Missouri River Recovery Management Plan Adaptive Management Support

US Army Corps of Engineers (USACE)

Missouri River Recovery Program (MRRP)

PO Box 710

Yankton, SD 57078

DATED: November 16, 2018

1.0 General Information.

1.1 Background. The impetus for this work is required by law to allow the continued operation of the Missouri

River Mainstem Reservoir System, operation and maintenance of the Bank Stabilization and Navigation Project, the operation of the Kansas River Reservoir System, and the implementation of the Missouri River Recovery

Management Plan (MRRMP). The effects of those program’s actions, over time, have caused impacts to the natural riverine environment and the species that live there. Under the Endangered Species Act (ESA) of 1973, Federal agencies are required to consult with the US Fish and Wildlife Service (USFWS) if their actions cause impacts to

ESA listed species and their habitat. The USACE has been operating the aforementioned programs and projects under Biological Opinions (BiOp) to reduce the impacts to ESA listed species since 1990. Based on findings from the USACE actions, research, and monitoring, the USACE issued a new Biological Assessment (BA) to the USFWS on

October 30, 2017 with a new proposed action. This resulted in formal consultation with the USFWS in accordance with the ESA. The result of the consultation is captured in the USFWS 2018 BiOp (issued April 2018), and is described and analyzed in detail in the MRRMP-Environmental Impact Statement (MRRMP-EIS). The BiOp requires that the actions described in the USACE’s October 2017 BA and MRRMP-EIS be implemented under the description and process explained in the Science and Adaptive Management Plan (SAMP).

Implementation of the overall Missouri River Recovery Program includes collaboration with the Missouri River

Recovery Implementation Committee (MRRIC) as authorized in Section 5018 of the 2007 Water Resource

Development Act to serve as a basin-wide collaborative forum to develop a shared vision and comprehensive plan for Missouri River recovery. The MRRIC is a multi-stakeholder body composed of representatives from Federal, state, and tribal agencies, and nongovernmental and local governmental stakeholder interests in the basin. The

MRRIC is exempt from the requirements of the Federal Advisory Committee Act.

1.2 Scope of Work. This is a non-personal services contract to provide Adaptive Management (AM) support for implementation of the final MRRMP-EIS, implement the USFWS BiOp issued to the USACE, and participate as a member of the Technical Team (TT). The USACE shall not exercise any supervision or control over the contract service providers performing the services herein. The contractor’s staff shall be accountable solely to the contractor who, in turn, is responsible to the USACE. This is a fixed priced, performance based service contract where the government defines and measures desired outcomes, while contractor methods are generally not constrained or directed.

1.3 Period of Performance. The period of performance shall be for one (1) Base Year of 12 months and two (2) 12-month option years. The Period of Performance reads as follows:

1.5.2 The Contracting Officer reserves the right to disapprove any individual whom he considers incompetent to perform the work required. The Contracting Officer will provide a written notice of any disapproval to the contractor.

If the contract requirements are not met after a second attempt the government may (1) require the contractor to take necessary action to ensure that future performance conforms to contract requirements and (2) reduce the contract price to reflect the reduced value of the services performed.

1.6.2.1 Upon verification of a validated customer complaint or corrective action report, the COR will notify the contractor that they are required to re-perform specific services. Services to correct should be performed within 60 days of request by the COR. The government may (1) by contract, or otherwise, perform the services and charge to the contractor any cost incurred by the government that related to the performance of such service or (2) terminate the contract in whole or in part

1.6.4 The contractor is responsible to replace/repair any damage to government property due to negligence, at his or her own cost. The government may take action, if the contractor fails to replace/repair any damage to government property. • Model updates and evaluation (i.e., verification and validation).

• Synthesis activities (e.g. hypothesis assessments, meta-analysis, weight of evidence assessments, etc.).

• Model evaluation of potential management options, creation of consequence tables, etc.

• Analysis of data from ongoing or completed experimental actions or research projects. Depending on who conducts the research/monitoring, others may do some or all of the assessment as part of their contracts before providing results to the TT to synthesize and apply. The TT may need to do additional analyses on the original data.

• Analysis of existing data that has not yet been analyzed or needs to be synthesized to address a hypothesis or formulate a model. These analyses can be suggested by the bird or fish teams, the TT, or at the management/oversight levels.

• Assessment of “new information”, which may include surprising monitoring results requiring additional assessment, findings by other researchers, or other topics that were not in the work plan as a research strategy.

Contractor shall perform all tasks outlined above in addition to support the Integrated Science Program (ISP) and

AM Project Managers (AM PM) in transitioning specific analyses and modeling activities to USACE staff.

Contractor shall develop and implement a strategy to transition appropriate TT activities to the agency staff.

