This is a special notice prepared in accordance with Federal Acquisition Regulation (FAR) 5.203(a) –Publicizing and Response Time

US Army Corps of Engineers - Omaha District, intends to issue a Firm-Fixed Price contract to Terracon Consultants

Inc. 15080 A Cir, Omaha, NE 68144 on a Sole Source basis.

Authority-

The authority for this single source acquisition is FAR 6.302-1. Soliciting from a Single Source in accordance with

41 U.S.C. 1901.

U.S. Army Corps of Engineers, Omaha District intends issue a solicitation for a single source, firm-fixed-price service contract for the procurement of services contract to provide geotechnical laboratory testing.

This notice of intent is issued under Per FAR 6.302-1 Only One Responsible Source Will Satisfy Agency Complete

List of Testing Requirements

A SOLICITATION WILL NOT BE POSTED. The Government intends to proceed with this sole source action. The

NAICS code is 541380, “Soil Testing Laboratories Services” The size standard as defined by the U.S. Small

Business Administration is $15,000,000.00

Description of work-

The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform geotechnical laboratory testing as defined in Appendix A; except for those items specified as government furnished property and services. The laboratory shall be local to the Omaha area so samples can be conveniently delivered and samples can be visually observed by project engineers prior to determining testing requirements. All testing shall be performed by qualified personnel in accordance with ASTM or other prescribed standards, and shall be performed by an accredited laboratory with current USACE Materials Testing Center (MTC) validation through the Engineering Research and

Development Center (ERDC) for all testing performed.

All testing shall be performed at the contract laboratory. See Appendix A for specific laboratory tests to be requested below:

THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS OR QUOTATIONS. Interested concerns must show clear and convincing evidence that competition of this requirement would be advantageous to the Government. All responsible sources may submit a capability statement, proposal or quote to the contracting officer before the notice end date. If no affirmative written responses are received by 2:00 PM Central Daylight

Time on 11 September 2018, a solicitation will be made without further notice. Oral communications are not acceptable in response to this notice. A determination by the Government not to compete this proposed requirement is solely within the discretion of the Government. Electronic responses and question shall be submitted via email to
