The contractor is authorized to cut, shred, or shear the woody vegetation to the surrounding grade. Pushing over or pulling out the woody vegetation is not authorized. All woody vegetation shall be cleared to a maximum stump height of 2" above the natural ground surface and shall have no limbs or branches remaining. All woody vegetation shall be scattered within the immediate vicinity of the work area, but outside the cleared corridor and not within .any coulee, draw, drainage, gully, ravine or water body without prior authorization from the COR.

Scattered woody vegetation shall be: 1) such that the main trunk is horizontal to the ground and not left in any varying degree of upright or vertical position; 2) such that the trunk is perpendicular to the cleared corridor; 3) such that it is not left in a stack, pile, or linear windrow in any way, shape, or form; and 4) such that it cannot roll back into the cleared corridor or be blown back into the cleared corridor by the wind. For any non-woody obstruction(s), the contractor will consult with the COR prior to removal of the obstruction(s). On interior fence lines where the government owns the property on both sides, the contractor shall consult with the COR to determine if clearing is required to be completed on one side or both sides of the fence. Cost of clearing operations and any other necessary work required to install new fence(s), shall be included in the bid price.

4.3 FENCE INSTALLATION.

A. The fence shall be installed 1' inside the government boundary and consist of 3 strands of barbed wire. The bottom wire shall be 14” off the ground; the top wire shall be 42-44” from the ground, the middle wire shall fall equidistant between the two wires. Depending on location, all steel posts shall be (16') spaced, except where wooden braces or corners are located. Wooden bracing, corner braces and gates shall be installed initially, with the fence installed in a straight line between them. At all low points, anchors shall be installed. At the discretion of the contractor, the spacing of posts may be closer than 16’ when running up or down a steep grade; spacing may be no closer than 10’. Additionally, the contractor may alternate wooden anchor posts and steel posts where deemed necessary to retain the integrity of the structure. Fence will be expected to be placed where walking up/down a grade is possible. Existing fence lines must be either repaired to new fence specifications, or removed to make way for new fence to be installed.

B. Excavation and Backfilling Wood Posts. Using 6" diameter posts (8" diameter when installing round tubular steel gate(s)), carry all excavations down to the required depth of 42" below ground level, regardless of the soil conditions encountered. Post holes, cylindrical in shape and plumb with the centers in true alignment with bottoms flat. Set posts in center of holes. Deposit backfill and carefully tamp in lifts a maximum of 6" in thickness. Restore surfaces to existing grade after mounding, tamping, and smoothing off. Dispose of excess waste excavation as directed by the

COR.

C. Power Drive Wood Posts. Upon approval, set wood posts by means of an approved power post driver in lieu of excavation and backfill method where terrain and soil conditions to be penetrated are suit-able. Large end of post shall have blunt point to facilitate driving. Damaged posts shall be replaced by the contractor at no cost to the government. No additional payment will be allowed if contractor elects to use this method.

D. Driven Steel Line Posts. Posts shall be installed to a depth of 18" below ground level regardless of the nature of soil conditions encountered. Protect posts from damage during driving. Replace damaged or bent posts.

E. Relocation of Posts. If impenetrable materials are encountered, the post shall be moved to the closest location allowing for proper installation. The hole(s) from the previous attempt(s) shall be backfilled.

4.4 WIRE.

Placement. Place wire for fence on side of posts away from government land (private property side) unless directed otherwise.

4.5 STRETCHING.

Stretch by hand or use suitable equipment to ensure wire will be tight. All existing fences on the USACE boundary must be re-stretched to ensure the proper tightness of wires is maintained. If it is decided that existing fence lines’ wire is too weathered to be stretched properly, new barbed wire will have to be run.

4.6 SPLICING.

Use wrap or telephone-type splice using a minimum of 6 complete turns in each direction. Do not stretch splices around steel or wooden posts.

4.7 STAPLES.

Place on opposite side of the barb as the direction of pull and drive slightly canted left/right to wood grain at slight downward angle on level ground or where pull of wire is downward or at slight upward angle in depressions or where pull of wire is upward. Drive deep enough to hold wire close to posts without deforming wood surface or kinking the wire. Wire shall be free to move through staples during stretching and seasonal contraction/expansion.

