tasks.

5.1 Basic Services. The Contractor shall remove any trash, rubbish or debris prior to mowing turf areas and deposit within dumpsters or trash receptacles within the work areas prior to conducting mowing operations within the work units. The Contractor shall remove and properly dispose of all limbs and branches up to six inches (4”) in diameter within all contract areas prior to mowing operations. Mowing shall not be permitted when the mowing operation causes rutting of ground or clumping of cut grass. Equipment shall be operated in a manner that will prevent the wheels from tearing the turf on turns. Each pass shall overlap the previous pass so that no uncut strips of turf remain.

Mowers will be operated so clippings and residue from mowing decks are not deposited on roadways, campsites parking areas, sidewalks, or other hard-surface areas. Mowing operations are permitted near facilities and within the vicinity of campsites, fire rings, picnic tables, road signs, guard rails, posts, culverts, trees, shrubs, and similar items provided that such operation does not damage or move these items from their original location. These areas shall be cleared of any lawn clippings, residue or debris related to mowing operations immediately after completing mowing within the area and prior to the contractor leaving the tract for the day. If the campsite remains occupied during schedule mowing the contractor will politely and courteously contact the camper to move personal belongings and then mow the site without discharging any mow clipping/debris on camper’s personal property. Contractor will be responsible for any damage done to camper’s property. In the event that the camper refuses to move items and/or does not want the mowers in the campsite during their stay, the contractor will inform the COR.

5.1.1 Mowing Height: The Contractor shall successfully mow or cut all turf so that the finished turf is uniform throughout the tract (same height throughout) does not exceed a height of six inches (6”) above the soil surface and is at least a height of three inches (3”) above the soil surface following each successfully completed service for each tract. The mowing height or setting to be used will be determined by the Contractor, factoring in climatic and seasonal site conditions. Generally, the Contractor shall cut to a height of three to four inches (3”-4”) when wet soil and/or several days of precipitation are forecasted. The Contractor shall cut to a height of four to six inches (4”-6”) when no precipitation is forecasted.

5.1.2 Mowing Width: All roads and parking lots shall me mowed and trimmed 72 inches from the edge of the road/parking surface or to established cut line whichever is farther unless otherwise noted in tract description. All established walkways and stairs shall be mowed and trimmed 36 inches on both sides unless otherwise stated tract description.

5.1.3 Trimming: All trimming shall be accomplished either simultaneously, or immediately following mowing or in all instances shall be completed no more than 24-hours following completion of mowing operations within the work unit following each service. Trimming of all grass within the work units not able to be mowed by equipment shall be cut to a height to match the mowed height within the tract following the completed mowing service, to a height between 3-5” from the ground surface. Trimming shall be required around and under, as appropriate:

campsites, posts, landscaping timbers, parking bumpers, water fountains, bulletin boards, water hydrants, signs, markers, grills, trash receptacles, trees, shrubs, rock-faced ditches and all facilities and buildings within the work units.

5.2 Tract and Area Descriptions.

5.2.1 Tract 1. Downstream Campground: Includes Main Campground, Tent Camping Area & Group Camping Site. This area has 35 acres of mowing/trimming. This is a heavily used area with high levels of vehicle, bicycle, and pedestrian traffic. There are numerous objects to mow and trim around including but not limited to, trees, buildings, curbs, landscape timbers, playground equipment, parking blocks, barricade posts, picnic tables, fire rings and site posts. Six (6) guaranteed mowing & trimming. Six (6) guaranteed mowing & trimming

5.2.2 Tract 2. Kiwanis Park: This area has 20 acres of mowing/trimming. This is a heavily used area with high levels of vehicle, bicycle, and pedestrian traffic. There are numerous objects to mow and trim around including but not limited to, trees, buildings, curbs, landscape timbers, playground equipment, parking blocks, barricade posts, picnic tables, fire rings and site posts. A portion of the ditch area along Yellowstone Road has a steep slope and alternative methods to riding mower may be required to meet safety requirements in EM 385-1-1. Six (6) guaranteed mowing & trimming.

5.2.3 Tract 3. Nature Trail: There are 3.2 miles of paved trail totaling 3.4 acres of mowing/trimming.

Trimming/mowing will be required around signposts, interpretive signs, garbage cans, benches, and bike racks.

Mow and trim 42 inches or 1 mower width, whichever is greater, on either side of trail. Due to topography some areas may not allow for a minimum 42 inches. In these areas mow and trim to the established cut lines. The area around the two fishing ponds will have a greater than 42-inch width for mowing. In these areas mow and trim to the established cut line. This tract will have five (5) mowings/trimmings.

5.2.4 Tract 4. Flood Plain: This tract has 2 acres of mowing/trimming. This tract includes the road to the Floodplain boat ramp, campsites, Winter Harbor, and steel yard fence. Winter Harbor, Floodplain Camping Area and Ramp Parking will be mowed and trimmed to established cut line which will vary in width. Stairs will be mowed and trimmed 24 inches on either side of stairs. Path from Floodplain parking lot to ramp will be mowed and trimmed six foot wide. This tract will have five (5) mowings/trimmings.

5.2.5 Tract 5. Roundhouse Point: This tract includes Road Ditches, Boat Ramp/Parking Lot, Campsites & Fishing Access. This area has 3 acres of mowing/trimming. On south side of ramp parking lot, the contractor will mow/trim around signs, bulletin board and barrier posts to the established cut line. This tract will have five (5) mowings/trimmings.

