Missouri River Adaptive Management Support
Purpose: By way of this Market Survey/Sources Sought Notice, the USACE-Omaha District intends to determine the extent of capable firms that are engaged in providing the services described hereunder. The responses to this notice will be used for planning purposes for upcoming procurements. Therefore, this notice does not constitute a Request for Proposal (RFP), Quotation or Bid; it does not guarantee the future issue of a RFP/IFB; nor does it commit the government to contract for any supply or service.
Further, this Agency will not accept unsolicited proposals. Respondents are advised that this Agency will not pay for any information or administrative cost incurred in response to this Notice; all costs associated with responding to this Notice will be solely at the responding party's expense. At this time, proprietary information is not being requested, and respondents shall refrain from providing proprietary information in response to this Sources Sought Notice.
Intent: The U. S. Army Corps of Engineers (USACE), Omaha District, intends to pursue award of a non-personal services contract to provide Adaptive Management (AM) support to the ongoing development and implementation of the Missouri River Recovery Program (MRRP). The MRRP activities are implemented as outlined in the Missouri River Recovery Management Plan and its accompanying Environmental Impact Statement, and are guided by the Science and Adaptive Management Plan (SAMP).
The overall purpose of this proposed work is to provide Adaptive Management expertise, statistical and experimental design expertise and guidance, support for information management in the implementation of the MRRP SAMP for the three Missouri River species listed under the Endangered Species Act [least tern (Sterna antillarum), piping plover (Charadrius melodus), and pallid sturgeon (Scaphirhynchus albus)]. While expert support for a range of AM related tasks will be required under this contract, experimental study design, design of monitoring and assessment programs, and support for the development of a Decision Support System (DSS) (including database consolidation and web-based interfacing of the data management system) are of particular importance and focus for this contract.
The contractor shall have experience in developing population models, experimental design, and monitoring and assessment approaches for endangered and/or rare species in the context of Adaptive Management. Demonstrated experience in designing and authoring AM Plans for major river systems and endangered species management is required. The MRRP, working within the collaborative process with the Missouri River Recovery Implementation Committee stakeholder group, is relying heavily on a Structured Decision Making (SDM) process, in the context of Adaptive Management (AM), to aid in organizing information, implementing actions and planning processes for the program; therefore, knowledge of AM and SDM, and knowledge of decision analysis is required. Support for MRRP AM and SDM functions, and existing and future MRRP data sets, will require incorporation into a DSS. The selected contractor must have demonstrated experience and expertise in the development of a DSS capable of integrating large data sets, models, spatial analysis and mapping tools, with the purpose of supporting analysis and decision making at multiple scales and is capable of producing reports.
Contractor will be required to provide and implement proper PPE and air monitoring as necessary throughout the duration of the project. Contractor will be required to provide all equipment necessary to access and complete cleanup in all designated areas.
Small Businesses are reminded under FAR 52.219-14, Limitations on Subcontracting that they must perform at least 50% of the cost of contract performance incurred for personnel shall be expended for employees of the concern. Prior Government contract work is not required for submitting a response to this sources sought synopsis.
