5.1.1 Registered Land Surveyor. The boundary survey of this project will be performed in North Dakota; the contractor should be appropriately licensed to perform legal surveys within the state. The land surveyor will be in good standing with their professional boards. The boundary survey performed will be in accordance with all state statutes and meet or exceed the minimum standards for land surveys as stated within each applicable state in which the survey is being performed.

5.1.2 Coordinate System and Projection. All survey measurements and established coordinates shall be provided in U.S. survey feet. The coordinate system for all survey data will be the appropriate North Dakota

State Plane Coordinate System. The horizontal datum will be North American Datum 1983 (NAD 83).

5.1.3 Horizontal Control. Horizontal control monuments will be established in sufficient numbers to simplify, assure and support future retracement efforts within the area to be surveyed. The control monument coordinates may be established by GPS, using static methods with post processing software or OPUS solutions. Real Time

Kinematics (RTK) is allowed only when the use of total station and conventional methods of surveying are not cost effective. At least one redundant check on any side shot or RTK shot will be made to ensure accuracy.

5.1.4 Survey Plats. The standard size of all survey plats shall be 24-inch x 36-inch with a ½-inch margin on all sides, unless, the county has size and margin standards required for recording purposes. The plats shall be prepared at a scale of not less than one inch equal 400 feet. Where the standard size is deemed impractical, the contractor may, with the approval of the government, modify the above dimensions. A title block shall be provided in the lower right-hand corner, which is to include the name of the project. A graphic legend shall be provided that explains each symbol utilized on the survey drawing. The compass direction shall be shown by an accurately positioned North Arrow. A separate plat shall be required for each individual parcel of land. The drawings shall be plotted on Mylar material and shall be so delineated as will assure quantity reproduction of easily readable prints.

Each plat shall contain at a minimum; the supervising land surveyors seal with LS number, a certificate of survey, all original and subdivided land corners found or set and the distances and bearings between, reference ties to land corners shown in a table or on the drawing, boundary of the government property with bearings and distances for each leg on the drawing or in a table, all horizontal curve data for boundary defined by a horizontal curve, State

Plane grid coordinates in a table or on the drawing for each land corner, boundary Angle Point (AP’s), Point of

Curve (PC), Point of Tangent (PT), Point on Curve (POC), Point on Line (POL’s), Witness Corners (WC) and adjacent property corners surveyed, combined grid factor used, the name of the software used to convert state plane coordinates, bearing and distance shown from any witness corners to the true corner, adjacent property lines and the name of the current owner, and county record number, the legal description of the entire government parcel, basis of bearing, any topographic features extracted from aerial mapping or surveyed including the

Missouri River bank line and levee centerline and right-of-ways, acreage of government parcel, all encroachments on the property being surveyed shall be accurately and clearly indicated, location, description, and dimensions of easements of record, and references to field books for corner evidence, and a certificate for Proof of Recordation.

5.1.5 Access. Prior to any field surveying being performed on private property, the contactor will obtain permission for access on the owner’s land. Landowners or other residents having questions about the survey should be directed to the contact the U.S. Army Corps of Engineer’s Garrison Project office in Riverdale, ND.

The POC for this office is Travis Farrell Ford. If landowners refuse access on to property, the contractor will comply and notify the government of the situation as soon as possible.

5.1.6 Monumentation. Every Angle Point (AP) along the entire length of the property owned by the government and abutting private property will be surveyed and monumented.

Point-On-Line (POL’s) monuments are to be placed between Angle Points at distances not to exceed 500 feet.

POL’s will be evenly spaced between Angle points if possible. POL’s are not required between Angle Points if distance is less than 500 feet and Angle Points are intervisible. Additional POLs are required when necessary to make each Angle Point or POL intervisible with the next monument ahead and behind. Additional POL’s shall be placed to indicate intersection with all permanent right-of-way where the boundary crosses roads, levees or other encumbrances. If the boundary line is defined by a horizontal curve, the Point of Curve (PC’s) and Point of

Tangent (PT’s) will be monumented. Point on Curves (POC’s) will be set along the curve with the same requirement as a POL described above.

Where it would be impractical to monument, (such as the case of a centerline of creek, road, or levee) a Witness

Corner (WC) monument will be set on Government property, perpendicular to boundary line and stamped accordingly. When boundary monuments fall on a road, the Witness Corners will be set in the road’s permanent right-of-ways. When boundary monuments fall on a levee the Witness Corners will be set on the top of the levee.

The government will not supply the rods, lath, or flagging for these surveys. 24-inch rebar will be driven a minimum of 2 feet. There may be circumstances where the rebar cannot be driven to 2 feet due to obstructions, such as rock, roots, etc. The approximate rebar length should be noted. Each Angle Point (AP), Point-on-Line

(POL), Point of Curve (PC), Point of Tangent (PT), Point of Curve (POC), and Witness Corner (WC) will be monumented. Where monuments fall on solid rock, the rock will be drilled, and the cap concreted into the rock.

All caps will be securely fastened to the monument rods, monuments not buried will be set flush to the ground. All monuments will be set and stamped in accordance with the U.S. Army Corps of Engineer’s Engineering Manual

1110-1-1002, dated September 14, 1900 or latest version.

The monument numbering scheme shall be established by the Contractor.

5.1.7 Land Corners. Original U.S. public land corners found or perpetuation of such corners, subdivided land corners, property corner evidence and all other evidence surveyed, will be evaluated and computed by the supervising RLS to ensure original corner locations are true, accurate and legally supported.

Sufficient land corners will be recovered to support the accurate position of property corners of Government land and the private land adjoining. All available resources including but not limited to original Government Land

Office (GLO) notes and plats; registered corners recorded with federal, state, and county records of plats, deeds, tract maps, and surveys in the area; affidavits from adjoining land owners or local residents; and other court-acceptable evidence will be used to recover or reset obliterated corners. In the event a corner is declared “Lost”, as defined by the Bureau of Land Management, Manual of Surveying Instruction of 1973, the corner will be monumented using the most applicable rules.

All corners where monuments are reset or upgraded, will be in accordance with the applicable state rules and statutes for resetting corners.

Land corners found or set will be referenced to at least three permanent objects, such as trees, or chiseled “X” in concrete. Reference ties for corners will be recorded and sketched in the field notes.

5.1.8 Metadata. The surveyor will supply metadata for the CADD drawings and GIS files. The metadata file shall conform to the Federal Geographic Data Committee’s “Content Standard for Digital Geospatial Metadata, Version

2.0” (or latest version) found at: http://www.fgdc.gov/metadata/contstan.html. The digital metadata files shall be provided to the Government along with each final product deliverable, unless otherwise approved in writing by the

Government. The metadata shall be delivered in XML file format using ArcGIS 10.x or more recent version.

5.1.9 Project Deliverables. Upon completion of the survey, the Contractor shall submit one (1) Mylar reproducible of each final plat, and one (1) CD ROM or DVD disk containing the electronic files, including report of traverse computations for the boundary and the closure precision, descriptions of corners, evidence, http://www.fgdc.gov/metadata/contstan.html.

encroachments, land owner statements, sketches, computations, and one (1) Survey’s Report. All notes will be complete, organized, indexed, clearly legible and defendable in a court of law.

6.0 Performance Requirements Summary. The contractor service requirements are summarized into performance objectives that relate directly to mission essential items. The performance threshold briefly describes the minimum acceptable levels of service required for each requirement. These thresholds are critical to mission success.
