W9128F19Q0117 – Drainage Improvement EM/REC Access Project – Cold Brook Dam
Pre-bid Site Visit – 12 Sep 19 and 18 September 19
1. Contractor Questions/Clarifications
2. Can contractor close the recreation access road during construction?
a. The road can be closed after NTP, but will need to be opened prior to the campground opening – approximately 15 April 20.
3. The current access road leading to the project site is in need of repair (pot-holes filled, gravel emplaced in muddy areas, etc). Will the contractor need to make these repairs and bring the road up to standards at the conclusion of the project?
a. All existing problem areas will be documented at the preconstruction meeting and will be the government’s responsibility to repair. Any additional damage will be the contractor’s responsibility.
4. Is there electricity available?
a. There is a 60amp panel in the campground, contractor should plan on providing their own generation equipment.
5. Can the contractor clear and grub the vegetation and trees in the construction area?
a. Yes, but the contractor will need to protect all trees that are not directly in the construction footprint and place any barriers in the water (coffer dams) so that the trees are not cleared and remain protected.
6. Where is the borrow site for fill material?
a. Per the contract specification and scope of work, all fill material needs to be provided by the contractor.
7. Can the project site be accessed from any other roads?
a. There is an access road (un-improved, 2-track trail) from Argyle Road to the North end of the campground. Do not recommend using this route.
8. Could you clarify the areas on Plan Sheet CG-103 that will receive new gravel surfacing? i.e. do we need to F&I new gravel from station 0+00 to Station 5+55 22' wide, or just on the areas disturbed by the box culvert & low water crossings?
a. Answer: All disturbed roadway will need gravel surfacing.
9. There are no contour lines shown- will we need to import any materials to build the roads and side slopes to the plans grade, or assume all material is on site?
a. Answer: Material is not available on site and will need to be provided. This was discussed at the pre-bid site visit.
10. If un-suitable materials are found while excavating for the new box culverts, how will the over excavation and import of suitable material be paid?
a. Answer: Contractor will submit a request for equitable adjustment.
11. Will any drainage or separation fabric be needed between the box culvert undercut and the bedding courses (sheet CG-104)?
a. Answer: Reference the plans and specs, Jeff will have to answer as the designer of record.
12. Is there a location that can be used for a settling pond to treat the water during dewatering operations? Probably not, it would depend on the size of pond.
a. Answer: Available area was discussed during site visit.
13. For Option 1- this cost includes the entire work to complete a reinforced concrete low water crossing. Should we deduct the price of the gravel crossing and just add the cost difference to convert to a concrete option?
a. Answer: Yes that is correct.
b. Gravel low water crossing cost: $50,000 (included in item 0001)
c. Cost to install the entire crossing with concrete: $70,000
d. The difference to install the concrete option: (70000- 50000=20000)
e. Should our option 1 price be the entire cost of the concrete option ($70,000) or the difference ($20,000) since the cost of the gravel crossing is included in the lump sum of Item 0001?
14. In reference to specification section 33 40 00, 2.3.1.1. Flexible Watertight Joints, are we looking for watertight or soil-tight joints? He made reference to some of the ASTM requirements and that typically all that is needed is soil-tight.
a. Soil-tight is the right requirement for this project.
15. He didn't see any mention of loading requirements, but was assuming HS20.
a. Loading requirements for the box culvert are on plan sheet CG-104 HL93 (see note on culvert sheet).
16. He wanted to propose a single box of 14' x 4' v. the (2) 7' x 4' if that was ok.
a. To change the pipe size you must provide calculations the prove the size you are going to use allow the flow of the proposed and the loading is actuate.