4.8 CLIPS.

Install between t-post studs. Clips shall be installed tight enough to prevent wire from sliding up/down on the post, yet loose enough to allow barbed wire to move during stretching and seasonal contraction/expansion.

4.9 ANCHORS.

Studded t-post anchors shall be installed as a component of a washout panel and at all low points where stresses tend to pull posts from the ground. Washout panel anchors shall be affixed to the top of the panels’ posts on each end and installed at an angle opposite the direction of pull. In all other applications, anchors shall be guyed to all 3 strands of barbed wire using 1 continuous length of barbless wire with tag end attached to the anchor. At low points with severe elevation changes, anchors shall be installed on both sides of the post(s). In areas where the soil is exceptionally rocky, an appropriately sized rock(s) properly fastened and hanging from the fence shall be substituted. Studded t-post anchors shall be installed, as determined by the COR, at corners where stresses tend to pull posts from the ground. Corner anchors shall be installed at an angle opposite the direction of pull.

4.10 ROUND TUBULAR STEEL GATES.

Gates shall be 16' wide x 48" high. Gate shall be installed in the mid-line of the left-hand (single gate) 8" appurtenance post when entering and with the bottom horizontal rail a minimum of 6" above ground level and a maximum of 12” above the ground. The gate should be constructed of a minimum of 3” solid steel piping/tubing. The bottom hinge shall be installed 9" above ground level and the top hinge installed 8" below the top of the post. Gate shall be installed with the hinges as close to the post(s) as possible without eliminating the ability to make adjustments to allow for proper alignment. Gate shall be hung with the bottom hinge mounting pin pointed upward and the top mounting hinge pin pointed downward. Gate shall be adjusted so they are level and do not drag on the ground when swung completely open or closed. Gate shall be adjusted with a 2" gap between them (double gates) or the closed position appurtenance post.

All gated locations are required to have wooden H-braces on either side of the gate or a minimum of 6” steel stationary upright pipe anchored with concrete footings into the ground on either side of the gate. Woven wire panel fencing

4.11 CORNER BRACE.

Braces shall consist of 3-post anchorage, unless directed otherwise, using 6"x 8' diameter wood posts, installed to a depth of 42". Set at corners regardless of varying degree of angle. The 6"x 8' horizontal braces shall be installed so the top of the post is even with the top strand of barbed wire (44"). Horizontal braces shall be connected to the posts via 5/8" x 6" rebar dowels installed into 3" deep pre-drilled holes in the center of both ends of the braces and in the corresponding locations on the posts. Three turns of barbless wire, inset 1" from the end and twisted together (3 twists), shall be installed at both ends of the horizontal brace. \Vires shall be stretched tight at corners, double wrapped around the corner post with tag end wrapped a minimum of 6 times around itself, and stapled once on the outside of all wood posts. Wire shall not be stretched around the corner brace. Diagonal brace wires shall be fabricated with 4 strands of barbless wire with enough extra length to allow for tightening. Brace wires shall be stapled 4" down from the top of the direction of pull post and 4" above ground level on the corner post. Brace shall be tightened utilizing a 5/8"x24" rebar handle placed in the center of the horizontal brace span and in between the 2 pair of opposing brace wires. Brace wires shall be twisted a maximum of 4 twists until entire brace is rigid with brace wires singing tight and the free end of the rebar flush with the top of the horizontal brace and secured to it with a single staple.

4.12 END BRACE.

Brace shall consist of 2-post anchorage, unless directed, using 6"x 8' diameter wood posts, installed to a depth of 42". Set at terminus of a fence. The 6"x 8' horizontal brace shall be installed so the top of the post is even with the top strand of barbed wire (44"). Horizontal brace shall be connected to the posts via 5/8" x 6" rebar dowels installed into 3" deep pre-drilled holes in the center of both ends of the brace and in the corresponding locations on the posts.