Contractor shall provide training and support to ensure smooth transition of these tasks to the agency.

Contractor shall continue to perform tasks outlined is Section 5.3 as required by the USACE to meet evolving needs of the ISP and the MRRP AM Program. Contractor shall also continue to support the ISP and AM PM’s in transitioning specific analyses and modeling activities to USACE staff. Contractor shall begin implementing the strategy developed to transition appropriate TT activities to the agency staff. Contractor shall provide training and support to ensure smooth transition of these tasks to the agency.

5.4 Task 4 – Decision Support System

Contractor shall support the development of a DSS, as described in chapter 6 of the SAMP, to meet the information and data management needs of the MRRP and the collaboration with MRRIC. Contractor uses the SAMP description on data and information management as guidance to establish a collaborative process for creating the

DSS. The system must achieve the objects stated in chapter 6:

1. Provide access to MRRP data and information specifically designed to meet the needs of researchers, planners, decision makers, stakeholders, and the general public;

2. Address the needs of a diverse group of data providers and consumers to facilitate efficient planning and execution of the MRRP;

3. Ensure data and information are available on a timely basis in appropriate formats meeting required quality standards.

4. Facilitate awareness amongst related programs in the Missouri River Basin including those not directly part of the MRRP which have overlapping interests and information needs.

Contractor shall provide presentations of findings and interpretations during meetings and workshops. Contractor shall work with all Information Technology Management departments and divisions within the USACE to ensure system components are integrated appropriately and securely, and system is functional. Contractor shall provide all applicable information required by the USACE to host and securely manage the system on the USACE network systems. This includes the development of a System Management Plan and Systems Protocols document capable of describing the entire DSS work flow, datasets, modeling procedures, and reporting tools.

To accomplish this task, the Contractor shall support the USACE Information Technology Management staff to establish a Technical Working Group (TWG) to support the development of a DSS that is capable of using a wide range of data and information objects to provide for the MRRP information needs to include the following:

• Provide oversight and Project Management

• Develop Structure and Content of the DSS in collaboration with DSS experts

• Document DSS Management System and Protocols

Contractor shall perform tasks above in addition to developing a transition strategy for training and transferring documents, models and other products to USACE for further implementation.

Contractor shall support USACE in refining system function and providing final documentation.

Contractor shall complete transfer of all components of the system and documentation to the USACE for further implementation.

5.5 Task 5 –Structured Decision Making Processes

In conjunction with other TT members, the Contractor shall develop and contribute to processes to perform collaborative, structured ‘deep-dive’ analyses of technically complex and contentious issues to develop influence diagrams, decision frameworks and other decision analysis products and SDM processes. These could be used to help resolve technical questions (e.g. to support the development of an AM framework for Fort Peck) and resolve issues of concern and interest to stakeholders (e.g. Emergent Sandbar Habitat and/or Interception Rearing Complex planning processes).

Contractor shall participate in a TWG. The TWG is comprised of a small number of technical specialists in relevant fields and participation from stakeholder experts is encouraged. The TWG would report to one or more MRRIC

Work Groups. Participants in a TWG shall be guided through a process that would help focus technical conversations on a series of specific issues that, systematically and over time, might cover the full range of issues.

The Contractor participates in a series of regular, (ideally weekly) one-hour webinar calls of the TWG. The TWG collaboratively designs and constructs an organized framework for discussion. At the end of each weekly meeting, a series of follow-up actions are agreed upon. In subsequent meetings, new information is pooled and discussed.

Where necessary, discussions on the relative reliability of this information is archived.

The contractor shall participate in one influence diagram SDM process on an issue assigned by the COR.

In addition to requirements in task 5, for option 1 the contractor shall support, plan and execute one additional influence diagram SDM process on an issue assigned by the COR.

In addition to requirements in task 5, for option 2 the contractor shall support, plan and execute one additional influence diagram SDM process on an issue assigned by the COR.

5.6 Task 6 – Engage with Independent Science Advisory Panel (ISAP) on TT Products

Contractor shall engage with ISAP on TT products in Discuss and Feedback processes, and review of products such as: Review of Final Monitoring Plans, Review of AM Framework type products, and New Information products.

The MRRP AM processes require numerous web-meetings and/or face-to-face meetings with the ISAP and MRRIC work groups that generate clarification questions, explanation of research projects, and monitoring program outcomes. The contractor shall participate in these engagements (including TT process and ISAP reviews on monitoring plans and AM Report) and provide the USACE with a written report documenting the context of these calls/meetings. The COR will provide the applicable timelines for delivery of these products.

In addition to base year activity the contractor shall participate in scheduled ISAP engagements and provide the

USACE with a written report documenting the context of these calls/meetings. The COR will provide the applicable timelines for delivery of these products.