5.2.6 Tract 6. First Dredge Swim Beach: This tract includes Stairways, Parking Lots. This area has 4.5 acres of mowing/trimming. This area has playground equipment, picnic tables, shelters, bulletin boards and sidewalks. In areas where the split rail fence is the mowing boundary, the contractor must mow or trim a minimum of 12” on the outside of the fence. At the Contractors’ discretion a mow line of one mower width is also acceptable. This tract will have five (5) mowings/trimmings.

5.2.7 Tract 7. Second Dredge Cut: This tract includes Stairways, Parking lot perimeters and road approaches. This area has 1 acre of mowing/trimming. Second Dredge North – mow and trim interior of north boundary fence. There are no requirements on north side of north boundary fence. Second Dredge South, mow and trim to the established cut line around the parking lot. Second Dredge South area split rail fence, the contractor must mow or trim a minimum of 12” on the outside of the fence. At the Contractors’ discretion a mow line of one mower width is also acceptable This tract has a set schedule. Mowing will occur between 9 and 4 business days before holidays as outlined in section 1.7.1. This tract will have three (3) mowings/trimmings.

5.2.8 Tract 8. Nelson Dredge: This area has 1.5 acres of mowing/trimming. The north side of Nelson Dredge Road will be mowed/trimmed to established cut line, where fence exists. This tract has a set schedule. Mowing will occur between 9 and 4 business days before holidays as outlined in section 1.7.1. This tract will have three (3) mowings/trimmings.

5.2.9 Tract 9. Flat Lake: Ditches, Boat Ramp, Parking & Campsite Areas. This area has 2 acres of mowing/trimming. Entire campsite area near boat ramp shall be mowed to established cut line. The ditches/edges of road 2030 will be mowed 42 inches on either side of the road. Part of the required mowing includes areas with numerous barrier posts. This tract will have four (4) mowings/trimmings.

5.2.10 Tract 10. Lewis & Clark Overlook: This area has approximately 0.35 acre of mowing/trimming. Mow to existing cut line. Trim around barrier posts. Trim/mow along sidewalk edges to established cut line.

5.2.11 Tract 11. West End Recreation Area 3: This area includes Campsites, Buildings, shelters & Road Ditches.

This area has 5.5 acres of mowing/trimming. At the parking pullout on Hwy 24, mow/trim to the established cut line including the rocks. This tract will have five (5) mowings/trimmings.

5.2.12 Tract 12. West End Recreation Area 1&2: This area includes Campsites, Buildings, Road Ditches, playgrounds, horseshoe pits and fish cleaning station. This area has 3.5 acres of mowing/trimming. Shelter Road to split rail fence near Shelter Building #1 will be mowed and trimmed 96 inches on either side of the road. In areas with split rail fence the contractor will mow from road edge to 12 inches beyond the fence. At the Contractors’ discretion a mow line of one mower width instead of the 12 inches is also acceptable. The distance between the road edge to the split rail fence will vary but averages 60 inches. This tract will have five (5) mowings/trimmings.

5.2.13 Tract 13. West End Tent and Trailer Campground: This area has 6 acres of mowing/trimming. This is a heavily used area with high levels of vehicle and pedestrian traffic. There are numerous objects to mow and trim around including but not limited to: trees, buildings, curbs, landscape timbers, parking blocks, barricade posts, picnic tables, fire rings and site posts. This tract will have five (5) mowings/trimmings.

5.2.14 Tract 14. Duck Creek Recreation Area: This area includes Road Ditches, Campsites, Vault Toilets, and barrier posts. This area has 8 acres of mowing/trimming. In camping areas with barrier posts, the contractor will mow and trim up to and including the barrier posts. This tract will have four (4) mowings/trimmings.

5.2.15 Tract 15. Rifle Range: This area has approximately 3 acres of mowing/trimming. Mowing will follow the fence line with the exception of the drainage area within the fenced area. The drainage is not mowed. Trimming and mowing will be required to established cut line around shooting benches, bulletin board, trash cans, vault toilet and barrier posts. Trimming around the barbed wire fence will NOT be required. This tract has a set schedule.

Mowing will occur between 9 and 4 business days before holidays as outlined in section 1.7.1. This tract will have three (3) mowings/trimmings.

5.2.16 Tract 16. Boy Scout Park: This area includes road ditches, parking lot, vault toilet and boat ramp. This area has 2 acres of mowing/trimming. Parking area, boat ramp, and around vault toilet will be mowed to the established cut line. This tract has a set schedule. Mowing will occur between 9 and 4 business days before holidays as outlined in section 1.7.1. This tract will have three (3) mowings/trimmings.

5.2.17 Tract 17. Information Booth: This area includes flagpole, exhibit panels, vault toilet, buildings, trees, and parking lot. This area has 1.4 Acres of mowing/trimming. Mow and trim to interior of south and west boundary fence, no requirements on outside side of boundary fence. This tract has a set schedule. Mowing will occur between 9 and 4 business days before holidays as outlined in section 1.7.1. This tract will have three (3) mowings/trimmings.

6.0 Performance Requirements Summary. The contractor service requirements are summarized into performance objectives that relate directly to mission essential items. The performance threshold briefly describes the minimum acceptable levels of service required for each requirement. These thresholds are critical to mission success.
