Value Engineering IDIQ

1) Requirement did not state any requirement for fire protection professional to be involved in the VE. With the life safety issue in many structures it seems this would be a requirement.

RESPONSE: Fire protection is always a consideration in all vertical construction projects, but a requirement to have a Fire Protection professional readily accessible for Value Engineering Studies is not a part of this requirement.

2) Clarify whether there will be 1 contract or 5 contracts awarded under this solicitation. The announcement says 5, and so does Page 1 of the Synopsis. However, Page 5 of the Synopsis says there will be only be 1 small business contract awarded.

RESPONSE: The Government intends to award up to five (5) Indefinite Delivery Indefinite Quantity (IDIQ) contracts for A-E services for professional value engineering services, however there may be fewer than five.

3) Will the Task Orders within the MATOC be rotated among your entities or will you be using a selection process to choose the contractor for each individual task order?

RESPONSE: Requests for Proposals for VE Task Orders will be sent based on the determination of the District Value Officer (DVO) of the Corps of Engineers District in requesting VE services as to the which IDC Contractor is best suited for the work at hand. This determination will be made in coordination with the Contracting Officer (KO) for the individual task order to be awarded.

4) I’m involved with a few different entities on the design-build side of the house. If a project was of interest as a design-build contractor would there be an opportunity to not take a VE task order in order to protect our ability to bid on the design/construction contract?

RESPONSE: Yes. Should the situation arise, please inform the DVO or KO of the desire to defer proposing on the task order when presented with the RFP. Once a task order has been awarded to an IDC Contractor, it is expected that the Contractor will complete the work under the contract; failure to do so will be documented as required by agency policy.

5) It appears from the solicitation that any work awarded under these contracts could occur almost anywhere in the U.S., and the project types are quite varied. Is there any specific project type the Omaha District wants to see emphasized in terms of previous experience? And are there specific geographic locations for which proposers should focus their “knowledge of locality?”

RESPONSE: Work under this Contract will be for projects primarily within but not limited to the boundaries of the USACE Northwest Division. That stated, Proposers should provide projects that best illustrate the current qualifications, relevant project experience, and technical competence in the field Value Engineering facilitation and practice.
